High jump rules explained: countback, passing, jump-offs

The high jump rules that decide competitions: three consecutive failures, why passing heights is a gamble, how countback ranks a tie, and jump-offs.

Two athletes finish on the same height. One of them is second. Nobody in the stadium can explain why, the commentator says something vague about attempts, and the graphic showing the reason has already gone.

The high jump rules produce this situation more often than any other event in athletics, because the high jump is the only discipline where the scoreboard number is deliberately not enough to rank the field. A time separates sprinters to the thousandth. A throw separates throwers to the centimetre. A cleared height separates nobody, because everybody who cleared it cleared the same bar, so the sport had to invent a second competition running underneath the first one. That second competition is the countback, it has been going since the athlete's first attempt of the afternoon, and most people watching do not know it exists.

This is how all of it works: what counts as a failure, why the three-attempt rule is not the rule you think it is, what passing actually buys, how the countback ranks a tie, and the narrow set of circumstances in which two people can be declared champion together.

What the high jump rules actually call a failure

Start with the take-off, because one clause disposes of an entire category of imagined technique. An athlete shall take off from one foot. A two-footed jump is not a jump.

Beyond that, the rules list three ways to fail, and they are narrower than people assume.

The first is the obvious one. After the jump, the bar does not remain on the supports because of something the athlete did while jumping. Note the construction. It is not "the athlete touched the bar", and it is not "the bar fell". Touching the bar is entirely legal provided it stays up, which is why a good judge watches a trembling bar rather than the athlete, and why the chief judge is specifically charged with deciding at what moment a vibrating bar has settled enough for a flag to be raised. That decision is a judgement call made in real time in front of a crowd, and it is one of the few moments in field event officiating where the official is visibly holding an entire stadium in suspense.

The second is the plane rule, and it is the one that gets athletes. It is a failure to touch the ground, including the landing area, beyond the vertical plane through the nearer edge of the crossbar, either between or outside the uprights, with any part of the body, without first clearing the bar. Outside the uprights matters. An athlete who aborts a run-up and steps past that plane to the side of the stand has failed, even though they came nowhere near the bar and never attempted to jump.

To make this judgeable, a white line 50mm wide is marked between points three metres outside each upright, with the near edge of the line running along the vertical plane through the near edge of the bar. That line is not decoration. It is the referee's instrument, and it is why one of the two judges at a high jump spends the competition watching feet rather than bars.

There is a written exception, and it is more generous than it sounds. If an athlete touches the landing area with a foot and the judge considers that no advantage was gained, the trial is not a failure for that reason. This covers the athlete who pulls out of an approach and puts a foot on the mat to stop, which is a safety behaviour rather than a cheat.

The third failure is touching the crossbar or the vertical section of the uprights while running up without jumping. Again, the concern is an aborted attempt rather than a jump.

Two more provisions round out the judging. The first is a general one across field events: unless a judge is sure that an infringement has occurred, the benefit of the doubt goes to the athlete and the white flag goes up. Where a video referee is appointed, a judge may hold both flags down until the footage has been seen rather than raise one and reverse it.

The second covers wind, and it is unusually precise. When the bar is clearly displaced by a force not associated with the athlete, a gust being the example the rules give, then if that displacement happens after the athlete has cleared the bar without touching it, the trial counts as successful. In every other circumstance, the athlete gets a replacement trial. The rule is doing something subtle here. It refuses to award a clearance to an athlete who touched the bar and then blamed the weather, but it also refuses to punish anyone for the weather, so the fallback is a fresh attempt rather than a verdict.

The three-attempt rule is not the rule that ends your day

Everybody knows you get three attempts at each height. It is true and it is the wrong thing to know, because the rule that eliminates you is a different one.

Three consecutive failures, regardless of the heights at which they occur, end the competition. Fail twice at one bar and once at the next and you are out, having used two attempts at one height and one at the other. The count does not reset when the bar goes up. It resets only when you clear something.

