ICC pitch rating system explained: ratings and demerits
How the ICC pitch rating system works: who marks a surface, the four categories, what earns demerit points, and when a venue loses the right to host.

A Test finishes inside two days, the highlights package is thirty balls of chaos, and within about twenty-four hours a short statement appears on the ICC website containing one adjective. That adjective decides whether a groundstaff spends the next month fielding questions and whether a venue moves a step closer to losing the right to stage international cricket.
The ICC pitch rating system is the machinery behind that single word. It is a formal process, run by the match referee, that marks the playing surface and the outfield after every international fixture and attaches consequences to the worst of them. The rating scale currently runs to four categories, from very good down to unfit, and the two lowest carry demerit points that accumulate against the venue rather than against the team or the curator. Reach a stated total inside five years and the ground is suspended.
Almost every public argument about a rating is really an argument about one of two things: what the criteria actually say, or whether one person's judgement should carry that weight.
Who marks the surface, and when
The rating is made by the ICC match referee appointed to that fixture, after the match has ended. Not during it, and not by a committee.
That timing matters. A referee is marking the surface as it behaved across the whole game, which is why a pitch that looked lively on the first morning and a pitch that disintegrated on the third afternoon can be assessed quite differently despite producing similar scorecards. The question being answered is not whether the match was entertaining or whether one side was overwhelmed. It is whether the surface performed within an acceptable range.
The referee's judgement draws on what the on-field umpires saw from twenty-two yards, since they are the officials with the closest view of how the ball behaved and are the ones with the power to stop play if a surface becomes dangerous. But the mark is the referee's, and it is entered as a single categorical rating for the pitch and a separate one for the outfield.
The report then travels in two directions. It goes to the ICC, where any demerit points are recorded against the venue, and it goes to the host member board as feedback intended to inform future preparation. Where a surface is marked below the acceptable line, the board is asked to explain why it fell short. That request is a meaningful part of the process rather than a formality, because the explanation shapes how a subsequent appeal is received.

The four categories, and what each is claiming
The current scale is short by design: very good, satisfactory, unsatisfactory, unfit.
Very good describes a surface that produced a genuine contest. There is carry for the quicker bowlers, bounce that stays consistent, movement that rewards skill without making batting a lottery, and enough change across the days that the game develops rather than repeating itself. Satisfactory is the workhorse category and covers the large majority of international cricket. It absorbs everything from a slightly flat surface that favoured batting to one that helped bowlers more than usual without crossing a line. A satisfactory rating is not a criticism. It means the surface did its job.
Unsatisfactory is the first rating that carries a consequence. It says the pitch failed to provide a fair contest between bat and ball, whether by helping one discipline excessively or by behaving in a way batters could not reasonably cope with.
Unfit is the serious one. It describes a surface on which cricket could not properly or safely be played, and it is rare enough at international level that each instance becomes a story in its own right.
Because the scale is categorical rather than numerical, there is no partial credit. A surface is placed in one of four boxes, and the gap between the second and the third is where every consequence lives.

What the published criteria actually say about a poor surface
The categories would be arbitrary without a set of written tests, and the monitoring guidelines supply them. A surface is liable to a poor mark where it shows excessive seam movement at any point in the match; where it displays excessive unevenness of bounce for any bowler at any point; where it offers excessive assistance to spin bowlers, particularly early on; or where it offers so little seam movement and turn, combined with no significant bounce or carry, that neither discipline has anything to work with. Excessive dryness and excessive moisture are named as well.
Two features of that list are worth pulling out, because they are consistently misreported.
The first is that the criteria condemn flatness as well as difficulty. A surface offering nothing at all to any bowler through five days is a failure by the same standard as one that jags sideways, and the wording is explicit about it. The system is not built to protect batters. It is built to protect the contest.
The second is the word "excessive", which appears repeatedly and is never defined numerically. There is no measured threshold for seam movement, no permitted range of bounce deviation, no ball-tracking output that converts a surface into a score. The referee applies a qualitative standard, informed by experience and by what the umpires reported. That is either the sensible way to assess something as variable as a cricket pitch, or the fatal weakness of the whole exercise, depending on who is doing the arguing.
