How F1 gearbox and engine penalties work: what counts as a power unit element, the season allowance, the ten and five place ladder, and why teams stack.

Somewhere in a garage on a Saturday evening, a chief mechanic is told to fit everything. Not one new engine, but a new engine, a new turbocharger, a new battery and a new set of control electronics, all at once, to a car that has already been given a grid penalty and will start from the back regardless. Nobody is panicking. The decision was taken weeks earlier and written into a plan, and it is the clearest illustration of how F1 gearbox and engine penalties actually work: the rules make the first component expensive and the rest of them free, so teams buy in bulk.
The system underneath that behaviour is simple enough to state. The regulations divide the power unit into separately named elements. Each driver is allowed a fixed number of each element across the whole championship. Go past the allowance and the first extra component brings a ten place grid penalty, each further component brings five, and once the total passes fifteen places the driver starts from the back instead. The gearbox used to be governed by a parallel rule of its own, and no longer is. What follows is what each of those pieces means and why it is written that way.
What the rules count as a separate element
The most important thing to understand is that the power unit is not one item in the eyes of the regulations. It is a list.
Each name on the list is counted, stocked and penalised independently, which means a driver's position is never a single figure. A team can be down to its last internal combustion engine in August while still sitting on an unused energy store, and the two facts have nothing to do with each other.
Under the 2026 regulations the list runs: the internal combustion engine, the turbocharger, the kinetic motor generator, the energy store, the control electronics and the exhaust system. Until the end of 2025 there was a seventh, the heat motor generator that sat on the turbocharger shaft, and its removal from the formula removed it from the allowance table at the same time.
Splitting the unit this way is not bureaucratic tidiness. It reflects how these things actually fail and how they actually wear. An internal combustion engine degrades with mileage and with the severity of the settings it has been run at. A set of control electronics either works or does not, and if it does, it will still work in November. An exhaust system is a consumable that cracks. Lumping them together would either force teams to bin healthy components alongside worn ones or let a single failure be repaired without cost. Counting them separately prices each one honestly.
The allowance belongs to the driver, not to the car
This detail is easy to skip past and it changes the whole logic of the rule.
The allowance is written per driver for the championship season, not per chassis and not per entry. A team does not hold a pool of engines to be distributed between its cars as circumstances demand; each of its drivers carries a separate tally, and a component that has been used by one driver counts against that driver.
Two consequences follow. The first is that a team cannot even out its luck. If one car suffers two failures and the other none, the damage sits entirely with the unlucky driver, and the other's spare capacity is worth nothing to them. The second is stranger. If a driver moves to a different team partway through a season, the elements they have already used travel with them. They arrive at the new team having spent part of an allowance on hardware they will never see again, and the new team inherits a driver who is deeper into the season's tally than its own paperwork would suggest.
A reserve driver stepping in for one event has their own allowance, which is why a substitute almost never carries a component penalty in their first weekend, and why teams occasionally have a slightly easier engine decision when a stand-in is in the car.
How many is enough, and how the number got there
The allowance has never been a fixed constant. It moves with the length of the calendar and with how hard the current generation of hardware is to make last.
When the turbo hybrid formula arrived, the numbers were relatively generous because nobody knew how durable the new units would be, and they tightened as reliability improved and as the sport pushed manufacturers towards components that survived. Then the calendar grew. A season of twenty-four events asks materially more of an engine than one of nineteen, and an allowance set for the shorter calendar produced a summer in which most of the grid was serving penalties for reasons that had nothing to do with anybody doing anything wrong. So the allowance for the major elements was raised again, which is a rare instance of a rule being loosened for the straightforward reason that it had stopped producing sensible outcomes.
The 2026 figures carry an extra unit of every element compared with what is planned from 2027, and that extra is explicitly an introductory allowance. A brand new set of technical regulations means brand new hardware from every manufacturer, some of them building a Formula 1 power unit for the first time, and forcing all of them to make first-year components last a full season would have produced a grid where half the field started from the back most weekends. Loosening the rule for one year and tightening it afterwards is the sensible way to handle a transition, and it also means the 2027 numbers will be the real test of how good the new units are.
When an element counts as used
A component is used once it has been fitted to a car that then runs on track at an event. Not when it is unwrapped, not when it is bolted in, but when it turns a wheel in a session.
That definition is why a team can install a fresh engine on a Friday morning, run half a practice session, discover a problem and remove it, and have burned a unit of allowance for forty minutes of running. It also explains a behaviour that looks like superstition and is actually accounting: teams start a weekend on an older component and only introduce the fresh one once they are confident the car is in a state to make use of it.
