Frank Lampard's shot hit the underside of the crossbar in Bloemfontein on 27 June 2010, dropped a good half-metre behind the line, spun back out and was waved away. England were 2-1 down to Germany in a World Cup last-sixteen tie at the time. They lost 4-1, and the goal would not have changed the result, and none of that mattered to the argument that followed — because the whole of the ball had crossed the whole of the line in front of a hundred million people and the officials on the pitch were the only ones who could not see it.

Two years later the International Football Association Board wrote goal-line technology into the Laws of the Game. Within four years it was installed at every Premier League ground in England, supplied by a company based in Basingstoke that had built its reputation on cricket. It remains, in a sport that has spent a decade arguing furiously about video refereeing, the one piece of technology in English football that almost nobody wants to remove.

How seven cameras decide whether a ball crossed the line

The system in use across the Premier League is Hawk-Eye, developed by the British engineer Paul Hawkins and first deployed in cricket at the start of the 2000s. Football was a harder problem than cricket for an unobvious reason: a cricket ball is tracked in flight against sky, while a football has to be found in a scrum of twenty-two bodies inside a six-yard box.

The answer was redundancy. Seven cameras are mounted around each goal, fourteen in a stadium, positioned high in the roof structure and around the stands so that they cover the goalmouth from a spread of angles. Each camera runs at a high frame rate and reports where in its own field of view it can see the ball. Software combines those readings and triangulates a position in three dimensions, several hundred times a second.

The calculation is not really about the ball. It is about the line, which is why installation takes days rather than hours. Each camera's position and orientation is surveyed precisely, and the goal line, the goalposts and the crossbar are modelled to the millimetre in the system's coordinate frame. Once that model exists, the question the software answers is geometric: has the ball's volume passed entirely beyond the plane of the line's inner edge? Law 10 has always required the whole of the ball to cross the whole of the line, and the technology implements that definition rather than reinterpreting it.

Redundancy is the reason seven cameras are used when three could triangulate a position. Players, the goalkeeper, the net and the posts all obstruct sightlines constantly, and the system is designed to reach an answer with several of its cameras blind. The one documented English failure happened when that margin ran out entirely, which is covered further down.

The watch on the referee's wrist and the one-second rule

There is no operator making a decision, and this is the feature that separates goal-line technology from every other piece of match technology in English football.

When the software determines that the ball has fully crossed, it transmits an encrypted signal to a watch worn by the referee. The watch vibrates and displays the word GOAL. The Laws require the signal to reach the officials immediately and be confirmed within one second, and the encryption exists so that no signal can be spoofed and no signal can be generated by anyone other than the system.

Two design choices in that sequence are deliberate and were argued over before adoption. Only the officials receive the signal, so the crowd learns the outcome from the referee's behaviour rather than from a screen, which was intended to prevent the system being second-guessed in real time. And the referee has no power to overrule it. He may decide that an offence occurred before the ball crossed, and disallow the goal for offside or a foul, but he cannot decide that the ball did not cross once the watch has said it did.

The one-second requirement is not arbitrary. Goal-line decisions are the only refereeing judgements that must be made while the game is still moving. A defender hooks the ball clear, the attack breaks the other way, and by the time anybody could review a replay the ball is at the other end. Anything slower than an immediate signal would mean stopping play retrospectively, which is exactly the mess that video refereeing produces elsewhere.

Which English competitions actually have it

Installed at twenty grounds, and at Wembley. That is the whole of goal-line technology in English football, and the map is smaller than most supporters assume.

The pattern is that the technology follows the ground rather than the competition. A third-round FA Cup tie at the Etihad is officiated with goal-line technology; the same round at a National League ground three hours later is not, and neither the FA nor the referee has any power to change that. Nothing is portable about a fourteen-camera installation surveyed into a specific stadium.

Wembley is the significant exception to the Premier League's monopoly on the equipment, and it matters more than the single entry in that table suggests. The FA Cup final, the semi-finals, the Carabao Cup final, the Community Shield, England internationals and all three EFL play-off finals are played there. A League Two club that has spent a whole season without goal-line technology plays the single most valuable fixture in its history under it.

The women's professional game in England has moved more slowly, and coverage depends largely on which ground a fixture is played at. Matches staged at a men's Premier League ground inherit that ground's installation. Matches at a club's own smaller stadium do not. That is an accident of scheduling rather than a policy, and it produces exactly the inconsistency you would expect.

The English incidents that made the argument unanswerable

English football's relationship with the goal line is older than the technology and older than the Premier League. Geoff Hurst's second goal in the 1966 World Cup final at Wembley, given after the linesman Tofiq Bahramov signalled from the touchline, has been argued over for longer than most people reading this have been alive, and no amount of later analysis has settled it.

The modern case was built from four incidents in twenty years.

Old Trafford, 4 January 2005. Pedro Mendes of Tottenham hit a speculative shot from inside his own half. Roy Carroll misjudged it, spilled it over his own line and scooped it back out from around a yard behind. The assistant referee, Rob Lewis, was some distance up the pitch and did not see it. No goal. It is the clearest single image in the English argument because there is no ambiguity in it at all — the ball is unmistakably over.

