Golf course setup explained: the four dials that set scoring
How green firmness, hole locations, rough height and fairway width turn the same course into a birdie-fest or a survival test, without moving a single yard.

Take one course. Do not move a tee, do not rebuild a green, do not touch a bunker. Run a tournament on it in June and another in August, and the two winning scores can be separated by twenty strokes.
Nothing was redesigned. Somebody turned four dials.
Golf course setup is the layer of decisions that sits on top of the architecture: how fast and firm the greens are, where the holes are cut, how long the grass is off the fairway, how wide the fairway is in the first place, and which tees get used. Architecture is permanent and setup is temporary, which is why setup gets so little credit and does so much of the work. A course does not defend itself. It is defended, every morning, by people with mowers and a weather forecast.
This is also where the sport conducts its longest-running argument. Every championship setup is a claim about what golf should reward, and every complaint about a setup is a disagreement with that claim. Some of those complaints are correct.
Golf course setup explained: four dials, one course
Reduce it to the levers that actually move scoring and there are four, plus one that nobody controls.
The greens. Speed and firmness, which are related but not the same thing, and which the public conflates constantly.
The hole locations. Where on each green the cup is cut, day by day, which is the single most delicate judgement in the whole exercise.
The grass off the fairway. Height, density and how it is banded, which determines what a missed drive costs.
The fairway itself. Width, and how it is mown, which determines what counts as a miss in the first place.
The fifth variable is wind, and the entire skill of setting up a golf course is choosing values for the first four that still work across the range of conditions the fifth might deliver.
That framing matters because the four dials do not act independently. Firm greens with narrow fairways and deep rough is a different championship from firm greens with wide fairways and deep rough, and the second one is far more interesting. Turn every dial to maximum and you get a course that only rewards not being terrible, which is the standard failure mode and the reason "defending par" has become an insult.
Green speed is the famous number and firmness is the important one
Ask a golfer about a tournament setup and they will tell you the Stimpmeter reading. It is the number that gets quoted, and it is the less important of the two.
The Stimpmeter is a grooved metal ramp. A ball sits in a notch, the ramp is raised until the ball releases itself, and it always releases at the same speed, which is the point. The ball runs out onto a level part of the green and the distance it travels is measured in feet. Roll several, roll the same number back in the opposite direction to cancel out any slope, average the lot, and that average is the reading.
It is a beautifully simple instrument and it measures exactly one thing: how far a ball rolls on that patch of that green at that moment. It says nothing about the rest of the green, nothing about the other seventeen, and nothing about what will happen in four hours when the sun has been on it.
Firmness is the dial that decides scoring, and it is measured separately. The USGA developed a device that presses into the turf and records how far it sinks, which turns a subjective judgement about receptiveness into a number that can be compared across greens and across days.
Here is why firmness matters more. Green speed changes what happens after the ball has stopped bouncing. Firmness changes whether the ball stops at all.
On a soft green, an approach shot pitches, takes one hop and sits down more or less where it landed. The player is aiming at the hole and the only question is whether they hit it straight. On a firm green, the ball pitches and then runs, and how far it runs depends on how steeply it came in, how much spin it carried, and what slope it landed on. The player is no longer aiming at the hole. They are aiming at a landing spot that will feed the ball to the hole, which requires them to have a view about the ground, which is a completely different and much harder skill.
Firmness therefore does something speed cannot: it makes the shot before the putt into a thinking shot. It also creates the possibility of a good shot finishing in a bad place, which is the thing that makes players complain and makes tournaments watchable.
The two dials interact in a way that catches people out. Fast greens on soft turf are not especially difficult, because the ball still stops where it lands and the player only has to putt well. Firm greens running at moderate speed can be brutal, because the ball is released on the way in and the player has to control a bounce. Setting greens fast and soft is the easy option and it produces low scores and dull golf.
Drying a green out is also the setup decision with the least margin for error. Water is a one-way lever during a tournament: it can be added but not removed, and turf that has been pushed to the edge of drought can pass the point of recovery inside an afternoon if the wind gets up. That is the mechanism behind almost every setup that has run away from its organisers.
Hole locations: the line between hard and unfair
Cutting a hole in the wrong place is the fastest way to lose control of a golf tournament, and it is a judgement made the previous evening on the basis of a forecast.
The published guidance is more specific than most people expect. A hole should sit at least four paces from any edge of the green, and further than that if there is a bunker close to the edge or the ground falls away, because the recovery from a miss on that side needs somewhere to land. The ground within two to three feet of the hole should be as close to level as the green allows, and of a uniform grade, so that a ball dying at the hole is not deflected at the last moment by a change in slope. Across a full round the eighteen locations should be balanced, front and back, left and right, so that a player is not asked for the same shot all day.
