The pools for a Rugby World Cup used to be settled before some of the players in them had won a cap.
That is not a figure of speech. The draw for the 2023 tournament was made in December 2020, and the seedings that fed it were fixed on the world rankings from the start of that year, which put nearly three years and two full Six Nations championships between the moment the balls came out of the pots and the moment anybody kicked off. Teams that were seventh in the world when the draw was made arrived at the tournament in the top four, and were still carrying the pool that their old ranking had bought them.
That single decision does more to explain the rugby world cup format than any diagram of the bracket. Every element of the tournament is a negotiation between two things that pull in opposite directions: a sport in which perhaps ten nations can genuinely beat each other, and a governing body whose stated purpose is to make that number larger. Pool sizes, bonus points, qualification slots, rest days and the shape of the knockout draw are all attempts to hold those two facts in the same competition.
Rugby has never solved that problem. It has only chosen, repeatedly, which version of the compromise to live with.

Start with the current shape, because the men's tournament has just changed more than it has in twenty years.
Twenty-four teams, in six pools of four. Each side plays the other three in its pool once, which is three pool matches per team rather than the four they used to play. The top two in each pool go through, and so do the four best third-placed sides measured across the whole tournament. Sixteen qualifiers, a round of 16, quarter-finals, semi-finals, a bronze final and a final.
The old shape was twenty teams in four pools of five, four pool matches each, and the top two in each pool going straight into a quarter-final. Eight of twenty went through. Now sixteen of twenty-four do.
Read that chart twice and the design logic falls out of it. Four more teams, four more matches, and a week less to play them in. The tournament got wider and shorter at the same time, which is only possible because pools of four remove the structural problem that pools of five created.
A pool of five means each team sits out one round while the other four play. That idle round has to be scheduled somewhere, and the effect is a pool stage that sprawls across five weekends to fit four matches per team. Pools of four are symmetrical. Every team plays in every round, three rounds finish the pool stage, and nobody has a fallow week. Half of the compression comes from geometry rather than from anyone being asked to play more often.
The knockout half is where the expansion costs something. A round of 16 adds eight matches and one more win between a team and the trophy. A side that goes all the way now plays seven matches instead of six, and the four extra qualifying places are filled by teams that finished third in a pool of four, which is to say teams that lost at least twice.
Whether that is a competition or a consolation is the argument the rest of this piece is really about.
Why bonus points do more work than the results do
Rugby's pool scoring is the same at a World Cup as it is in most professional competitions. Four competition points for a win, two for a draw, nothing for a loss, plus a point for scoring four or more tries in a match and a point for losing by seven points or fewer.
The second pair are the interesting ones, and the shrinking of pools has made them more powerful rather than less.
With four pool matches, a bonus point was a small correction on a total of up to twenty. With three, the maximum falls and a single point carries more weight in a table where several sides will finish on similar numbers. Two teams that both beat the same two opponents and both lost to the third can now be separated entirely by whether one of them managed a fourth try somewhere. The logic behind the try bonus and the losing bonus was designed to reward attacking rugby and to keep beaten teams playing to the whistle. In a three-match pool it has become something closer to a tiebreak that happens in advance.

Teams A and B have identical records. One of them will top the pool and one will not, and the separation will come from the head-to-head result and then from points difference. Team C, with a single win, finishes third on six points, and in the expanded format six points from a pool of four might well be enough to reach the round of 16, because the four best third-placed teams qualify.
That is the part people find hardest to accept, and it is worth stating plainly rather than defending. Under this format, a team can lose two of its three pool matches and still play in the knockout stage. It can also win two of three and go home, if it happens to be in a pool where a stronger side finished second.
If a pool is tied on competition points, the order is settled first by the result between the tied teams, then by points difference, then by try difference, then by points scored, then by tries scored, and only after all of that by the world rankings on a date fixed in the tournament regulations. The four best third-placed sides are ranked against each other by a shorter list: competition points, then points difference, then try difference.
