A car leaves a start line in a Finnish forest with nobody in front of it and nobody behind. The nearest rival went two minutes ago and is already out of sight. For the next twenty kilometres the only inputs the driver receives are a voice reading from a notebook and the road appearing over each crest, and at the end there is a number on a timing beam that will be compared with a number somebody else set an hour earlier.

Anyone wanting the World Rally Championship explained has to start with that, because it is the structural fact everything else follows from. This is not a race in the sense of cars fighting each other on a circuit. It is a series of individual time trials against a clock, run on closed sections of public road, added up over three or four days. Nobody overtakes. Nobody blocks. The only opponent is the road, and the road changes every few kilometres.

What that produces is a sport in which the difficult problems are informational and logistical rather than tactical. How do you drive fast on a road you have seen once, at low speed, days earlier? How do you repair a car in half an hour with a fixed number of mechanics and no outside help? How do you cope with being sent out first onto a gravel road that will be faster for everybody who follows you?

The special stage, and what the timing beam measures

A rally is built from special stages, which are closed sections of road, typically between two and fifty kilometres and occasionally longer, run one crew at a time against the clock. An event will use somewhere between fifteen and thirty of them, and the regulations cap the total competitive distance at 350 kilometres.

Crews start at two-minute intervals in normal conditions, or three minutes if dust or fog means one car's wake would blind the next. That interval is a safety measure first and a fairness measure second: it should be impossible to catch the car in front, and if you do, something has gone badly wrong for one of you.

Between the stages the cars drive on ordinary open roads, called liaison sections, obeying normal traffic law and carrying number plates. Those sections have their own timing, in the form of time controls the crew must check into within a specified minute. Arriving early is penalised as heavily as arriving late, which is why you will see rally cars idling in a lay-by a hundred metres from a control, waiting for a clock to tick over.

The rally's classification is simply the sum of every stage time plus any penalties. There is no points-per-stage system, no discarding of a bad result. A single mistake on stage four is carried, in full, to Sunday afternoon. Twenty seconds lost to a spin in the morning is twenty seconds that has to be found across the rest of the event, ten metres at a time.

That accumulation is why rally drivers talk about a rally in terms of margins rather than moves. There is no equivalent of a decisive overtake, and a lead built on Friday can be defended on Sunday only by continuing to be quick.

The road book, the recce and how pace notes get written

The reconnaissance, universally called the recce, is the least visible part of the weekend and probably the most important.

Two or three days before the competitive running begins, crews drive the stages in an ordinary road car at a speed limit imposed and enforced by the organisers, usually with a tracker fitted. They get a limited number of passes, normally two. During those passes the driver calls out what they see and the co-driver writes it down.

What the co-driver writes is a pace note: a compressed description of every corner, crest, jump, junction, surface change and hazard, with each corner graded for severity and each straight measured in distance. Systems differ between crews, and a driver's notes are personal to them in the way handwriting is personal. Some grade corners from one to six by tightness, others by the speed the car should be carrying. All of them include qualifiers, because a fourth-gear right that tightens on exit and a fourth-gear right that opens are entirely different corners at 160 kilometres an hour.

Alongside the pace notes sits the road book issued by the organisers. That is the official document: the itinerary, every time control, every stage start and finish, and the route between them, laid out in tulip diagrams that show junctions as simple pictograms. The road book tells a crew where to be and when. The pace notes tell them how to drive once they get there.

On asphalt events, teams also run route note crews, sometimes still called gravel crews, who drive the stage as late as possible before competition begins and radio through last-minute amendments: ice in a shaded corner, gravel dragged onto the racing line by earlier cars cutting a junction, standing water that was not there at dawn. Their window is narrow and the information they carry is worth seconds.

The co-driver's job, which is not navigation

Calling the person in the passenger seat a navigator understates the role by a considerable margin.

During a stage the co-driver reads the notes aloud through an intercom, timed so that each instruction reaches the driver early enough to be acted on but not so early that it is forgotten. That requires reading a page they cannot look up from while tracking the car's position on a road they cannot see properly at speeds that make the page vibrate. Get half a corner ahead or half a corner behind and the driver is committing to the wrong instruction at the wrong moment.

Off the stages the co-driver runs the event. They manage the time controls, calculate arrival times, handle the paperwork at services and the technical checks, and make the call on when to push a repair and when to give up on a stage. They also carry the tools and, in the frequent event of a puncture on a stage, change the wheel with the driver while the clock runs.