The definition cuts the other way as well. Because usage attaches to running rather than to condition, a component that is worn out is still a component that has been used, and there is no partial credit for a unit that only did three races before something upstream destroyed it. A failure early in a component's life is therefore doubly expensive: the team loses the hardware and the allowance at the same moment.
Every kilometre counts against that ledger, including the running a team does away from a race weekend. That is one of the reasons the limited testing a team is permitted is often not used in full, and why previous-car programmes are run on older specification hardware where the rules allow it.
The penalty ladder, and where the cliff is
Exceed the allowance and the consequence is a grid penalty, scaled in a way that is worth walking through carefully because the shape of it drives everything teams do.
The first element taken beyond the allowance, whichever element it is, brings a ten place drop. Every additional element taken after that brings five places. The two are cumulative within an event, so a driver taking a fresh engine and a fresh turbocharger in the same weekend has fifteen places against their name.
Then there is a threshold. A driver required to take more than fifteen places of penalty does not serve a twenty or a twenty-five place drop, because on a grid of twenty cars such a penalty would be arithmetically meaningless. Instead they start from the back. That is the cliff, and once a driver is over it, additional components are free in grid terms.

Note what the chart shows and what it does not. The line keeps climbing, but the punishment stops at the point where the driver reaches the back of the field. Everything above that is a number on a document with no effect on Sunday. That gap between the accumulating figure and the flat consequence is the entire strategic opportunity in the rule.
How those penalties are then applied to the starting order, what happens when several drivers are all sent to the back on the same day, and how the classification is reordered around them, is a separate mechanism with its own logic. The order in which drivers were told their penalties matters there, and it does not matter here.

There is no bad luck clause
One feature of the modern rule surprises people who remember the old gearbox regulation, which forgave a change made necessary by someone else's mistake.
The power unit allowance contains no such relief. If an element is destroyed by a failure the team did not cause, by damage from a collision, or by a component further up the car letting go and taking the engine with it, the used unit is still a used unit. The tally does not care why. A driver whose season includes two early retirements caused by other cars will arrive at the summer with fewer engines left than a driver who has finished every race, and will serve penalties for it.
That looks harsh and there is a reasonable argument for it. Any exemption requires somebody to decide whose fault a failure was, and that decision would be contested at every event by teams with a grid penalty riding on the answer. A rule with no exceptions is unfair in individual cases and impossible to litigate, and the sport has chosen the second property over the first.
There is a partial softening in practice rather than in the text. Because a damaged component is often repairable, a team that loses an engine to external damage will frequently rebuild it around the surviving parts, and provided the element that is reintroduced is the same one that was recorded, no new unit has been used. That is why teams take undamaged assemblies apart with such care after an incident, and why the question of whether a unit can be salvaged is asked before the car is back in the garage.
The development freeze underneath the allowance
The allowance interacts with another rule that is easy to forget, which is that the hardware itself is frozen.
Power unit specifications are homologated. A manufacturer submits its design, and once the season is under way it cannot introduce a performance upgrade partway through in the way a chassis team introduces a new floor. The most recent regulatory cycle went further and froze development entirely for several seasons, precisely so that a manufacturer starting behind could not be outspent into permanent irrelevance, with changes permitted only where reliability or safety required them.
That combination matters for the penalty question. When development was open, taking a fresh engine in September meant taking a better engine, and the grid places lost were partly bought back in performance. Under a freeze, a fresh unit is the same unit with its mileage reset. The penalty buys reliability and the freedom to run harder settings, and nothing else.
It also creates an awkward incentive around the reliability exemption. If the only permitted change is one that fixes a durability problem, then every proposed change has to be argued as a reliability fix, and the line between a modification that makes a part last longer and one that makes it faster is not always clean. Governing that boundary is one of the least visible and most consequential jobs in the technical department, and it is the reason approvals for changes to frozen hardware are published rather than handled quietly.
The 2026 rules reopened development, which is why the allowance carries an introductory extra unit. A formula where manufacturers are still learning their own hardware needs more spare components than one where the designs have been fixed for years, and the rulebook adjusted for that in the only currency it has.
Why stacking is not cynicism, it is arithmetic
Put the ladder and the cliff together and the optimal behaviour falls out immediately.
Suppose a team knows in June that one of its drivers will need a fifth internal combustion engine before the season ends. Taking it alone costs ten places. Taking it alongside a fresh turbocharger costs fifteen. Taking it alongside a fresh turbocharger, a fresh energy store and fresh control electronics costs the back of the grid, which at most circuits is worse than fifteen places by a handful of positions and sometimes by fewer than that.
Now compare the alternative. Take the engine in June for ten places, then discover in September that the energy store also needs replacing, and pay another ten places at a second event because each new event starts the ladder afresh for the elements taken there. The team has served two penalties instead of one and has gained nothing.