This changes the shape of the event completely. An athlete standing at a bar having already failed twice is not choosing between a third attempt and nothing. They are choosing between a third attempt here and a first attempt at the next height, and if they take the latter they are jumping with one failure left in the world rather than three. That is a considerably worse position than the phrase "moving up" suggests.

Passing is governed by a short set of clauses that between them create almost all the strategy in the discipline.

  • An athlete may begin at any announced height and jump at any subsequent height at their own discretion.
  • An athlete may pass their second or third attempt at a height, after failing there once or twice, and still jump at a later height.
  • Once an athlete has passed at a height, they may not take any further attempt at that height. The only exception is a jump-off for first place.
  • Even after every other athlete has failed out, an athlete is entitled to keep jumping until they forfeit that right themselves.

And a small administrative one with real consequences: in the high jump and pole vault, if one or more athletes are not present when everyone who is present has finished competing, the referee deems them to have abandoned the competition once the period for one further trial has elapsed. An athlete who wanders off to warm up for the next round does not hold up the stadium indefinitely.

Passing is a bet, and the countback is the stake

Here is where the discipline becomes a game rather than a test.

Passing a height buys three things. It saves attempts, and attempts have a physical price that accumulates across an afternoon that can run for two hours or more. It keeps the athlete's card clean at that height, which matters because the tie-break counts jumps and failures rather than heights. And it removes the risk of an embarrassing exit at a bar nobody was going to lose on.

It costs one thing, and the cost is unbounded. A passed height cannot be recovered. If the next bar is a centimetre too high on the day, an athlete who passed at a height they could have cleared finishes below people they were jumping better than. The rule that three consecutive failures end the competition makes this sharper still: a jumper who has already failed twice and passes into the next height is one mistake from the changing room.

Watch a serious competition with that in mind and the pattern of entries and passes stops looking like caution or bravado. It is an ongoing calculation about a tie-break that has not happened yet.

The countback, and the detail almost everyone gets wrong

When two or more athletes clear the same final height, the placing procedure runs in a fixed order.

First: the lowest number of jumps at the height last cleared. Not the fewest failures at that height, though it amounts to the same thing. Count the attempts the athlete took at their final successful bar, including the successful one, and fewer wins.

Second: the lowest total of failures throughout the competition up to and including the height last cleared. Every red flag from the athlete's first attempt of the day, added up.

Third: if the athletes are still equal, they are awarded the same place, unless it concerns first place. Two people genuinely can share second, and no further tie-break is applied.

Fourth: for first place only, a jump-off, unless the jump-off has been ruled out, which is a subject of its own below.

Now the detail that is misreported constantly. The second criterion counts failures up to and including the height last cleared. The three failures that ended an athlete's competition, at the bar above, do not count. They are invisible to the tie-break. An athlete who went out swinging at a height far beyond them is not penalised for the attempt, and this is deliberate: the rules do not want to give athletes a reason to stop competing in order to protect a countback position.

An invented card makes the machinery visible. Four athletes, heights of 2.00m, 2.05m, 2.10m and 2.14m, using the standard notation where O is a clearance, X is a failure and a dash is a pass. This competition is constructed for the arithmetic; no real event is being described.

All four cleared 2.10m. All four failed three times at 2.14m, and those twelve red flags decide nothing whatsoever.

C took one jump at 2.10m and wins on the first criterion alone. D took three and is fourth on the same criterion. A and B both took two, so the tie between them goes to the second criterion, where A has one failure to B's two, and A is second.

Look at what C actually did to win. C passed the first two bars entirely, entered the competition at 2.10m, cleared it first time, and never attempted anything else that mattered. B jumped at every height, cleared every height, and finished third. The countback does not reward turning up. It rewards not missing.

The bar goes up, and it can never go up by less

The referee or chief judge announces the starting height and the subsequent heights before the competition begins. Two rules then constrain what can happen to that ladder.

The bar shall never be raised by less than 2cm after each round. And the increment shall never increase. A competition that has moved in three-centimetre steps cannot switch to four. It can drop to two.