Rally is the only category at world championship level where two people in the car are jointly credited, jointly scored and jointly crowned. That is not a courtesy. Both members of a crew score the same championship points, including bonus points, and a driver who loses a co-driver mid-season is genuinely handicapped in a way that no other motorsport has an equivalent for.

Start order, and why leading the championship costs time

Here is the mechanism that most confuses newcomers, and it is genuinely the strangest rule in top-level motorsport.

On loose gravel, the surface a car drives on is not fixed. The top layer is loose stones sitting on a harder base, and the first car through pushes much of that layer aside. It finds the least grip and does the physical work of clearing the road. The second car inherits a slightly swept line, the third a cleaner one again, and by the time the tenth car goes through there is a visible cleaner strip where the base has been exposed.

The time difference is not marginal. On a rough gravel event it can be worth seconds per stage, which over a morning loop is worth a position or two in the results.

The regulations then do something that looks perverse. The running order for the priority crews on the opening day is set from the championship standings, leader first. So on gravel the driver leading the championship is sent out to sweep the road for everybody chasing them, and pays for their own success in lost time. From the second day onwards the order is taken from the rally's own classification, so a crew that has already lost time runs later and gets the cleaner road, which compresses the field rather than spreading it.

The detail of how the order is drawn has been revised repeatedly over the years, and it remains one of the most argued-about parts of the rulebook. On sealed surfaces the effect inverts: an asphalt stage gets dirtier as cars cut corners and drag gravel onto the racing line, so running early is an advantage and running twentieth is a penalty.

The practical consequence is that raw stage times across an event are not directly comparable between crews. A driver who was fastest on Saturday afternoon from twelfth on the road did not necessarily have a better day than the one who was third from first on the road. Reading a rally properly means reading the running order alongside the times.

Service parks, and what a crew is allowed to touch

The car has to survive the weekend, and the rules about repairing it are unusually strict.

Each rally has one central service park, and the itinerary specifies exactly when a car may be worked on and for how long. In practice that means short services at the middle of a day, when there is time for tyres, fluids and a quick check, and longer ones at the end, when a damaged car can be substantially rebuilt. Some events add remote services or tyre fitting zones nearer to distant stages, which are far smaller and more limited in what they permit.

The rules also cap who may work. Outside a service window, only the driver and co-driver may repair the car, with no outside assistance. That is why you see crews changing wheels themselves in a stage, taping bodywork together at a road junction, or crawling under a car with a bent driveshaft while the liaison clock burns. A flexible service system exists so that a team can run one set of mechanics across two cars arriving a couple of minutes apart, delaying the second car's window rather than requiring a second crew.

At the close of each day, after the final service, the cars go into parc ferme. That is a sealed quarantine area where nobody may touch them at all. A car that limps into parc ferme with a broken damper stays broken until the next morning's service window, which turns a Saturday evening problem into a Sunday morning gamble.

The current season added two changes worth knowing. A minimum of ten rest hours is now built into every event, after sustained complaints that itineraries had become punishing for crews and mechanics alike. And a team may now change an engine after the rally has started, at the cost of a sixty-minute time penalty, which is enormous but no longer terminal.

Retiring, restarting and the price of a ten-minute penalty

Rally has a rule that would be unthinkable in circuit racing: if you crash out, you can come back tomorrow.

A crew forced to retire may restart on a subsequent day. For each stage they failed to complete they take a penalty of ten minutes added to their overall time, on top of the winning stage time in their priority group. The system began as SuperRally and was later called Rally 2, a name dropped in 2019 to avoid confusion with the Rally2 class of car, and by then restarting had become the assumption rather than the exception. A crew is presumed to be restarting unless they formally register a permanent retirement with the clerk of the course.

The logic is commercial and sporting at once. A manufacturer that has shipped a team and two cars across a continent does not want to be finished by Friday lunchtime, spectators standing at a stage on Sunday morning want to see a full field, and the restarted crew can still fight for Power Stage points despite being an hour down.

That last point is the sharp end. Because bonus points are available on Sunday's stages and on the Power Stage regardless of overall classification, a crew sitting fortieth after a crash still has something to race for. It is common to see a driver who lost twenty minutes on Friday attacking on Sunday afternoon with nothing to lose and the cleanest road position in the field, and to see them beat everybody through the closing stage.

The Rally1 car, and the hybrid that came and went

The top class is Rally1, introduced in 2022, and it broke with almost a century of rally car tradition.