The turn question, and why spin is treated differently
No aspect of the system generates more heat than pitches that spin, and the criteria are more careful on this than the coverage suggests.
Turn is not itself a defect. A surface that grips and rips on the fourth day is doing exactly what a good Test pitch is supposed to do, and the guidelines treat deterioration across the days as normal rather than suspicious. What draws attention is turn that arrives immediately, because a surface offering substantial assistance to spin from the first session has skipped the phase in which the seamers were supposed to have their say, and the match becomes a lottery decided partly by which side batted first.
That distinction, early turn against late turn, is the one most often lost in the reaction to a short Test in Asia. It also sits alongside a more serious criterion that has nothing to do with spin at all: unevenness of bounce. A ball that keeps low from a length and the next one that spits from the same spot is a safety problem, and it is treated as more damning than any amount of sideways movement.
The practical effect is that a surface can turn enormously and be marked satisfactory, while a slower, flatter one that produces a couple of alarming deliveries can be marked down. Outfields are rated too, and for a different reason
The process covers the outfield as a separate assessment with its own rating, and the underlying concern is not the same one.
A pitch rating is about the balance of the contest. An outfield rating is about whether the ground was safe to run and dive on, and whether it drained and recovered well enough for cricket to be played on schedule. Sodden patches, uneven or bare areas, and surfaces that cut up under a fielder's studs are the sorts of problems that draw a mark.
An outfield rated unsatisfactory attracts a demerit point on the same basis a pitch does, and the points feed the same venue total. That has caught out grounds that produced a perfectly good playing surface and then lost points because of drainage or resurfacing work that had not settled, which is a reasonable outcome given that a match delayed or curtailed by an outfield is as much a failure of hosting as a two-day Test on a minefield.
The outfield category is also the more fixable of the two, and it tends to attract less controversy for exactly that reason. Nobody argues that an outfield was deliberately prepared to suit the home side.
Demerit points and the arithmetic of a suspension
Demerit points are the enforcement layer, and the arithmetic is simple enough to hold in your head.
An unsatisfactory rating is worth one point. An unfit rating is worth three. Points attach to the venue, not to the board, the curator or the team, so they follow the ground even as everything else about it changes. They remain live for a rolling five-year period from the date they were awarded, which means a venue's total is always a running count of recent history rather than a permanent record.
The thresholds the ICC states in its own releases are six points for a twelve-month suspension from hosting international cricket, and twelve points for a twenty-four month suspension.
Work through what that requires. Six unsatisfactory ratings inside five years would do it. So would two unfit ratings and a scattering of others. A venue that produces one poor surface every couple of seasons will never approach the threshold, because points fall off the back of the window faster than they accumulate. The system is calibrated to catch persistent failure rather than a single bad week, and full suspensions are correspondingly rare.
The appeal, and what a board has to argue
A rating is not final when it is issued, and the appeal route is a real one.
The host board receives the report and has fourteen days to appeal against the sanction. The appeal is considered by a senior ICC cricket official together with a member of the Elite Panel of ICC match referees, which is deliberately not the referee who made the original mark.
What is being contested is worth being precise about. The board is not usually arguing that the match was good entertainment, or that the losing side simply batted badly. It is arguing that the surface behaved within the range the criteria permit, and the strongest arguments tend to be technical: that the bounce was consistent even though it was low, that the movement was the product of atmospheric conditions rather than the pitch, that the deterioration followed a normal pattern for the venue at that time of year.
Appeals have succeeded, and demerit points have been rescinded. That fact is the best answer to the criticism that the system rests entirely on one official's opinion. It rests on one official's opinion at the first stage and provides a second look on request, which is roughly how most sporting disciplinary processes are built.

Why the scale was compressed from six categories to four
The current four-point scale is not the original. An earlier version ran to six categories, separating very good, good and average at the top and adding a below average band between average and poor, with unfit at the bottom. Demerit points under that arrangement were allocated at one for below average, three for poor and five for unfit, and outfields were treated on a different sliding scale again, with a below average outfield attracting no points at all.
Two problems drove the compression.