Both rules exist for the same reason. Without the floor, a competition could be dragged out in one-centimetre increments to manufacture a countback advantage or to grind down a rival. Without the never-increases clause, an organiser or a leading athlete could stretch the next bar out of reach of somebody who had been clearing comfortably. The ladder can only get finer, never coarser, and it is fixed before anyone jumps.

Two exceptions are written in. Once one athlete has won the competition, the heights are set by that athlete in consultation with the judge or referee, which is how record attempts get staged. And the increment rules stop applying entirely if all the athletes still competing agree to raise the bar directly to a record height.

Combined events are different, because there the high jump is one scoring event among ten or seven and cannot be allowed to run on tactics. Each increase is uniform throughout the competition: three centimetres in the high jump and ten in the pole vault. Nobody negotiates the ladder in a decathlon, which is one of several ways in which the scoring event inside a combined event is a different discipline from the standalone version of the same name.

Measurement is done in whole centimetres, perpendicular from the ground to the lowest part of the upper side of the bar. Any new height is measured before it is attempted, the height is re-measured if the bar has been substituted, and where a record is in play the judges re-check before each subsequent attempt if the bar has been touched since the last measurement. The bar sags, which is why the measurement is taken at the lowest part of it.

The jump-off, and how a title gets shared

If the countback leaves athletes tied for first, a jump-off is conducted. Its mechanics are short.

Each athlete has one jump at each height. The jump-off starts at the next height on the announced ladder above the height last cleared by the athletes concerned. If nobody is separated, the bar is raised by 2cm if more than one of them cleared, and lowered by 2cm if all of them failed. The athletes must jump at every height until a decision is reached or until all of them decide not to jump further.

The lowering clause is the part that surprises people. A jump-off can descend below the height that produced the tie, sometimes several times, because a bar that everybody has just failed is not going to separate anybody. A tie-break in the high jump can therefore be settled at a height lower than the one both athletes had already cleared, which feels wrong and is entirely logical: the competition has stopped asking who can jump highest and started asking who can jump this one, now, on a single attempt.

Withdrawal is allowed at any point and has a defined price. An athlete not jumping at a height forfeits any claim to a higher place. If only one other athlete remains at that point, that athlete is declared the winner and does not need to attempt the height at all. Where more than one athlete remains, the jump-off carries on without the one who stopped, and the athlete who withdrew takes the place they had at that moment.

And then the clause that produced the most discussed field event decision of recent years. A jump-off can be cancelled in three ways: by the competition regulations in advance, by the technical delegate or referee, or by the athletes themselves deciding not to jump further, before the jump-off or at any stage during it. If no jump-off is carried out, the tie for first place stands.

That is the rule under which the Olympic men's high jump title was shared at the Tokyo Games. Two athletes were level after countback, were offered a jump-off, and declined it. No exception was made and no discretion was exercised by anybody in a blazer. The rulebook already contained the option, in plain language, and the athletes used it.

One last mechanical consequence of the jump-off is worth knowing, because it is genuinely obscure. Each athlete is credited with the best of all their trials, and in the vertical jumps that explicitly includes trials made in resolving a tie for first place. A jump-off clearance above an athlete's competition best therefore becomes their result for the day. The descending bar cannot hurt them, because it is the best trial that counts, not the last one.

The order is fixed and each step is only reached if the one above it failed to separate the athletes. Failures at heights above the last one cleared are excluded throughout.

The clock, which decides more competitions than anyone admits

Several details in the surrounding notes matter more than the headline numbers.

The number of athletes remaining is determined at the moment the bar is raised to a new height, and any change in the time allowed does not take effect until that moment. An athlete cannot gain thirty seconds mid-round because a rival has just failed out.

The count of athletes remaining includes anyone who could still be involved in a jump-off for first place, which is a neat piece of drafting: athletes who have finished jumping in the ordinary competition are still on the clock's books because they may yet be called back.

