Cricket fixture calendar explained: how the year is built
How the cricket calendar is assembled: the Future Tours Programme, ICC event windows, the seasons that fix the dates, and why the fixture list keeps growing.

Somewhere in a board's operations department there is a wall covered in a year laid out horizontally, colour-coded by format, and the person in front of it is trying to fit a five-match Test tour into a gap that is four weeks wide. That wall is the cricket fixture calendar explained better than any document can manage, because the constraints are all visible at once: the weather at both ends of the tour, a global tournament in the middle of the year that nobody may schedule against, a domestic competition that has already sold its dates, and a set of players who are contracted to three different employers.
The direct answer to how the calendar is made is that it is not made by anyone. International cricket has no fixture computer and no central scheduler. Bilateral series are negotiated between pairs of national boards, each pair settling its own dates and its own split of Tests, one-day internationals and Twenty20 internationals. Those agreements are then collected into a published document, the Future Tours Programme, which is a register of what has been agreed rather than an allocation of what should happen. Around it the ICC protects windows for its own global events, and underneath it every board arranges its domestic season as best it can.
That single structural fact explains almost every complaint about the modern schedule. A register cannot balance a calendar. It can only record the sum of what everybody chose separately.

The Future Tours Programme is a register, not a rota
Take the document apart and its nature becomes clear. It lists, for each full member, the tours it will make and receive over the cycle, with the format breakdown of each. What it does not contain is any principle by which those tours were assigned.
Nobody worked out that a given board should play a certain number of Tests to be treated fairly. Nobody balanced home advantage across the cycle, or ensured that every side plays every other side, or matched the number of away days each squad will accumulate. The entries appear because two boards wanted the fixture, could agree dates, and could make the economics work.
The consequences show up immediately in the format split. For the 2023 to 2027 men's cycle the published totals ran to 173 Tests, 281 one-day internationals and 323 Twenty20 internationals across 12 members. Read those three numbers next to each other and you can see the commercial pressure of the last decade written into the document: the shortest format has the largest number of fixtures, because it is the cheapest to stage, the easiest to sell in a compressed window and the format a broadcaster can guarantee finishes inside an evening.

The register also has an obvious asymmetry that the totals conceal. A tour is a negotiated commercial arrangement, and the boards that can guarantee a large broadcast audience receive far more of them than the boards that cannot. A member whose home matches sell for a great deal will find its calendar full years in advance. A member whose home matches sell for little will find that the sides it wants to host are busy, and the FTP will faithfully record that absence as though it were a scheduling outcome rather than a market one.
Why the seasons cut the year in half
Before any negotiation begins, the weather has already removed most of the options.
Cricket needs dry ground and long daylight, and the two hemispheres provide them at opposite ends of the year. England and the rest of northern Europe play from roughly April to September. Australia, New Zealand and South Africa play their home international seasons through the northern winter. The subcontinent works around a monsoon that closes large parts of the year in different months in different countries, and around a summer heat that makes daytime cricket in some regions genuinely unsafe.
The West Indies sit between the two patterns with their own hurricane season to avoid, and the Gulf states, which have no domestic first-class tradition to protect, can host almost anything in the cooler months and have become the neutral venue of choice for exactly that reason.
Stack those windows and the shape of a touring year falls out with no further reasoning required. A side leaving England in October is going somewhere in the southern hemisphere or Asia. A side arriving in England in June has come from a season that has just ended somewhere else. The great historic tours exist in the months they exist in because those are the only months available, and no amount of administrative goodwill will move them.
The weather constraint also explains a subtler feature: the two halves of the year are not equally contested. The northern summer has one major home season plus most of the world's white-ball franchise competitions crammed alongside it. The northern winter has four or five home international seasons running simultaneously in different countries. Congestion is not evenly distributed, and the pinch points are structural rather than accidental.
The ICC event window, and what it does to everything nearby
On top of bilateral cricket sits a layer the ICC does control: its own global events, which occupy protected windows that member boards agree not to schedule against.
The men's cycle running from 2024 to 2031 was built around one global event in most years. The Twenty20 World Cup expanded to a 20-team, 55-match tournament for its editions across that period; the 50-over World Cup moved to 14 teams and 54 matches; an eight-team Champions Trophy returned to the programme; and the World Test Championship final was scheduled at two-year intervals through the cycle.

A protected window is a bigger object than the tournament inside it. A 55-match event does not occupy the fortnight it is played in; it occupies that fortnight plus a preparation period, plus warm-up fixtures, plus the recovery and travel on either side, plus the weeks immediately before it in which no board wants to risk its best players in a bilateral series. In practice a global event sterilises something closer to two months of the calendar for the sides involved.