The first was that the top three categories carried no consequence and were therefore doing nothing except providing material for argument. The distinction between good and average was real to a referee and invisible to everybody else, and it invited a great deal of noise about whether a surface deserved one adjective or the other when neither had any effect.
The second was the below average band. It was intended as a warning shot, a way of flagging a poor surface without a full sanction, and it ended up blurring the boundary that mattered. A rating designed to be somewhere between acceptable and unacceptable is exactly the rating a board can present publicly as either, depending on the audience.
Collapsing the scale to four made the threshold unmistakable. Two categories mean the surface was fine, two mean it was not, and there is no comfortable middle to shelter in. The associated demerit values were reduced to match the shorter scale, and the suspension thresholds were restated. It is a cleaner system, and it is also a reminder that the rating labels are administrative choices rather than natural facts, which is precisely why they have been revised before and may be again.
What a curator is working against
The ratings are easier to read once you understand how little control the person preparing a surface has over the variables the criteria describe.
A cricket square is a living thing on a schedule. Grass has to be grown, rolled, cut and watered to a plan that begins weeks before a match, and the plan is executed against a weather forecast that will be wrong. Rain in the fortnight before a Test changes the moisture profile below the surface in ways no amount of covering can undo. A sustained heat wave dries a square faster than the watering regime was built for. Humidity on the morning of play changes how the ball behaves off a surface that has not itself changed at all.
Underneath that sits the soil, which is not chosen and cannot be replaced in a season. Different regions have different clay content, and clay content largely determines how a square binds, how it cracks and how quickly it breaks up. A curator in one part of the world is working with material that naturally produces pace and carry; another is working with material that naturally dries and grips. Both are asked to produce a surface that satisfies the same set of criteria.
Then there is scheduling. A ground staging back-to-back international fixtures, or an international immediately after a domestic block, may not have enough recovery time to present a fresh strip, and the state of the square is partly a consequence of a calendar drawn up by administrators who never see it.
None of this appears in the rating, which is a mark on the surface rather than an assessment of the effort behind it. That is defensible, since the players face the surface and not the intention. What a rating means for the toss and for the ball
A rating is issued after the fact, but the same properties it assesses are the ones that decide how the match is played, and two of them are worth connecting explicitly.
The first is the toss. On a surface that will deteriorate sharply, winning the toss is worth a great deal, because batting before the deterioration and bowling after it is close to a double advantage. On a surface that stays consistent, the toss is worth much less. A pitch whose behaviour changes dramatically between the first session and the fourth day is therefore a pitch on which a coin has made a large contribution to the result, and that is one of the things a referee is implicitly weighing when deciding whether a fair contest took place. The second is what the surface does to the ball. Abrasive, dry squares rough up one side of the ball quickly, which is the precondition for the ball moving in the air late in an innings, while lush, damp outfields keep the ball smoother for longer and shift the advantage back towards conventional movement. So an outfield rating and a pitch rating are not independent assessments of two unrelated things. Neither of these connections is written into the criteria. Both are part of what an experienced referee is drawing on when placing a surface into one of four boxes.
The umpires' power, which is separate and stronger
Running alongside the rating system is a mechanism that operates during the match rather than after it, and confusing the two is common.
The on-field umpires may stop play, and ultimately declare a surface unplayable, if conditions become dangerous. That authority sits in the Laws and in the playing conditions, it belongs to the umpires rather than the referee, and it operates on a safety test rather than a fairness one. It is not a rating, it produces no demerit points by itself, and it can be exercised on the first morning of a match without anybody waiting for a report.
The two systems interact at the extreme. A surface abandoned mid-match on safety grounds will almost inevitably be marked unfit afterwards, and the demerit points follow from the rating rather than from the abandonment. But the reverse does not hold: plenty of pitches have been rated unsatisfactory after matches that were completed without the umpires ever considering intervention.
Knowing which official holds which power clears up a good deal of commentary confusion. The umpires protect the players in real time. The referee assesses the contest afterwards. What the system deliberately does not police
The monitoring process is narrower than its critics and its defenders both tend to assume, and the gaps are intentional.