Those rules stop the obvious mistakes. The interesting judgement is the one they do not cover, which is how much slope is too much.
A ball at rest on a slope is being held by friction. Cut the grass shorter and roll it more and the friction falls, and at some point the slope wins and the ball will not stay still. Every golfer has seen it on a home green: a putt that dies at the hole, hesitates, and then sets off again. On a championship green with a hole cut on a slope, that is not a curiosity, it is a player being told that a perfect shot has no reward available.
Superintendents use a rule of thumb for this. Multiply the slope percentage at the hole by the green speed and keep the product under about 39. At three per cent slope and a green running thirteen, the product is exactly 39, and the honest description of that location is that a ball will only just stay by the hole. Push the green to fourteen without moving the hole and the same location is now unplayable, because nothing has changed about the slope but the friction holding the ball has gone.
Read down that column and the setup problem becomes obvious. Speeding the greens up by a single foot does not just make putts harder. It disqualifies hole locations. A green whose best pin positions all sit on three and a half per cent has a full set of usable locations at eleven and almost none at thirteen, and the officials either accept slower greens or accept cutting the holes somewhere less interesting.
Hole locations have a second effect that gets overlooked, which is on the clock. Severe locations on fast greens add putts, add time reading them, and add time waiting for the group ahead, and the R&A's own guidance treats setup as one of the main levers on how long a round takes. A championship that wants both a hard course and a quick one is asking for two things that pull against each other, which is worth remembering whenever the sport argues about slow play.
Wind makes it worse, and this is the part the rule of thumb cannot capture. Air moving across a green effectively increases its speed, because a ball rolling slowly is light enough to be pushed. A location that was fine in the morning calm becomes a place where balls will not stay put by mid-afternoon, and by then the holes have been cut and the field is halfway round. This is the single most common cause of a setup that officials have to apologise for: not malice, not incompetence, but a forecast that was wrong in the direction that costs the most.
The good officials build in a buffer. They cut the holes for the wind they might get rather than the wind they expect, and they accept that on a still day the course will play a little easier than it could have. That is a deliberate trade of maximum difficulty for guaranteed fairness, and it is the correct trade.
Rough height, and the argument about the graduated cut
Rough is the crudest of the four dials, which is why it is the most argued about.
The traditional championship approach is a single deep cut running right up to the edge of the fairway. Its logic is simple: hit the fairway or accept that you cannot reach the green. Its defect is equally simple. A drive that misses the short grass by a yard is punished exactly as hard as one that misses by thirty, which means the setup has stopped measuring anything. Both players hack out sideways. The player who was nearly right gets no credit for being nearly right.
The graduated cut is the answer to that, and it is the most thoughtful idea in modern setup. Instead of one height, the grass off the fairway is mown in bands: a strip nearest the fairway kept relatively short, then a longer band beyond it, then the full-length stuff for a drive that has genuinely missed. The penalty now scales with the size of the error, which is what a penalty is supposed to do.
The USGA adopted graduated rough for its championships in the mid-2000s and it changed the character of the events immediately. Players could gamble on the first cut, advance the ball, and be rewarded for a near miss, which restored some strategy to driving. It also had a second effect nobody predicted, which is that it made rough less of a lottery. Deep rough is not a consistent penalty, it is a random one: the same shot from the same distance can sit up on top of the grass or drop to the bottom of it, and the difference is worth several shots. Bands of shorter grass reduce the size of the lottery.
Not everyone accepts the argument. There is a real case for penal rough, and it goes like this: a graduated cut converts driving accuracy from a requirement into a preference, and at the top of the game the players are so strong that a preference is no penalty at all. Grow the grass properly and a wayward driver has to lay back with an iron, which is the only reliable way of making the tee shot a decision. Championships that want driving accuracy to matter tend to reach for the deep single cut, and they are not wrong to.
The height of the grass is not the only thing that matters, and this is where most spectators get it wrong. Density and moisture matter as much. Thin, dry rough of a given height is a nuisance. Thick, wet rough of the same height is a hazard, because the grass wraps the hosel and closes the face, and a player cannot control distance out of it. A tournament that has had two days of rain has a substantially harder course than the same tournament in a dry week, with nobody having touched a mower.
Rough also interacts with the greens, which is the part that decides how severe a setup really is. A ball from thick grass comes out without spin and lands hot. If the greens are soft that hardly matters, because the ball still stops. If the greens are firm, the player has no way of holding the surface from the rough at all, and the effective penalty for a missed drive is not half a shot, it is the whole hole. Deep rough plus firm greens is the combination that produces the setups people remember for the wrong reasons.