Points difference deserves a moment of attention. In a three-match pool played between teams of genuinely different standard, points difference is dominated by whatever happened in the one fixture where the gap was largest. A side that concedes sixty in its opening match is carrying that number into a qualification calculation three weeks later, which is why coaches of smaller nations sometimes make substitutions that look defeatist and are in fact arithmetic.
The draw, and the rankings that go stale before the balls come out
Any World Cup draw has to sit at a point where two requirements meet. It has to be late enough that the qualifiers are known, and early enough that a country can sell tickets, book hotels, schedule broadcast slots and let supporters plan a trip across the world.
For 2023 that point was chosen badly. The draw came almost three years out and used rankings that were already eleven months old by then. Everything that happened in between, two Six Nations, two southern hemisphere championships, a British and Irish Lions tour and a full cycle of squad turnover, arrived after the pools were fixed and could not touch them. The result was one pool containing several of the strongest sides in the world and another that a top seed could walk through, and the criticism was not really that the draw was unlucky. It was that the mechanism guaranteed a mismatch between seeding and strength, and everyone could see it coming from the moment the date was set.
The fix for the next men's tournament was procedural rather than clever. The draw was pushed back to December 2025, less than two years before the tournament, and the seedings were taken from the men's world rankings at the end of that year's November international window. Twenty-four teams were split into four bands of six, one band feeding each pool position, with the host placed in the first pool by right rather than by draw.

Two years is better than three. It is not the same as fair.
The rankings still freeze eleven months before the opening match, and a rugby year is long enough to change a side completely. A new head coach, a fit generation of forwards, one autumn of results against southern hemisphere opposition: any of these can move a team several places, and none of them can move the pool it was drawn into. The alternative, drawing the pools a few months out, would compress the entire commercial and logistical operation of a tournament that now spans a continent, and no governing body is going to accept that trade.
So the honest description is that the draw has been made less unfair rather than fair, and that a portion of every World Cup's competitive shape is decided by form that is nearly a year out of date. This is the opposite problem to a fixed annual championship, where the same sides meet every year in a rotation nobody has to draw and seeding does not exist at all. The World Cup has to invent an order of merit and then live with it.
Qualification routes, region by region
Half of the field is decided by the previous tournament. The teams that finished in the top three of each pool last time go straight through, which under the old four-pool structure meant twelve automatic places.
That rule is doing more than it appears to. It converts pool position at one World Cup into a qualification slot for the next, which means the third match of a dead pool, played between two sides who are already out of contention for the knockout stage, is in fact a play-off for four years of certainty. It also means a side that has a poor tournament pays for it twice, once in the result and again in a qualifying campaign it now has to survive.
The other twelve places come through regions, and the allocation is not close to proportional to population or playing numbers. It reflects where competitive international sides actually exist.

Europe's four places are contested through the second-tier European championship, which is the most competitive qualifying region outside the automatic places and the one that produces the most credible new arrivals. The Pacific's three reflect a region that has supplied the tournament with genuine knockout threats for decades while having almost no domestic professional infrastructure to show for it. Africa, Asia and South America each get one guaranteed place, and the sides that finish just short in those regions are funnelled into the play-off and the final qualification event.
That final event is the part worth understanding, because it is where the format's ambition and its caution meet. A repechage gives a fourth or fifth-placed side from a strong region another route in, which is the developmental argument. It also concentrates several of the weakest qualifiers into one competition and sends the winner to a World Cup pool where it will play three sides that are, in most cases, fully professional. The tournament gets one more nation. That nation gets three matches at a level it does not otherwise see.
Both of those things are true, and which one you emphasise is basically your position on expansion.
Why finishing second can be better than winning your pool
The round of 16 rewards a careful read, and it is where the tournament stops being symmetrical.
Sixteen qualifiers come from three different categories: six pool winners, six runners-up and four third-placed teams. Those do not divide evenly into eight matches of winner against qualifier, so the bracket has to distribute them unevenly, and it does so in a fixed pattern that is published before the tournament starts.
Four of the six pool winners are paired with third-placed qualifiers. The winners of the other two pools face a runner-up. And because that only accounts for two of the six runners-up, the remaining four are paired against each other in two matches that contain no pool winner at all.