It does not police home advantage. Preparing a surface that suits your own attack is entirely legitimate, has been part of the game since it acquired a first-class structure, and is nowhere prohibited. A board is free to produce a dry, gripping surface for a spin attack or a green one for a seam attack, and to do so openly. The system only intervenes when the preparation goes far enough to stop the surface functioning as a cricket pitch.
It does not police outcomes. A Test finishing in two days is not itself a breach of anything. Short matches sometimes follow from excellent bowling and poor batting on a perfectly sound surface, and referees have marked surfaces satisfactory after very short games and unsatisfactory after long ones.
It does not weight the rating by what was at stake. A knockout fixture and a dead rubber are assessed against identical criteria, even though the consequences of a poor surface are obviously not identical. Given how much rides on results in a competition structured like the World Test Championship, that even-handedness has its own critics.
It does not police the boundary dimensions, the size of the square, or anything else about the ground's configuration, all of which shape scoring at least as much as the surface does. Those sit under separate playing conditions and produce no demerit points of any kind.
And it does not extend to domestic cricket. National boards run their own pitch regulations, with their own scales and sanctions, and those systems can be stricter or looser than the international one. A first-class venue with a poor reputation domestically carries none of that history into an ICC assessment.
The consistency complaint, and what would be needed to settle it
The most persistent objection to the whole apparatus is not that the criteria are wrong. It is that they are applied unevenly.
The complaint runs roughly as follows. A surface that produces a low-scoring match through sideways seam movement is described as a good contest, while a surface that produces a low-scoring match through early turn is described as unsatisfactory, even though the two games ended in a similar number of overs with similar scores. The vocabulary of praise attaches to one set of conditions and the vocabulary of concern to the other, and the pattern tracks the parts of the world in which each is normal.
Defenders of the system point at the criteria and note that they do not mention which discipline benefits, only whether the assistance is excessive and whether bounce stayed even. That is true of the written standard. It does not settle the question, because the written standard hands the referee an undefined word and asks him to apply it, and referees are people who learned the game somewhere.
Settling it would require one of two things, and both have costs. The first is measurement: instrument every surface, record bounce variance and seam deviation and turn, and replace the adjective with an output. The technology to do a fair amount of this already exists in ball-tracking systems, and the obstacle is agreeing what the thresholds should be rather than collecting the data. The second is publication: release the referee's written reasoning alongside the rating, so that a pattern of inconsistency can be demonstrated rather than asserted. At present the adjective is published and the reasoning is not, which leaves everybody free to fill the gap with whatever they already believed.
Until one of those arrives, the argument will recur every time a Test finishes early somewhere the surface was expected to turn, and it will be conducted entirely without evidence on either side.
How to judge a surface yourself while watching
You will not have the referee's report, but five habits get you close to reading a pitch the way the criteria do.
Watch the bounce, not the movement. Sideways movement is the thing commentary talks about and the thing viewers notice, but consistency of bounce is what the guidelines treat most seriously. Two deliveries from the same length behaving completely differently is the signal that matters.
Note when the assistance arrived, not just how much. Heavy turn on day four is a functioning pitch. The same turn in the first session is the thing the criteria single out. Timing carries more weight than degree.
Check whether both disciplines had something. A surface where the seamers were irrelevant and the spinners bowled unchanged is as far from very good as one where nobody could bowl spin at all. Balance is the standard, in both directions.
Look at the outfield in the replays. Divots, bare patches and water sitting after light rain are the outfield failures that draw a mark, and they are visible long before anybody mentions them.
Separate the surface from the batting. A collapse against high-class bowling on a sound pitch looks identical, in the scorecard, to a collapse caused by the surface. The difference is visible in how the deliveries behaved rather than in how many wickets fell, so watch the balls that did not take wickets.
Wait for the report before deciding it was a scandal. The gap between a surface that produced a strange match and a surface that breached the criteria is wide, and most of the pitches that generate outrage on the day are marked satisfactory within a week.
The system is one official's judgement, applied against written criteria, with an appeal and a five-year memory attached. That is a modest piece of governance rather than a grand one, and it works about as well as such things do: it catches the persistent offenders, it misses the marginal cases, and it gets revised whenever the balance of complaint shifts far enough. Understanding what it actually measures makes the annual round of pitch arguments considerably easier to follow, and rather harder to enjoy.