Fairway width is the dial that has changed the most
For decades the reflex answer to players getting better was to mow the fairways narrower. Ribbons twenty-something yards wide, sometimes narrower on the driving line, with the grass grown right to the edge.
That approach is now in retreat, and the clearest demonstration came at Shinnecock Hills. The 2026 US Open was set up at the fairway widths the architect drew in 1931, with fairways averaging around 45 yards and some as wide as 62, against an average nearer 28 in 2004. The course played at the same yardage it had in 2018. Everything about the difficulty had to come from somewhere other than the width of the short grass.

The paces and the levelness guidance are from the published USGA hole location advice. The 39 figure is the superintendents' rule of thumb for slope multiplied by green speed. The fairway widths are the reported figures for the US Open at Shinnecock Hills in 2004 and 2026.
The reasoning behind the change is worth following, because it is the best argument in setup theory. A narrow fairway with deep rough on both sides removes the decision from the tee. Every player aims at the middle with whatever club keeps them on the short grass, and the hole is now a test of hitting a straight ball, which is one skill measured once. Widen the fairway and the decision comes back: there is now a side of the fairway that opens up the green and a side that does not, and a player who wants the good angle has to flirt with a bunker or a slope to get it. The width does not make the hole easier. It makes the hole about something.
Wide fairways also let the ground into the game. On a firm course a drive that lands on the correct contour will run twenty yards further than one that lands ten yards left of it, and the player has to know that. Narrow the corridor and the contours become irrelevant because there is only one place the ball can go.
The counter-argument is that wide fairways only work when the greens do the defending, and that requires firmness, wind, or greens with enough movement to punish an approach from the wrong angle. Widen the fairways on a soft, sheltered parkland course and the result is exactly what people fear: a scoring week with no defence at all.
Mowing patterns decide where a good drive ends up
The direction the fairway is mown is not decoration.
Grass mown towards the green lies away from the incoming ball, which reduces friction and lets it run. Grass mown back towards the tee lies into the ball and slows it down. On firm turf the difference over a hundred yards of run-out is real, and a superintendent who alternates the direction of the stripes is alternating how far the ball goes down that stretch of hole.
More consequential is where the mowing line is drawn relative to the contours. A fairway that is cut to include the downslope of a ridge will funnel balls that land on top of it down into the middle. Cut the line along the top of the ridge and the same ridge now rejects: a ball landing on the far side lands in rough, kicks sideways and is gone. The architecture is identical. The setup decides which of the two things the ridge does this week.
The same principle applies around greens. Mowing the surrounds at fairway height turns every miss into a chipping puzzle with a dozen options, because a ball that runs off the green keeps running down a slope into a collection area. Growing that same surround into rough stops the ball three feet off the putting surface, which is easier for the player and much less interesting to watch. The choice between the two is a choice about what kind of short game the championship wants to reward, and it is made with a mower height, not a rule.
Fairway bunkers get repositioned by setup in the same indirect way. Nobody moves a bunker, but moving the tee forward twenty yards can put a bunker exactly in the landing area that was previously carryable, and mowing the fairway to run into the bunker rather than stopping short of it changes whether a slightly wayward drive finds sand or grass.

- Before dawn, cutting and rollingGreens are mown, sometimes twice, and rolled or not depending on the speed being targeted. This is the last chance to change green speed for the day, and the effect is immediate.
- Readings are takenGreen speed is measured with a Stimpmeter and firmness with a purpose-built meter, on several greens, so the team knows what it has actually produced rather than what it intended.
- Water goes on, or does notAny hand watering of greens and approaches happens now. This is the only dial that can still be moved, and it can only be moved one way during play.
- The first groups go outThe course is now fixed for the day. Whatever the wind does from here, the holes are cut and the grass is the length it is.
- Watch and recordThe team follows scoring and, more usefully, watches where balls are finishing and whether putts are stopping near the hole. That information sets tomorrow's locations rather than today's.
The sequence repeats every day of the tournament. Most of the work happens before dawn and the decisions that matter were taken the evening before.
The step that surprises people is the last one. A setup team cannot fix today. Once the holes are cut and the field is out, the only remaining intervention is water, and using it mid-round changes the course between one group and another, which creates an unfairness of its own. Everything else is learning for the following morning.
Tee placement is an offer, not just a length
Moving a tee forward is usually read as making a hole easier. Sometimes it is the opposite.
The obvious use of tee placement is distance, and it works both ways. A long par four from the back tee asks for two full shots and rewards length. The same hole from thirty yards forward can be reached with a shorter, safer club off the tee, which changes the driving decision without changing anything about the green.