That is the mechanism behind a pattern spectators notice without being able to name. Bilateral cricket does not stop for a World Cup, but it changes character around one. Series scheduled immediately before a global tournament tend to be played by squads with several first-choice players rested, and series immediately after tend to be played by squads with several first-choice players unavailable. The fixtures are still on the register; the cricket in them is not the cricket the register implies.
Expansion made this heavier rather than lighter. Twenty teams take longer to play a tournament than sixteen, and a longer tournament is a longer window. The argument for expansion is a good one, since more associate members playing a global event is the main route by which the game grows beyond a dozen countries, but the cost is paid in calendar space and the boards paying it are not the ones benefiting.
The World Test Championship adds context, not fixtures
One of the most persistent misunderstandings about the modern calendar is that the World Test Championship made it busier. It did not add a single match.
The championship works by attaching points to Test series the boards had already agreed bilaterally. Each participating side plays six series across a two-year cycle, three at home and three away, and the opponents come from the existing web of tour agreements rather than from a draw. The number of matches in each series is left to the two boards, which is why a cycle contains everything from two-match series to five-match ones and why the standings have to be expressed as a percentage of points available rather than as a raw total.
That design was the only one available. A championship that specified series lengths would have required boards to abandon commercial arrangements worth a great deal of money, and a championship that ignored series lengths entirely would have penalised anybody playing long series. What the championship did change is the scheduling incentive. Before it, a two-Test series against a mid-ranked side was a fixture with no consequences beyond itself, and boards treated it accordingly. With points attached, every Test in the cycle carries weight, which raises the cost of resting players and lowers the appetite for experimental selections. The calendar looks the same and behaves differently.
The women's game has an equivalent structure with its own arithmetic. The fourth edition of the ICC Women's Championship, running across the 2025 to 2029 cycle, expanded to 11 teams with a pattern of four home and four away series per side, built on three-match one-day series that feed a qualification pathway to the next 50-over World Cup. How a single fixture actually gets fixed
The abstraction of a register becomes concrete when you follow one series from idea to date.
- Two boards identify a mutual gapEach side maps its own protected windows, home season limits and existing commitments, then looks for weeks where both are free. In a crowded cycle this step alone can eliminate every option except one.
- The format split is negotiatedThe touring board usually wants the formats its players and broadcaster value most, and the host wants what sells at home. A tour of two Tests and five Twenty20 internationals and a tour of five Tests and two Twenty20 internationals are the same length and completely different products.
- Broadcast and sponsorship are checkedHome boards sell their own bilateral rights, so a series only survives if the host can monetise it within its existing deal. A tour that cannot pay for itself gets shortened rather than cancelled, which is why so many series are two matches long.
- The dates go into the Future Tours ProgrammeOnce agreed, the fixture is entered into the published cycle document, where it becomes visible to every other board planning around it. From this point the dates are treated as fixed for planning purposes.
- Venues are allocated by the host boardGrounds bid or are assigned internally, and the allocation is a domestic political question as much as a sporting one. This is usually the last part of a tour to be confirmed and the part most likely to change.
- Player availability is resolvedSquads are picked against central contracts, franchise commitments and workload plans, and any player whose club season overlaps needs clearance. The fixture exists long before anybody knows who will actually play in it.
- The schedule is published and defendedThe final itinerary goes out, usually to complaints about turnaround times between formats. Changes after this point are made only for broadcast, weather or security reasons.

Two things in that sequence deserve emphasis. The first is that the broadcast check happens early, and it is a hard filter. Bilateral rights are sold by the home board rather than centrally, so a series that does not fit inside somebody's existing rights deal has no revenue attached and does not get made. The second is that player availability is resolved last. The fixture is agreed years before anybody knows which players will be under contract to which employer, which means the calendar is designed around institutions and populated by individuals whose commitments nobody could have known.
Franchise windows, and the part of the year nobody owns
The layer that has changed the calendar most in the past fifteen years is not international at all.
Domestic Twenty20 competitions occupy blocks of weeks in a growing number of countries, and each of them wants its block in a period when the best players are available. Since there is no global authority allocating those blocks, they were claimed rather than assigned: an established competition holds its window by incumbency, and a new one takes whatever gap is left, which is usually a gap that overlaps with somebody's international cricket.
The result is a year with no genuinely empty months and several months containing two or three competitions at once. For a player with no central contract, this is straightforwardly good news, since it converts a career of national selection into a career of year-round employment. For a board with a central contract, it is a permanent negotiation, because the same player is a national asset in March and a franchise employee in April. The interaction that causes the most friction is the one between franchise windows and the least commercially valuable international cricket. A board that cannot pay its players what a franchise pays them is the board most likely to lose them, and it is also the board whose fixtures generate the smallest broadcast revenue. So the pressure falls hardest on exactly the members whose calendars were already thinnest, which compounds rather than corrects the underlying imbalance.