Earlier top-flight cars had to be based on a production model with a homologation requirement behind it. Rally1 cars do not. They are Category II competition vehicles, built as one-off racing machines that must merely be identifiable as being based on a road model. Underneath the bodywork is a tubular spaceframe with a safety cell designed centrally in partnership with the FIA and common across manufacturers, which was a direct response to the speeds these cars had reached. The safety thinking is the same as the thinking that produced the survival structures now standard in single-seaters: standardise the part that saves lives, and let teams compete on everything else.

The cost-control measures cut deep. The gearbox went from six speeds to five and lost its paddle shift. The active centre differential was removed entirely, which changed how these cars behave on the throttle more than any other single item. Suspension travel was reduced and the systems simplified, liquid-cooled brakes were banned, and a good deal of the aerodynamic furniture was deleted, including the rear diffuser. The bodywork is still elaborate by road-car standards, but the philosophy is nothing like the aerodynamic development race in Formula One. Here, aerodynamic parts are the ones most likely to be destroyed by a rock, so the regulations removed the expensive ones.

The headline feature was a hybrid system. A 100-kilowatt unit, common to all teams, provided a boost alongside the 1.6-litre turbocharged engine and recovered energy under braking. Drivers selected a deployment map before each stage and could not choose when the boost arrived within the stage. On liaison sections the cars ran through designated zones on electric power alone. The unit added around 84 kilograms and carried high-voltage markings on the doors.

It lasted three seasons. The problem was not performance but repair: a hybrid unit damaged in an accident was extremely expensive to replace, and teams concluded the cost was not defensible. The system was removed for 2025. To stop the cars losing pace, the FIA reduced the minimum weight and narrowed the engine air restrictor at the same time, keeping the power-to-weight ratio close to what it had been.

The cars also run entirely on sustainable fuel, and tyres come from a single supplier under a contract that runs to the end of 2027, with a capped allocation per event that turns tyre choice into a real strategic decision on mixed-weather rallies, in much the same way that tyre allocation shapes a Formula One race.

Points: the rally, Sunday and the Power Stage

The championship uses three separate pools, and the design is deliberate.

The overall classification at the end of the rally pays the top ten: 25 points for the win, then 17, 15, 12, 10, 8, 6, 4, 2 and 1. That is the main prize and it rewards getting to Sunday evening in one piece and near the front.

The second pool is a Sunday classification. The stages run on the final day are timed and added up separately, and the five fastest crews across that accumulated total score five, four, three, two and one point. A crew's overall position is irrelevant to it.

The third pool is the Power Stage, the last stage of the rally, run live on television and immediately followed by the podium. The five fastest through it score on the same five-to-one scale, and it is timed to a thousandth of a second rather than the tenth used everywhere else, because the margins at the top are that small.

A perfect weekend is therefore 35 points. The structure was introduced to solve a specific problem: under a pure overall-classification system, a driver who had built a comfortable lead by Saturday night had every incentive to cruise through Sunday, which made the day the broadcaster most wanted the least interesting. Putting ten points on Sunday's stages ended that.

Manufacturers, nominations and the second championship

Running parallel to the drivers' and co-drivers' titles is a manufacturers' championship, and it has its own arithmetic.

Before each event a manufacturer nominates up to three crews as eligible to score. Of those, only the best two classified finishers score manufacturer points, and they must be driving a current-specification Rally1 car. That means a manufacturer's third car can win the rally outright without contributing to the manufacturer standings, and it means a team's nomination decisions before an event are a real strategic call.

It also explains results that look impossible on paper. A crew can finish well down the overall order and still score heavily for its manufacturer, because the classification that matters is the one drawn from nominated cars alone. Manufacturers have lost points on rough events where all three of their nominated crews retired while a non-nominated entry finished on the podium.

The two championships regularly go to different places. A driver can take the title in one manufacturer's car while another manufacturer takes the constructors' crown, which has happened more than once in recent seasons. For the manufacturers themselves the calculation is closer to the one that drives factory prototype programmes at Le Mans: a title is a marketing asset, and the engineering relevance of a four-wheel-drive turbocharged car built for broken roads is a specific and defensible argument to make.

Surfaces: one car, ice to desert

The other thing that makes this championship distinctive is that the same car has to work everywhere.