The interesting use is the drivable par four. Pull the tee up far enough that a strong player can reach the green, and the hole becomes a straight offer: take on the carry, the bunkers and the narrow entrance for the chance of an eagle putt, or lay back to a comfortable wedge distance and accept a likely par. Both are respectable and the hole has become a decision rather than an execution.
The design requirement for that to work is severity around the green. A drivable hole with a generous green and soft surrounds is not an offer, it is a gift, because the downside of the aggressive line has been removed. The offer only exists if missing costs something, which brings tee placement back to the green setup and closes the loop between the dials.
Good setups vary the tee day to day rather than picking one and standing on it. Playing a hole long on Thursday and short on Sunday asks the field two different questions in the same week, and it means a player cannot simply memorise a yardage on Monday and repeat it four times.
The other reason tees move is the wind. A hole into a stiff breeze from the back tee can become unreachable in two for half the field, which converts a decent par four into a lottery. Moving up is not softness in that case, it is preserving the hole's intended question under conditions the architect did not have on the day they drew it.
What a golf course setup cannot control
Wind is the variable that ruins the plan, and the only honest way to handle it is to plan for a range rather than a value.
A setup optimised for the forecast is a setup that fails whenever the forecast fails. The alternative is to choose values for the four dials that produce an acceptable championship across the plausible band of conditions: greens fast enough to be interesting at the low end of the wind forecast but not so fast that they become unplayable at the high end, hole locations that survive an extra ten miles per hour, rough that is punishing when dry and not absurd when wet.
That approach guarantees you never produce the perfect day. On a calm morning the course will play a shade too easy, and somebody will say the setup was soft. The alternative is producing a perfect day four times out of five and an unplayable one the fifth time, which is a much worse trade for a championship that has to be credible.
Rain does something wind does not: it moves two dials at once and in the same direction. Wet greens hold, so approach play gets easier. Wet rough gets heavier, so missed drives get harder. The net effect is usually easier scoring, because holding the greens matters more than escaping the rough, and it arrives with no warning and no possibility of compensation. A tournament can go from a defensive week to a scoring week overnight.
Temperature is the quiet one. Warm, dry air pulls moisture out of turf all day, so a course set up to be exactly right at nine in the morning is faster and firmer at four in the afternoon. That is a genuine unfairness between the early and late halves of the draw, and it is why the two-tee, split-draw arrangement used for the first two rounds of most championships is a fairness mechanism rather than just a scheduling convenience. Everyone plays once in the morning and once in the afternoon.
The majors are set up differently because different people run them
Four championships, four organisations, four philosophies, and the differences are consistent enough to be predictable.
The US Open has historically been the most interventionist, and the organisation that runs it has been most explicit about wanting a severe test. The recent shift, stated plainly by its championships officials, is away from managing towards a target winning score and towards presenting the architecture as it was drawn. Restoring Shinnecock's original fairway widths was the clearest statement of that so far. The intent is still a hard week; the method has moved from narrowing and growing towards firmness and hole locations, which is a real change in what the championship is trying to measure.
The Open Championship barely uses rough as its primary defence, because it does not need to. Links turf is naturally firm, the wind is a permanent feature rather than a variable, and the ground game is the game. The setup problem at an Open is mostly about how much run-out to allow and how to keep greens receptive enough to be fair in a gale. The bunkers do a job no inland course can replicate, because a pot bunker is a genuine one-shot penalty rather than a difficult recovery. The Masters is run on a course the organisers own and control completely, which is a setup advantage nobody else has. There is no meaningful rough by championship standards, only a second cut added in the late 1990s, and the defence is almost entirely green speed, green contour and hole location. The Sunday locations are as close as the sport gets to a signature: the same handful of positions, on the same greens, year after year, so that the shots are directly comparable across decades. That is a deliberate choice to make the setup a constant rather than a variable.
The PGA Championship has the most variable identity, partly because it moves between venue types and partly because its move to May changed the agronomy available to it. Spring turf in much of the United States is not the same material as high-summer turf, and a course that could be dried out in August cannot always be dried out in May. Setups there tend to be more receptive and scoring lower, which is a consequence of the calendar rather than a philosophy.
Beneath the majors the picture is different again. Regular tour events are set up to produce a competitive tournament rather than an examination, which usually means moderate rough, receptive greens and scoring in the double digits under par. That is not a failure of ambition. A tour event has a field, a broadcast window and a sponsor, and a course that produces a winning score of level par most weeks would be a miserable product.
Does defending par produce dull golf?
The criticism is real and worth taking seriously rather than dismissing.