Work through what that means for a side sitting in a pool with one round to play.
Winning your pool is worth more in four cases out of six, because a third-placed qualifier is by definition a team that lost at least twice. In the other two cases, winning the pool buys you a runner-up, which is likely to be a stronger opponent than the third-placed side you would have faced by winning a different pool. And finishing second is not uniformly worse either, because four of the runners-up avoid pool winners entirely and play each other.
The practical consequence is that in the last round of pool matches, several teams will be playing with one eye on a table they are not in. A side that has already qualified may find that second place gives it a round of 16 against another runner-up, and first place gives it a fixture against a top seed from another pool. That is not cynicism. It is a rational response to a bracket that was published in advance and is not redrawn.
Tournament designers know this and generally accept it, because the alternative is worse. Reseeding after the pool stage, so that the best qualifier plays the weakest every time, would remove the incentive to manipulate position, but it would also mean that no supporter could book travel to a knockout venue until three days beforehand, and that the bracket would be different every tournament in ways nobody could explain in advance. A fixed bracket is legible. A fair bracket is not bookable.
The quarter-final structure is arranged so that the two halves of the draw are balanced, and the semi-finals, bronze final and final are played at the same venue. From the round of 16 onwards, everything is single elimination with extra time and, if required, a kicking competition. Nothing about the pool stage carries forward.
Rest days, and the fairness argument that never quite goes away
The complaint that has done the most damage to the tournament's reputation among smaller unions has nothing to do with pools or seeding. It is about the gap between matches.
At a tournament where twenty teams share a fixed number of broadcast slots across a fixed number of weekends, some fixtures have to be played in midweek. Somebody has to take the short turnaround, and historically it was not the sides whose matches sold the most tickets. The pattern was consistent enough to be predictable: the established nations got the weekend slots and the full week between matches, and the qualifiers played on Wednesday and again on Sunday.
The sporting effect of that is larger than it sounds. A rugby international is a collision sport played at maximum intensity for eighty minutes, and recovery is not optional. A squad with forty professionals can absorb a short turnaround by fielding a second side. A squad drawn from part-time players and a handful of overseas professionals cannot, because it does not have a second side. The nations least able to survive a four-day turnaround were the ones being given it, and the schedule was therefore taking competitiveness out of exactly the matches that expansion is supposed to make competitive.
Pools of four fix a great deal of this by accident. With every team playing in every round, the scheduling problem becomes regular, and the published schedule for the expanded tournament sets a minimum of five days between matches for every side. That is a real improvement and it was won by an argument that took two tournament cycles to land.
It is not the end of the argument. Five days is a minimum, not a norm, and a team on repeated five-day gaps against a team on repeated seven-day gaps is still at a disadvantage that the table does not record. Critics have also pointed out that the compressed schedule leans almost entirely on weekends, when a symmetrical six-pool structure would allow midweek fixtures to be spread evenly rather than concentrated on the sides with the least depth. The principle of equal turnarounds has been accepted. The scheduling that would deliver it fully has not.
Squad sizes are the other half of the same conversation, and they have been enlarged partly for this reason. A bigger squad is only useful if the players in it are of a standard to be picked, which brings the discussion back to depth, and depth is the thing a World Cup cannot create in six weeks.
Does expansion develop the game or protect the teams already in it?
Here is the case for a bigger field, made properly.
International rugby has an access problem rather than a talent problem. A union that never plays the strongest sides never learns to play them, never attracts the broadcast money that would let it professionalise, and never produces the players who would make it competitive. The World Cup is the one moment in the calendar when that door opens, and every additional place is four years of funding, visibility and recruitment for a country that otherwise gets none. More than one union has used a single World Cup appearance to build a domestic competition that outlived it.
The case against is equally straightforward. Adding teams at the bottom adds matches that are not contests, and a tournament with more one-sided results is a worse advertisement for the sport than a smaller one with fewer. The counter to that is that pools of four give the weaker sides three matches against a narrower range of opposition rather than four against a wider one, and the round of 16 means the tournament's later stages are reached by more teams without the semi-finals being diluted.
What the format cannot do is create competitiveness on its own, and this is where the more interesting development question sits.