So teams stack. They pick one weekend, take everything they are likely to need for the rest of the season, and accept a single bad Sunday in exchange for a clean run to the end of the year. Done properly it is not a punishment absorbed, it is a punishment scheduled, and the planning happens far enough in advance that the components are built to a specification chosen for the second half of the season rather than the first.
There is a second-order effect that matters for the racing. A stacked penalty produces a fast car starting a long way back, which is one of the few reliable sources of genuine overtaking in a modern grand prix. Whether that is a feature or an accident depends on who you ask, and both answers are defensible.
Choosing the weekend to take the hit
If the penalty is going to be taken, the choice of where becomes a real planning exercise, and the inputs are reasonably predictable.
The first input is how easy the circuit is to overtake on. A back-of-the-grid start at a track with long straights, heavy braking zones and multiple racing lines costs far fewer points than the same start at a circuit where position is effectively fixed at the first corner. Teams have their own models of this, but the general ranking is not controversial and the same handful of venues appear as penalty weekends year after year.
The second is the state of the championship. A team fighting for a position in the constructors' standings will take the hit at the event where its direct rival is expected to be weakest, so that the points lost are cheapest in relative terms.
The third is the weather forecast, which sounds trivial and is not. Rain compresses the field, increases the chance of a safety car and makes starting position less predictive of finishing position. A wet forecast makes a back-of-grid start considerably less costly, and teams will move a planned penalty by a weekend on that basis if the component life permits.
The fourth is the qualifying picture. If a driver is unlikely to reach the final part of qualifying anyway, the marginal cost of the penalty shrinks, and there is a related benefit in that the driver can spend the session on a programme that suits Sunday rather than chasing a lap. That interaction between penalties and the Saturday session, and how a penalised car is handled inside the three-part knockout that sets the order, is worth understanding on its own terms.
- The ledger is projected forwardEvery element carries recorded mileage and a modelled remaining life. Somewhere around the middle of the season the team can see which components will not reach the final race, and how many events of margin it has to place the change.
- A target weekend is chosenThe team picks an event where overtaking is comparatively easy, where its championship rivals are expected to be weak, or where the forecast is unsettled. The choice is usually made well in advance because the components have to be built to suit it.
- The specification is decidedSince the change is planned rather than forced, the fresh hardware can be built to whatever specification the manufacturer has developed by then, rather than to the one that happened to be current when the old unit was fitted.
- Everything marginal goes in at onceBecause the ladder flattens beyond fifteen places, the team fits not only the component that was failing but every other element close to the end of its life. One bad Sunday is bought instead of two or three.
- The change is declared and the penalty appliedThe new elements are recorded against the driver, the accumulated places are calculated from the ladder, and the driver is placed at the back if the total has passed the threshold. The paperwork is complete before the car runs.
- Qualifying becomes a different sessionWith the starting position already decided, Saturday is spent preparing for Sunday: race runs, tyre choices freed from the usual constraints, and no reason to spend a set of new tyres chasing a lap that will not count for position.
- The race is run from the backThe car has fresh hardware, the driver has a free tyre choice and the field ahead is slower on average than the car behind it. Whether that produces a recovery depends almost entirely on how easy the circuit is to pass on.
- The rest of the season runs cleanFor the remaining events the driver is inside the allowance on every element, which removes the need to manage settings for component life and usually produces a stronger closing run than the raw pace change would explain.
The sequence a planned power unit change follows. The decision points are the interesting part: most of them happen weeks before the weekend where the penalty is finally served.
The gearbox, from one per weekend to no limit at all
For two decades the transmission had a usage rule of its own, running in parallel with the engine allowance and following the same logic.
It began with a requirement that a gearbox survive an entire race weekend, which at the time was a serious ask. As reliability improved the obligation was stretched, first to a small run of consecutive events and eventually to six of them, with a five place grid penalty for an unscheduled change. The rule also contained a sensible exemption: a driver who failed to finish a race for reasons outside their control could take a fresh gearbox without penalty, because otherwise a first-lap accident would have been punished twice.
Then the rule was restructured. Rather than counting consecutive events, the transmission was brought onto a component allowance similar to the power unit's, with the assembly divided into separately counted groups so that a team could replace a worn set of internals without discarding the case. That was a more honest description of how a gearbox is actually maintained, and it survived a few seasons.
From 2025 the limit was removed altogether. The reasoning given was straightforward: modern Formula 1 transmissions no longer fail at a rate that makes a usage rule worth having. A rule that never triggers is not a deterrent, it is administrative work, and the sport deleted it.