The case against a defensive setup runs like this. If the only way to score is to avoid mistakes, the winner is the player who made fewest, and a tournament that rewards the absence of error rewards a narrower set of skills than one that rewards positive play. Long hitters gain nothing from length if the fairways are too narrow to use it. Creative players gain nothing from imagination if every recovery is a wedge back to the fairway. The field converges on the same conservative strategy, everyone plays the same golf, and the drama comes from watching people not quite survive.
The case for it is that the alternative is worse. A course with no defence turns a championship into a putting contest, because everyone hits it far enough, everyone hits greens, and the only differentiator left is who holed the most from twelve feet. That is a real risk and it is a legitimate thing for organisers to want to avoid.
The resolution, and most people who think about setup have arrived at it, is that severity is the wrong axis. The question is not how hard the course is, it is whether the difficulty is distributed in a way that separates skills. A course that punishes every miss equally separates nothing. A course where a drive down the correct side leaves a straightforward approach and a drive down the wrong side leaves an awkward one is separating something useful, whether the winning score ends up at ten under or level.
That is precisely what the modern shift is trying to achieve: wider fairways so that position matters, firm greens so that approach play matters, and hole locations that reward the shot played from the right angle. The measure of a good setup is not the winning score. It is whether the players who scored well did so for reasons you could see. This is also why the strokes gained framework has become the standard way to talk about performance, because it can show which part of the game a particular setup actually rewarded rather than leaving it to assertion.
There is one further pressure worth naming. Setting courses up longer has been the default response to players hitting the ball further, and it has limits: land, cost, walking distance and pace of play all run out before the players do. The governing bodies' decision to change the conditions under which balls are tested, with the elite game moving first and the recreational game following at the end of the decade, is an attempt to solve at the equipment end a problem the setup end could no longer absorb. Whether that works is a separate argument, and what the ball change actually does matters to every course that has been lengthening tees for twenty years.
How to read a setup from the first few groups
You do not need the officials to tell you what they have done. The first two or three groups out will show you, if you know what to watch.
- Watch where approach shots pitch and where they stopIf the ball stops within a couple of paces of its pitch mark, the greens are receptive and scoring will be low. If it takes two hops and releases twenty feet past, the greens are firm and the field will start aiming short of flags.
- Watch the first long puttA putt that trickles four feet past the hole and keeps trickling tells you the greens are quick. A putt that dies short of the hole from thirty feet tells you they are slower than the players expected, which is its own kind of trouble.
- Watch a player who has missed the fairwayThe club they pull is the whole story. A wedge back to the short grass means the rough is genuinely penal. A long iron aimed at the green means the cut is playable and driving accuracy will not decide the week.
- Watch what a ball does when it lands in the first cutIf it stops dead, there is moisture in the grass and the rough will play heavier than it looks. If it bounces through into the longer stuff, the whole area is dry and the penalty is lighter than the height suggests.
- Watch which side of the fairway players are aiming atIf everyone is aiming at the same half, the hole locations are on one side of the greens and the fairway has a correct side. If tee shots are scattered, either the fairway is wide enough not to matter or the players have not worked it out yet.
- Watch the flags and the treesThe flag tells you the wind on the green and the tops of the trees tell you the wind above it. When they disagree, approach shots will be unpredictable all day and the setup team's forecast is about to be tested.
Watch the early groups on a firm par four and a par three. Each observation tells you about a different dial, and together they tell you what kind of week it is.
Do that for an hour and you will know more about the week than any preview will tell you, because you will have observed the four dials directly rather than reading somebody's guess about them.
The rest of the tournament is then a matter of watching where the setup gives and where it holds. A course that gives up birdies on the par fives and takes them back on a stretch of long par fours is doing its job. A course where scoring comes entirely from three holes and the other fifteen are survival is not a test, it is a queue.
Setup is the least visible thing in professional golf and the most powerful. It cannot be photographed, it does not appear on a scorecard, and the people who do it are named in the credits at best. But every winning score you have ever seen was set by four dials and the weather, and the person who chose the dial positions was making an argument about what golf is for. It is worth noticing what they said. The rest of how professional golf is organised, from the qualifying routes to the points systems, is downstream of what a course asks for on a Thursday morning.

Setup is everything the tournament organiser decides about the course on the day, as distinct from the architecture, which is fixed. What is a Stimpmeter and what does the number mean?

Some championships grow a single deep cut right up to the fairway edge, which punishes a drive that misses by a yard as heavily as one that misses by thirty. Others use a graduated cut, with a shorter band nearest the fairway and progressively longer grass beyond it, so the penalty scales with how badly the drive missed.