Bloemfontein, 27 June 2010. Lampard's shot, described above. It happened in a World Cup knockout tie involving England and Germany, which guaranteed it a permanent place in the national conversation, and it happened on the same weekend as a badly missed offside decision in another tie. FIFA's president, who had spent years insisting that human error was part of football's character, said within days that technology was back on the agenda.

The Reebok Stadium, January 2012. Clint Hill headed Queens Park Rangers level at Bolton Wanderers and the ball was cleared from a foot or so behind the line. Not given. This one mattered domestically in a way the international incidents did not, because both clubs were in a relegation fight and the points were the currency of the argument for the Premier League clubs who would eventually vote on installation.

What these have in common is that none of them was a marginal call. All four were plain to any camera and invisible to the official whose job it was to see them, which is a specific kind of failure — not a matter of judgement, but of physics and sightlines. That distinction is why goal-line technology got adopted with a fraction of the resistance that video refereeing later met.

What it costs a club to install and to keep running

Installation was reported at around a quarter of a million pounds per ground when the Premier League fitted its clubs out, and that figure is worth treating as an order of magnitude rather than an invoice — the arrangements were negotiated as a competition-wide contract rather than club by club.

The recurring cost is the part that gets overlooked and the part that keeps the technology out of the lower divisions. A goal-line system is not a box that is bolted on and forgotten. It needs:

  • Calibration and a full test before every fixture, with the referee confirming the link to his watch as part of his pre-match routine.
  • A trained operator present at the ground for the match.
  • Maintenance of fourteen camera positions, their mountings, their power and their data links, in a structure that flexes and vibrates when eighty thousand people move.
  • Re-survey whenever anything structural changes — a new gantry, a replacement roof panel, a temporary stand.

Then there is the ground itself. Fourteen cameras need mounting points with clear, stable, high sightlines into both goalmouths. A Premier League stadium with a continuous roof provides them. A Football League ground with one covered stand, an open terrace behind a goal and floodlight pylons in the corners may not have anywhere to put them without building something first, and the cost of that construction is not included in any quoted installation price.

Divide by the number of clubs and the economics become obvious. Twenty Premier League clubs share a commercial arrangement underwritten by the competition's central revenue. Seventy-two EFL clubs would each have to fund an installation from their own income, at grounds that in many cases would need structural work before the first camera could go up, to resolve a handful of incidents per club per decade. Why goal line technology and VAR are different things

They arrived in the Premier League six years apart, they are operated by different people, and conflating them is the single most common misunderstanding about English match officiating.

The difference in public acceptance follows directly from the difference in design. Goal-line technology answers a question with one correct answer, does it instantly, and does not ask anybody to interpret anything. VAR is asked to adjudicate judgements — was that contact a foul, was the handball deliberate, was the challenge reckless or serious foul play — where reasonable officials disagree and where slowing the footage changes how an incident looks. One is a measurement. The other is a second opinion.

In a Premier League ground the two systems do not overlap: VAR does not check goal-line decisions, because the automatic system has already answered. Where they do interact is on the attacking phase. If the watch says GOAL, the goal still has to survive a VAR check for offside or a foul in the build-up, and that check happens after the award rather than before it. The accuracy standard and who tests it

An approved goal-line system must be licensed before a competition may use it, and the licensing is not done by the manufacturer. FIFA operates a quality programme for goal-line technology, with a published testing manual, and testing is carried out by independent institutes appointed for the purpose.

The headline requirement is a tolerance of 1.5 centimetres in determining the ball's position. That is deliberately far tighter than the decisions the system is asked to make, because the situations that matter are ones where the ball is a few centimetres either side of the line and any error at all is the difference between an award and a denial.

The testing is not only laboratory work. Systems are put through slow balls, fast balls, balls arriving from acute angles, balls partially obscured by players and goalkeepers, and balls in conditions of poor light and heavy rain, because an English winter provides all of that. After a system passes, the specific installation at a specific stadium has to be tested at that stadium before it is signed off, and re-tested if anything about the ground changes.

It is worth knowing that the Laws never mandated cameras. When IFAB opened the door in 2012 it licensed two entirely different engineering approaches, and both were tested at FIFA's Club World Cup in Japan that December. The camera route is the one English football took. The alternative was a magnetic-field system, GoalRef, which ran a low-frequency field across the goalmouth and detected the disturbance caused by a passive sensor embedded in a specially manufactured ball. It was cheaper to install, needed no sightlines at all and was therefore theoretically far better suited to a small ground with an open end — and it required every match ball to be a specific manufactured item, which is a serious constraint on a competition that sells its ball supply as a sponsorship. The camera approach won on practicality rather than accuracy, and the consequence is that the cheaper technology, the one a Football League club could plausibly have afforded, is not the one that became the standard.

The Laws add a further requirement that is easy to miss and is the referee's responsibility rather than the manufacturer's: the system must be tested before every match, with the referee confirming that his watch receives a signal. That check is part of a Premier League referee's pre-match routine as fixed as inspecting the nets. If the link cannot be established, the match proceeds without it and the officials are told before kick-off.