A nation improves by playing strong opposition regularly, not once every four years. That is a calendar problem, not a tournament problem, and the game's answer to it is the new global men's competition that pairs the northern and southern hemisphere championships into a single biennial structure, with a second division of twelve further nations running alongside it. Promotion and relegation between those two divisions is scheduled to begin from the third edition, which means the first two run as closed competitions.
That delay is the whole argument in miniature. A closed top division guarantees the commercial value that funds the thing. An open one is what would actually change who is good. Rugby has chosen to build the closed version first and open it later, and the sides waiting for that door are the same sides that qualify through the regional competitions and the final qualification event.
The World Cup format sits downstream of all of it. Twenty-four places is a generous field for a sport with this distribution of strength, and the automatic qualification of twelve sides from the previous tournament is a guarantee to the established nations written into the rules. Both statements are true at once, which is why the expansion debate never resolves. Competitions of this kind get compared to the annual southern hemisphere championship and to the northern one, and the honest reading is that a closed round robin between four established sides is a very different instrument from a World Cup, and neither is designed to do the other's job.
The same tension shows up in the version of the game that grew fastest. Rugby played seven a side expanded its international field aggressively, and the reason it could is that a sevens squad is twelve players and a tournament is two days. The fifteen-a-side World Cup carries the cost of a full squad, a full medical operation and a six-week stay, which is why its expansion arrives in increments of four teams rather than in leaps.
The women's tournament is on a different curve
The women's World Cup is not a smaller copy of the men's, and treating it as one gets the analysis wrong in both directions.
Its structure is the one the men's tournament has just left behind: sixteen teams in four pools of four, three pool matches each, top two through to a quarter-final. Eight qualifiers, no round of 16, and a knockout stage that begins with the last eight.
That expansion to sixteen was itself recent, and the reasoning behind it was the same developmental case made above, applied to a competition where it bites harder. The gap between the strongest women's sides and the newest arrivals is wide, because the professionalisation of the women's game has happened at very different speeds in different unions, and a country that has funded full-time contracts for a few years looks nothing like one that has not.
The strategic difference is timing. The men's tournament is adjusting a mature competition at the margins. The women's tournament is growing while the sport underneath it is still being built, so a format decision made now shapes which unions invest for the next decade. Adding places to a competition that is expanding is a bet on future strength. Adding them to a mature one is a redistribution of an existing pot.
There has been public discussion of a further expansion to twenty-four teams and a round of 16 for the women's tournament in the 2030s, which would put it on the same structure as the men's. That has not been settled, and the qualification pathway that would feed it, built around the tiered annual competition that now sits under the World Cup, matters more to the outcome than the number of places does. Sixteen well-prepared teams is a better tournament than twenty-four unprepared ones, and the pathway is what determines which of those you get.
What to look at when the next draw is made
Format arguments get abstract quickly, so here is the short version of what actually decides whether a World Cup is any good, in the order the tournament reveals it.
How old the seedings are. Find the date the rankings were frozen and count the months to the opening match. Every international window in that gap is form the draw could not see, and it is the single best predictor of whether a pool will look mismatched by the time it is played.
Which band each of your pool opponents came from. Bands, not rankings. A pool with one team from each band is by design a mixed pool, and the interesting question is which of the four bands your own side was in, because that determines whether the tournament expects you to win the pool, qualify from it, or make up the numbers.
Your pool's letter, because of the bracket. Four pool winners meet third-placed qualifiers in the round of 16 and two meet runners-up. Knowing which of those your pool feeds tells you what a pool win is worth before a ball is kicked, and it tells you whether second place is a punishment or a shortcut.
The turnaround pattern for the smaller sides. Look at the gaps between matches for the qualifiers rather than for the seeded teams. If a side is playing on five days while its opponent has had seven, the result is being shaped by the fixture list, and the table will record it as a rugby outcome.
Points difference after round one. In a three-match pool, an opening heavy defeat is often decisive for third place, and third place is now a qualifying position. The team that keeps a bad day to a manageable margin has done something the scoreboard will pay it for a fortnight later.