A season runs across snow and ice in Sweden, mixed ice and dry asphalt in the mountains above Monte Carlo, fast smooth gravel in Finland, rough and rock-strewn gravel in Kenya, and sealed surfaces in Croatia and Japan. Nothing about those events is comparable except the regulations.

Since 2021 each rally must use a single surface type, with an exception for short super special stages that do not require a change of setup. Before that, events existed that ran gravel on one day and asphalt on the next, forcing wholesale changes: asphalt cars run larger wheels than gravel cars, with different differentials, different suspension travel and different geometry. Requiring a single surface removed a large and unproductive cost.

The setups still differ enormously between events. Ride height on a rough African event is set for survival rather than pace. Studded tyres on a winter rally give grip that would be impossible on any other surface. A crew arriving at Monte Carlo has to choose tyres for a stage that may be dry at the start, sheet ice in a shaded valley and wet on the descent.

That is why a rally win in this championship is a different claim from a circuit win. A driver who is quick everywhere across a season has demonstrated something no single event can show, and the drivers who dominate the standings are almost always the ones with no weak surface rather than the ones with a spectacular strength.

The classes below Rally1, and how a driver gets to the top

Rally1 is the headline class, but a WRC entry list contains several championships running on the same roads on the same weekend.

Below Rally1 sit WRC2 and WRC3, contested in Rally2 cars, which are four-wheel-drive turbocharged machines built to a customer specification and sold to privateers and national teams. They are markedly cheaper to buy and run than a Rally1 car and are the workhorse of rallying worldwide, which is why the class is usually the fullest part of the entry. A Junior category and a Masters Cup for drivers over fifty run alongside them, the latter open to any eligible car except a Rally1.

The classes also govern who drives on which road. Crews are assigned priority status, and the top priority group runs the stages ahead of everyone else. That is partly a fairness measure, because a Rally1 car catching a slower entry on a narrow forest road is dangerous for both, and partly a surface one, since the top class should be competing against a road in comparable condition.

For a young driver the path runs upward through those classes, and it is unusually visible. A crew winning WRC2 outright is often quicker on a given stage than the tail of the Rally1 field, and manufacturers scout on exactly that comparison. With only three manufacturers in the top class, however, the number of seats available at the summit is small, which is the recurring structural complaint about the championship's talent pipeline.

Safety on a stage that is twenty kilometres long

Securing a circuit is a bounded problem. Securing a public road through a forest is not, and the championship has built an elaborate answer.

Ahead of the competing field a sequence of course cars runs the stage, checking that the road is clear, that marshals are in position and that spectators are standing where they were told to stand rather than on the outside of a fast left-hander. Each successive car runs closer to competition speed, and the last of them gives the final confirmation before the first crew starts.

Rally1 cars also carry safety cameras that monitor the stage as the car passes, flagging spectators in dangerous positions so that organisers can move them before the rest of the field arrives. Every car is tracked live, and a crew that stops mid-stage displays a warning to following crews, who are required to slow or stop and assist.

The stages themselves are stopped and rerun or cancelled with more willingness than viewers sometimes expect. If a crash blocks a road, if a crowd cannot be controlled, or if conditions change beyond what the notes describe, the stage goes. Crews who have already run it keep their times and those who have not are given a notional time, which is unsatisfying and considerably better than the alternative.

None of that removes the fundamental exposure of the discipline. A rally car is travelling at circuit speeds a metre from trees, ditches and rock faces, with no run-off anywhere, which is why the safety cell was the one part of the Rally1 rulebook the FIA took away from the teams entirely.

What is changing, and what to watch

The current season introduced mandatory rest hours and the engine change penalty, and a new set of technical regulations is due for 2027. Cost and accessibility are the stated drivers behind that work, as they have been behind every regulation change since Rally1 arrived, and the entry list is the number to watch: a top class with three manufacturers is a smaller field than the championship has had in better years.

To follow a rally properly, a few habits help.

Read the times against the running order. A stage win from first on the road on gravel is worth considerably more than the same time from tenth, and the split times will usually tell you which crews were on a swept line.

Watch Friday afternoon rather than Friday morning. The opening loop tells you about road position; the second run through the same stages, on a cleaner surface with updated notes, tells you about pace.

Watch the service park after a heavy stage. A car that goes into parc ferme unrepaired is compromised until the next morning, and the standings on Sunday morning are often decided by what a team could and could not fix on Saturday night.

And watch the Power Stage independently of everything else. A crew twelfth overall attacking for five bonus points is producing the purest driving of the weekend, because they have nothing left to protect.