Where the growth actually came from
Comparing the published totals between cycles makes the direction unmistakable. The 777 fixtures listed for the 2023 to 2027 men's cycle sat against 694 in the cycle before it.
An extra eighty-odd matches across four years and twelve members does not sound dramatic. It becomes dramatic when you notice what was added around it. Global events moved to roughly one a year and got bigger. Championship structures attached consequences to bilateral cricket, which raised the intensity of matches that used to be low-stakes. Franchise competitions multiplied and lengthened. Nothing was removed to make room for any of it.
That is the precise sense in which the calendar is overcrowded. Not that any individual decision was unreasonable, but that a dozen reasonable decisions were taken by different bodies, each optimising its own product, with no mechanism anywhere for assessing the total. A register records; it does not restrain.
The load also lands unevenly on people. A specialist Test batter and a Twenty20 specialist can both have full years without ever colliding. An all-format international who is also a franchise regular can end up playing in eleven months out of twelve across four or five competitions, and there is no single authority responsible for noticing.
What gets squeezed first
When a calendar is full, some things give way before others, and the order is consistent.
Preparation time goes first. Warm-up matches ahead of a Test tour have become rare because they occupy days that could hold a fixture with revenue attached. Sides now arrive and play, which favours the home team, penalises visiting batters adjusting to unfamiliar conditions, and makes away Test performance harder than it used to be.
Turnaround between formats goes second. A schedule that moves a squad from a Test to a Twenty20 international within a few days asks players to change technique, workload and mindset with no interval. It is done because the alternative is a longer tour, and a longer tour costs more than a compressed one.
Test cricket outside the biggest fixtures goes third. Two-match series have become the default because they fit gaps that three-match series do not, and because their economics are more forgiving. The consequence is a format increasingly played in units too short to develop a narrative, outside the handful of historic series that command their own dates.
Cricket involving members outside the top group goes last. The full members without large broadcast markets receive fewer tours, and the associate members receive almost none outside qualification events, which is why global event expansion matters so much to them. A widened World Cup is, for those countries, the calendar.
None of this is a conspiracy. It is what happens when the allocation mechanism is bilateral negotiation and the currency is broadcast revenue.
The Olympics arrives, and takes a fortnight
Cricket returns to the Olympic programme at the Los Angeles Games in 2028, with six-team men's and women's Twenty20 competitions, fifteen-player squads and ninety athlete quotas per gender. The events run inside the Games period in July, with the two finals on separate dates.
Six teams is a small tournament and a fortnight is a small block, so the direct scheduling cost is modest. The indirect cost is not. The window falls in the middle of a northern summer, which is the busiest part of the year for the English domestic season and for several franchise competitions, and it involves boards that have never previously had to clear dates for the same fixed international event at the same time.
There is also a qualification layer to accommodate, since only some places are allocated by region and the remainder are decided through a dedicated qualifying event in the preceding year. That event needs a window of its own, in a calendar that has none spare.
The longer-term significance is different from the scheduling one. Olympic participation brings national sporting funding to cricket boards in countries where the sport has no domestic professional structure, and for those members it is potentially the most consequential thing to happen to the game in a generation. The fortnight is a small price against that, which is why it was agreed.
Reserve days, rain, and the buffer that vanished
A schedule with slack in it can absorb weather. A schedule without slack cannot, and cricket has spent two decades removing its slack.
The historic touring itinerary contained a great deal of unallocated time: travel days between venues, festival matches against regional sides, rest days inside Tests. Those were not luxuries. They were the mechanism by which a washed-out day could be tolerated, because the tour had somewhere to put the lost cricket and somewhere to put the recovery it needed afterwards.
Modern itineraries are built end to end. A limited-overs match lost to rain is usually lost for good, because the following day already contains something else, and the reserve day that would once have been assumed now has to be explicitly bought at the cost of another fixture. Reserve days survive mainly in knockout stages of global events, where the consequence of an abandonment is a title decided without a match being played and the ICC accepts the scheduling cost to avoid it.
The effect on the sport is quiet but real. Rain-affected matches are now decided by the revised-target calculation far more often than they are replayed, which means a weather event that would once have been an inconvenience is now frequently a result. Sides plan for it, captains factor it into decisions at the toss, and a whole layer of tactical thinking exists that would be unnecessary in a calendar with two spare days in it.
There is a second-order cost as well. Because there is no slack, any disruption propagates. A tour delayed by a security incident or a quarantine requirement cannot simply slide by a week, since the week after it is already occupied by a different tour involving one of the same sides. Rescheduling in cricket usually means cancellation, and the fixtures that get cancelled are the ones with the least revenue attached.
Workload is the variable the register cannot see
The Future Tours Programme counts fixtures. It does not count people, and the gap between those two things is where most of the modern damage occurs.