The consecutive-trial allowance covers any attempt taken immediately after the athlete's previous one, whether at the same height or the next one, and it applies whenever it is longer than the limit the athlete would otherwise have. This exists because the alternative is a jumper sprinting back to the start of a twenty-five metre approach and going again on sixty seconds, which is not a competition, it is a fitness test.

If the sole remaining athlete has won and is attempting a record, the limit is extended by one further minute.

An athlete who begins their allotted time and then decides not to attempt the trial is recorded as having failed once the time elapses. Standing at the end of the runway and letting the clock run out is a red flag, not a pass. Passing has to be declared.

A clock showing the remaining time should be visible to the athlete, and an official normally raises a yellow flag for the final fifteen seconds. That flag is the reason for a specific piece of theatre familiar to anyone who watches the event: the jumper standing motionless at the top of the runway, arms raised, clapping the crowd into rhythm, moving off precisely when the flag goes up.

Every dimension in the apparatus is a decision about fairness

The equipment specifications look like bureaucratic detail. Most of them are answers to a way somebody once found of winning unfairly, or a way somebody once got hurt.

Read those together and a single design intention runs through all of them: the bar must fall easily and predictably, and nothing may make it stickier.

The end pieces must be hard and smooth, must not be rubber and must not be covered with anything that increases friction against the supports. The supports themselves must be smooth, must not be rubber or anything grippier, and may not have springs of any kind. The flat resting surface on the end piece may not sit higher than the centre of the bar's cross-section, which stops a bar being made to nest into its supports.

All of that exists because the entire judgement of a clearance rests on one physical assumption: that a bar touched hard enough to be dislodged will fall. A slightly tacky support turns a touch into a clearance, and a competition run on tacky supports is a different competition from one run to specification. The rules do not trust equipment manufacturers to be careful about this, so they write the friction out in millimetres.

The ten-millimetre gap between the bar ends and the uprights does the same job from the other side. Without it the bar could jam rather than fall.

The supports must be at the same height above the take-off area at each end, which sounds trivial until you consider that a bar sitting a centimetre lower at one end is a bar that is easier to clear at that end, and a jumper drifting along it would find that out.

The uprights may not be moved during the competition, unless the referee decides the take-off or landing area has become unsuitable, and then only after a round of trials has been completed. Nobody adjusts the geometry mid-round.

The runway, the landing area and the slope nobody notices

The approach is a semicircular apron rather than a straight strip, because a high jump run-up is a curve. The rules set a minimum width of 16m and a minimum length of 15m, extended to 25m for the top categories of competition, which is why an international high jump area looks so much larger than a club one.

The inclination rule is the interesting one. The maximum overall downward inclination in the last fifteen metres of the runway and take-off area must not exceed 1:167, which is 0.6 per cent, measured along any radius of the rectangular area centred midway between the uprights. And the landing area should be placed so that the athlete's approach runs up the incline rather than down it.

That is a rule about assisted performance, written in the same spirit as the ones covering the wind readings on the sprint straight and the jumps runway. A downhill approach is free speed, speed converts to height, and a stadium built on a slope would otherwise be quietly producing marks that a flat one could not. So the tolerance is set at six millimetres in a metre, and the athlete is made to run uphill within it.

The landing area is where the safety engineering lives. For the highest categories of competition it must be no smaller than 6m long by 4m wide by 0.7m high; elsewhere it should be no less than 5m by 3m by 0.7m. The mat may be cut away at the front corners to clear the uprights, and there should be at least 0.1m of clearance between the uprights and the landing area when in use.

That last clearance is not about the athlete. It is there so that when the mat shifts under the impact of a body arriving at speed, it does not knock into the uprights and dislodge the bar. The front of the landing area should sit about 0.1m back from the vertical plane of the crossbar, which is the gap that lets a jumper arch over a bar without landing on it.

Every one of these numbers describes a hazard that the flop technique created. Jumping backwards onto your shoulders and neck is only survivable because of what is underneath, and the dimensions of the mat are the reason a technique that would have been suicidal on sand or sawdust became universal.