When the system has failed, and what the referee does then

On 17 June 2020, at Villa Park, Sheffield United took a free kick into the Aston Villa penalty area. Oliver Norwood swung it in, the Villa goalkeeper Ørjan Nyland caught it awkwardly, stumbled backwards and carried the ball well over his own line before scrambling out. The referee's watch did not buzz. No goal was given. The match finished goalless.

All seven cameras covering that goal were obstructed at the critical moment by the goalkeeper and by three other players in a crowded six-yard box. The redundancy that normally makes an obstruction irrelevant was exhausted, and with nothing to triangulate from, the system produced no signal at all rather than an incorrect one. Hawk-Eye apologised the same day and described it as unprecedented across the many thousands of matches its system had covered.

Two features of that incident are worth separating, because they get run together. The system did not measure wrongly. It failed to see, which is a different fault with different implications — a measurement error would suggest the technology cannot be trusted, whereas an occlusion failure means the technology has a known limit that its own design usually covers.

The Laws anticipate failure and the fallback is simple to the point of bluntness. If the system is unavailable or fails during a match, the referee makes the decision as he would have before 2012, on his own judgement and with the assistant referee's. He must be informed of the failure, and a competition may require that the match be reported. There is no provision for stopping the match, and none for going back to correct a goal that was not awarded. Play continues on the officials' judgement, which is exactly the position every EFL match is in for its entire ninety minutes.

The FA Cup problem: one round, two different sets of rules

Round three of the FA Cup pairs Premier League clubs with clubs from every level of the professional and semi-professional game, and it is the round where the inconsistency in English officiating technology becomes most visible.

A Premier League club drawn at home plays with goal-line technology. Drawn away at a National League club, the same fixture is officiated without it. The tie is worth the same, the prize money is the same, and the decision that turns it may or may not be measurable depending on which ball came out of the bag first. That is not a criticism of the FA's rules, which could hardly require a non-league club to install fourteen cameras, but it is an oddity that a competition with the FA Cup's status has been living with since 2013. The same problem appears in the EFL play-offs and is arguably sharper there. Semi-finals are played over two legs at the clubs' own grounds, without goal-line technology. The final is played at Wembley, with it. A club can be eliminated at a semi-final on a decision the technology available three weeks later at Wembley would have resolved in a second, in a tie whose financial consequences are enormous. Neither inconsistency has an obvious solution short of universal installation, which is the argument the next section addresses. It is worth naming them plainly rather than pretending the current arrangement is coherent, because it is not.

How a match is officiated without it

The overwhelming majority of matches played in England on any given weekend are refereed exactly as they were in 1966. That is worth stating clearly, because a supporter whose football is watched entirely on television can lose sight of it.

The mechanism is the assistant referee's positioning. The assistant is instructed to stay level with the second-last defender or the ball, whichever is nearer the goal line, and when an attack reaches the penalty area that usually puts him close enough to the line to judge it. It works acceptably well for the routine cases — a ball comfortably over, a ball comfortably cleared — and it fails in a specific and predictable set of circumstances: a shot that beats the goalkeeper and is retrieved from behind the line, a ball hitting the underside of the bar and bouncing down, and any incident where the assistant is caught upfield by a fast break.

UEFA's alternative was additional assistant referees, an extra official stationed behind each goal line who does nothing but watch the goalmouth and the penalty area. They were used extensively in the Champions League and Europa League and at European Championships. English domestic competitions have never adopted them. The reasons given have been practical — the cost of two more officials at every fixture, and a shortage of qualified match officials to fill the roles — and the evidence from the European experiment was mixed enough that nobody pushed hard.

What a lower-league referee actually has, then, is a colleague with a flag and a good angle, no camera, no review and no appeal. He also has something Premier League officials do not: certainty that his decision stands. Whether that is a consolation depends entirely on whether it was right.

The case for pushing it further down the pyramid

The argument for extending goal-line technology has never been about the number of incidents. It is about the value of what turns on them.

A goal wrongly disallowed at Wembley in a play-off final has an enormous financial consequence. A goal wrongly disallowed in the National League promotion race has a proportionally similar one for a club with a fraction of the revenue and none of the reserves to absorb it. The clubs least able to afford the technology are the clubs for whom a single decision is most likely to be existential, which is an uncomfortable inversion and the strongest thing that can be said for subsidised installation.

Against that sit two objections that are not easily dismissed. The first is that money spent on cameras is money not spent on pitches, floodlights, medical provision and academy coaching, and at Step 1 and below those competing claims are real rather than rhetorical. The second is that the failure mode of scarce technology is inconsistency — a division in which half the grounds have it and half do not is arguably worse than one where none do, because it makes the competition unequal in a way that is directly attributable to each club's wealth.

A middle route exists and has been discussed periodically: equipping a small number of neutral venues used for the highest-value fixtures, which English football has already done by accident with Wembley. It resolves the play-off final and the cup finals. It does nothing for the semi-final at a club ground, which is where several of the most consequential decisions are actually taken.

The honest position is that this has not moved much since 2013, and the reason is that nobody has found the money. The technology works, the standard is published, the incidents that justified it are documented, and the boundary of its use in England is drawn precisely where the broadcast revenue stops.