That is a genuinely unusual outcome. Most regulations of this kind are added and never subtracted. This one was retired because the problem it was written for stopped existing, which is what should happen and rarely does.
What is still controlled about the transmission
Removing the usage limit did not deregulate the gearbox. The technical rules around it are extensive and unchanged in principle.
The car must have eight forward gears and one reverse, a number fixed since the turbo hybrid formula began, so a team cannot buy performance by adding ratios. The ratios themselves are homologated: a team declares a set for the season and cannot re-optimise them circuit by circuit, which is why cars are geared for a compromise and why you sometimes see an engine bouncing off its limit on the longest straight of the year. There are dimensional and material constraints, a required reverse gear that must be usable by the driver, and rules on the transmission being a listed part in the sense that governs what a team may buy from another competitor rather than design itself.
There is also a supply dimension that the engine rules share. A gearbox is among the assemblies a team is permitted to buy from another competitor rather than design and build itself, which is why several cars on the grid run transmissions carrying a rival's part numbers. That arrangement saves an enormous amount of money for a small team and costs it some freedom in the rear suspension geometry it can adopt, since the mounting points come with the casing. The buying team still holds its own allowance and serves its own consequences, because the rules attach usage to the driver rather than to whoever manufactured the part.
The practical upshot is that gearbox development is tightly bounded and the remaining freedom sits in packaging, mass and the mechanical layout of the rear of the car rather than in the ratios. A gearbox casing is a structural member carrying the rear suspension, and its stiffness and shape matter to the aerodynamics far more than its internals matter to acceleration.
The allowance is a performance rule wearing overalls
It is tempting to read the component rules as durability regulations, written to encourage well-made hardware. That is the smaller half of what they do.
The larger half is that they cap how aggressively a power unit can be operated. If a driver could have a fresh engine every weekend, the correct engineering choice would be to build something violent and disposable, run it at settings no engine could survive twice, and throw it away on Sunday evening. Every manufacturer would do it, the cost would be enormous, and the sport would have recreated the qualifying-engine era it spent years dismantling.
A fixed allowance removes that option by making component life a currency. Every setting a team selects is a withdrawal from an account with a known balance. An engine mode worth two tenths a lap costs mileage that has to be found somewhere, which usually means a quieter Friday, a more conservative first stint or a component that will be retired one race sooner than planned. That trade is the reason a car's true pace is rarely visible outside qualifying and the closing laps.
It also explains why teams talk about turning an engine up rather than changing anything physical. The hardware is fixed and homologated. What changes is the combination of boost, mixture, ignition and deployment the team is willing to run given the remaining life, and the interaction between that decision and the metered fuel and electrical budgets the car has to work inside is where a modern engine strategy actually lives.
The spares question, and how the cost cap changed it
There is a financial layer under all of this that did not exist a decade ago.
Power unit supply sits outside the chassis team's spending ceiling under its own arrangements, so a team does not pay for extra engines out of the same budget as an aerodynamic upgrade. But almost everything around the change does count. The labour, the ancillary parts, the freight of moving spares around the world and the cost of building a stock of components that may never be fitted are all relevant costs. That reframes the decision to hold deep spares as a competitive choice rather than a precaution, because every pound tied up in inventory is a pound not spent on making the car faster.
The same pressure applies to the gearbox now that its usage limit has gone. A team is free to fit a fresh transmission whenever it likes, and the only thing stopping it is that transmissions cost money and the money is finite. Removing a sporting limit did not create unlimited replacement; it moved the constraint from the stewards' office to the accounts department, which is roughly where the modern rulebook prefers to put things.
What to watch on a penalty weekend
A few signals will tell you what a team is doing before the grid is published.
Watch the garage on Friday morning. A car that misses the opening minutes of the first practice session with the rear bodywork off is frequently having a planned change fitted, and the timing is chosen so that a problem with the installation costs a practice session rather than a qualifying hour.
Watch which circuits appear. Penalties cluster at a small number of venues, and they are the ones with long straights and real braking zones. A team announcing a change at a circuit where passing is difficult has usually been forced into it rather than choosing it.
Watch the tyre choices on Saturday. A driver already committed to the back of the grid has no reason to spend fresh rubber in qualifying, and a set held back is a set available on Sunday. That is often the largest single compensation for the lost grid slots.
Watch how many elements are listed rather than how many places are announced. The place figure is capped by the back-of-grid rule and tells you little. The list of components tells you what the team thinks the rest of its season looks like, and a long list in the middle of the year is a team writing off the next Sunday to protect the ten after it.
Watch the pace of the penalised car in the race rather than its finishing position. Fresh hardware and a free tyre choice usually mean a car that is quick and stuck, and the gap between those two things is the real cost of the rule.