Qualifying rounds do not work like the final

At a championship with a qualifying round, the high jump behaves differently from the throws and the horizontal jumps, and the difference catches out people watching a morning session.

In the throws and the long jumps, each athlete gets up to three attempts in qualifying and stops as soon as they achieve the qualifying standard. In the high jump and pole vault, athletes who have not been eliminated by three consecutive failures keep competing, including passing, until the end of the last attempt at the height set as the qualifying standard, unless the required number of finalists has already been reached. Once it is determined that an athlete is in the final, they stop.

So a morning high jump qualifying round has athletes leaving the competition at different heights for two entirely different reasons, some because they failed out and some because they are already through, and the field thins in a way that looks arbitrary from the stand.

If too few athletes reach the standard, the final is filled up on performances from the qualifying round, and the countback is used to resolve the last qualifying place. If the countback still cannot separate them, all the tying athletes go to the final. A championship final with an extra athlete in it is not an administrative error. It is the rules refusing to invent a difference that does not exist. The same principle shows up throughout the way championship fields are constructed, where a tie is generally resolved by widening the door rather than by picking.

What to watch, if you want to know who is winning

The scoreboard will tell you the heights. It will rarely tell you the competition.

Count the jumps, not the clearances. Two athletes on the same height are separated by attempts, and the athlete with a clean card is ahead of the athlete who scraped over. This is visible from the stand and it is the single most useful thing to track.

Watch who passes, and when. An athlete passing at a modest height is protecting the countback and saving legs. An athlete passing after two failures is out of options and gambling. They look identical on a results screen and they are opposite situations.

Note the ladder before it matters. The announced increments are fixed, cannot grow, and cannot fall below two centimetres. If the leaders are clearing comfortably with three-centimetre steps to come, you can work out where the competition will end long before it gets there.

Ignore the last three failures. Whatever happens at the height nobody clears, it changes no placings. The competition was decided at the bar below it, usually much earlier.

Wait for the clock. In a competition down to two or three athletes, the time limit is ninety seconds, and two consecutive trials buy two minutes. A jumper who has just failed and is straight back up is the one under pressure, and the clock is where you see it first.

Get those five habits and the high jump stops being a series of jumps and becomes what it is, which is a long argument about risk conducted almost entirely in silence. The same countback logic governs the vertical jump contested with a pole, where the increments are larger and the stakes of a passed height higher still. Common questions

How many attempts do you get in the high jump?

Three at each height, but that is not the rule that ends your competition. Three consecutive failures do, regardless of which heights they happen at, so an athlete who fails twice at one height and once at the next is finished even though they never used all three attempts at either. You may also pass any attempt and jump at a later height instead.

Why do high jumpers pass heights?

For three reasons. Passing saves attempts, which saves the legs for the heights that matter; it keeps the record clean at that height, which can be worth a place on countback; and it avoids the risk of failing at a bar that was never going to decide anything. The cost is that a passed height cannot be returned to, and three consecutive failures still end the competition.

How does high jump countback work?

Highest bar cleared wins first. If athletes are level on height, the one who cleared that final height in fewer jumps is placed higher. If they are still level, the one with fewer total failures up to and including that height is placed higher. Failures at heights above the last one cleared count for nothing at all.

What is a jump-off in the high jump?

It is the only tie-break beyond countback, and it is used solely for first place. Each athlete takes one attempt at the next height above the one they last cleared; if they all clear or all fail, the bar moves by two centimetres and they go again, up if they cleared and down if they did not. It continues until somebody is alone at a height.

Can two high jumpers share a title?

Yes. A jump-off can be cancelled in advance by competition regulations, called off by the technical delegate or referee, or declined by the athletes themselves at any stage, and if no jump-off is held the tie for first place stands. The Olympic men's high jump title was shared at the Tokyo Games under exactly this clause, when two athletes level after countback were offered a jump-off and chose not to take it.