A board looking at its own entry in the cycle sees a defensible year: a home season, two tours, a global event. What it cannot see from that page is that eight of its players will also appear in two franchise competitions, that three of them are recovering from stress injuries, and that its first-choice fast bowler is being asked to bowl in every format across eleven months. The register has no column for any of that, because the register was designed to coordinate boards rather than to protect athletes.
Fast bowlers absorb the cost first, and the reason is physiological rather than administrative. Bowling quickly loads the lower back and the lower limbs at intensities that require genuine recovery, and the recovery window shrinks as the calendar tightens. Rotation policies, workload caps and format specialisation are all responses to the same arithmetic, and each of them weakens the product they are protecting: a series in which the leading bowlers are rested is a lesser series, whatever the fixture list says.
Central contracts are the main instrument boards have for managing this, because a contract is the only mechanism that lets an employer say no on a player's behalf. That is precisely why the erosion of central contracting, in members where franchise money exceeds what a board can pay, matters so much beyond the pay question. A board that cannot afford to contract its players cannot manage their workloads, and cannot plan a season around who will be available.
The players themselves face a version of the same problem with none of the institutional support. A cricketer with a short career and multiple employers has every incentive to play everything, and no mechanism outside his own judgement for deciding when not to.
The domestic season underneath the international one
Every international calendar sits on top of a domestic one, and the domestic one is where the players come from.
A first-class competition needs the same conditions as a Test match: dry ground, long days, and a season long enough for players to develop across many matches rather than a handful. Those requirements compete directly with the international calendar for the same months, and the international calendar wins every time, because it generates the revenue that funds the domestic game.
The result across several countries is a first-class season that has been pushed towards the edges of the year, into the cold and damp at one end and the burnt-out heat at the other, with the best months given over to white-ball cricket that sells tickets. Players then arrive in Test cricket having learned their trade in conditions that bear little relation to the ones they are selected to play in.
The second consequence is availability. A domestic competition that runs while the national side is playing loses its best players to international duty and its next best to franchise contracts, which lowers the standard of the competition and makes it a less reliable guide for selectors. A board is then choosing an international side from a competition it has itself degraded, and the effect takes years to become visible.
None of this appears anywhere in the Future Tours Programme, which is the point. The register coordinates the top layer of the sport, and every consequence of that coordination lands on layers the document does not describe.
The reforms that keep being proposed
Three ideas resurface every time the schedule is argued about, and each has an obvious objection.
A global window system, in which the year is divided into protected blocks for international cricket and for domestic competitions, with nobody permitted to schedule across the boundary. It is the cleanest solution and the least achievable, because it requires the boards with the most valuable calendars to accept limits that would cost them money in exchange for benefits that would accrue to others.
Central sale of bilateral rights, pooling international broadcast income so that fixtures are worth staging regardless of who is playing. This would remove the commercial filter that keeps smaller members off the schedule. It also transfers revenue away from the members currently earning it, which is why it has never come close to happening.
A shorter, tiered Test structure, with promotion and relegation and fewer Tests concentrated into more meaningful series. This has the advantage of reducing volume rather than redistributing it, and the disadvantage that a demoted member loses the fixtures that fund its entire professional game. The reason none of these has been adopted is not that administrators cannot see the problem. It is that every solution requires somebody to give up a fixture they own, and ownership of fixtures is the basis on which the entire system is financed.
How to read a season's fixture list
Once the structure is clear, a published schedule tells you a great deal that is not stated on it.
Count the Tests in each series and ask why. A two-match series is a gap-filler and a five-match series is a commercial centrepiece. The length is a statement about how much the host expects to earn, and it usually predicts the seriousness with which both squads will approach it.
Look at what sits immediately before a global event. Any bilateral series in the six weeks before a World Cup will be played with an eye on the tournament, and selections in it should be read as preparation rather than as intent.
Check the gap between the last Test and the first white-ball fixture. Three days means the schedule was built around travel and broadcast slots rather than around players. It is a reliable predictor of a flat performance in the shorter format.
Notice which members are absent from a home season. A board that has not hosted a particular opponent across a whole cycle is telling you something about the commercial value of that fixture, and the FTP will show the same absence in the reverse direction.
Watch for neutral venues. A series played in a third country is usually a solution to a security question, a weather question or a market question, and which of the three it is changes how the cricket should be judged.
Follow the domestic calendar underneath. A country's first-class competition is the pipeline that stocks its international side, and where the international schedule has pushed that competition into the least suitable months, the effects show up in selection several years later. The calendar is not the product of a plan that went wrong. It is the product of many separate plans that each went right, arranged next to each other by a document whose only job is to write them down. Understanding that is the difference between finding the schedule baffling and finding it predictable, and once it is predictable most of what happens in a cricketing year stops being a surprise.
