Tennis challenge system rules and electronic line calling

The tennis challenge system rules in full, how many challenges a player gets, and how electronic line calling replaced line judges at three Slams.

For nearly two decades a close call in professional tennis ended the same way: a player raised a finger, the crowd started a rhythmic clap, and a graphic on a big screen decided the point. The tennis challenge system rules that governed that ritual are still written down, still taught to officials, and increasingly irrelevant, because on most of the professional calendar there is no longer anything to challenge. The line calls are made by cameras, in real time, and there is no appeal.

The short version. A challenge, where it still exists, gives a player three unsuccessful appeals per set, plus one extra if the set goes to a tiebreak, with correct challenges costing nothing. Live electronic line calling removes that entirely: the system calls out and fault automatically through a speaker, the chair umpire keeps everything else, and neither player has a mechanism to disagree. The men's tour made electronic calling compulsory across its events from 2025 and the women's tour rulebook now requires it across its own tiers. Three of the four Grand Slams have no line judges left. One does, and it is on clay, for a reason that has nothing to do with nostalgia.

The challenge allowance is the unified rule for events still using line judges.

What a challenge was, and exactly how many you got

The allowance has been standard since the governing bodies harmonised it in March 2008, after two seasons in which different tournaments ran different rules and players had to remember which was in force.

A player receives three unsuccessful challenges in each set. Unsuccessful is the operative word. If the review confirms the player was right, the challenge is not deducted and the count is untouched, which means a player with excellent eyes can appeal ten times in a set and still hold all three.

If the set reaches a tiebreak, each player is granted one additional challenge for the tiebreak, taking the working allowance to four for anyone who has not yet spent any. In sets played out to a two-game advantage rather than a tiebreak, a format still used in some competitions, the allowance resets to three after every twelfth game, so a set that runs to twenty-four games gives a player three fresh appeals along the way.

Two procedural rules matter as much as the count. The appeal has to be immediate: a player who has ended the point may challenge the final ball at once, and a player who wants to challenge a call made during a rally must stop playing to do it, forfeiting the point if the challenge fails. And the chair umpire retains a veto over whether a challenge is admissible at all, which is why an appeal made three points later goes nowhere.

Why the allowance was set at three

The number was not arrived at by measuring anything. It was a compromise between two failure modes, and understanding the compromise explains why the rule survived unchanged for so long.

Set the allowance too low and the technology stops correcting errors, which was the whole justification for installing it. A player with one appeal per set will hoard it, use it only at match point, and accept a dozen wrong calls along the way. Set it too high, or make it unlimited, and the appeal becomes a tactical instrument for something other than accuracy: a player losing rhythm can stop the match at will, break an opponent's serving pattern, and buy thirty seconds of recovery on demand. Unlimited review also destroys pace, and tennis is unusually sensitive to it because the sport's entire scoring structure is built on repeated short intervals.

Three per set with correct appeals refunded threads between the two. It is generous enough that a player who is genuinely being wronged never runs out, because being right costs nothing. It is tight enough that speculative appeals are self-limiting, since a player who guesses twice is one mistake from having no protection for the rest of the set. The extra appeal in a tiebreak exists because a tiebreak compresses a set's worth of consequence into a handful of points, and a player arriving in one with an empty allowance would be defenceless at exactly the moment the stakes peak. Live electronic calling makes the entire calculation moot, which is the quietest of its effects. It removes a strategic decision players used to have to make, and with it a small strand of match craft that separated the shrewd from the impulsive.

Where the challenge system came from

The technology arrived faster than anyone expected it to. Ball-tracking was tested and approved by the international federation for professional use in 2006, and the first tour event to run it appeared that March at the hard-court tournament in Key Biscayne. The 2006 US Open became the first Grand Slam to use it inside matches.

The context for that speed was a run of televised officiating disputes in which broadcast replays showed calls to be wrong while the players had no formal way to say so. The sport had already accepted the principle of machine assistance for serves, in the form of electronic devices that ruled on whether a serve had clipped the net. Extending the principle to the lines was less a leap than it looked.

What the challenge system added, and what made it popular beyond its accuracy, was theatre. A finite allowance turns a technical question into a tactical one. Spending the last challenge in the eighth game leaves a player defenceless at five all, and knowing an opponent has none left changes how a marginal call can be argued about. Tournaments learned quickly that the rhythmic clap before the graphic appeared was worth keeping, and the animation was designed to be watched rather than merely consulted.

The accuracy the animation never showed you

Here is the part the big screen was careful not to mention.

The manufacturer of the most widely used system has advertised accuracy to within roughly 2.6 millimetres, and has separately published an average error of around 3.6 millimetres. Against a tennis ball of about 67 millimetres across, that is a small error. It is not, however, zero, and the graphic that decides the point does not display it.

The animation shows a single ball, a single deterministic contact patch, and a verdict rendered in a solid colour. A published academic critique from 2008 made the point that presenting the output without any depiction of its margin of error gives a false impression of certainty, and that concern has never been answered because answering it would mean showing viewers a fuzzy ellipse instead of a clean shape and telling them that some calls genuinely cannot be resolved.

There is a second technical caveat that the graphic also hides. The system tracks the ball in flight and reconstructs the point of contact with the court, including the way a ball flattens and skids on impact. On a call where the visible contact patch overlaps the line by a fraction of a millimetre, the ruling depends on a model of deformation rather than on a photograph of the moment. None of this makes the technology worse than a human being. Line judges have their own error rate and no published figure for it at all. It does mean the certainty projected on the screen is a design decision rather than a physical fact.

What live electronic line calling does differently

A challenge system and live electronic line calling use similar tracking hardware to do fundamentally different jobs, and conflating them is the most common misunderstanding in this whole subject.

Under a challenge system the humans call every ball, and the technology is an appeal court that sits idle until somebody invokes it. Most wrong calls in a match are never reviewed, because a player either does not see them, does not want to spend a challenge, or has none left.

Under live calling the technology calls every ball, and there is no appeal court at all. A recorded voice announces out or fault through the court speakers within a fraction of a second, in the cadence a line judge would have used. No player raises a finger, no allowance is tracked, and no graphic is displayed to settle an argument, because the argument has no procedural existence.

The consequence is that the error profile of a match changes shape rather than simply shrinking. A challenge system leaves a long tail of unreviewed human errors and corrects a handful of high-profile ones. Live calling removes the tail and replaces it with a much smaller number of machine errors that nobody can correct at all.

Live calling was first used at the Next Gen event in Milan in 2017, and adoption accelerated sharply during the pandemic, when tournaments had an obvious reason to reduce the number of people standing on a court.

The tours moved first, and they moved everything

The men's tour announced the decisive step in April 2023, and gave itself the better part of two years to implement it. From the 2025 season, live electronic calling became mandatory at every ATP Tour event, in qualifying as well as main draw, across every surface the tour plays on, from the smallest 250-level tournaments up to the Masters events. Line judges were removed from the men's tour entirely.

The tour's chairman framed it as a matter of standards rather than economics, saying the sport deserved the most accurate form of officiating available and that the tour was pleased to deliver it everywhere at once. At the point of the announcement, approved suppliers were confirmed for hard courts and grass, with clay still being tested, which turned out to be the crux of everything that followed.

The women's tour has reached the same destination on a slightly later timetable. Its rulebook for the current season requires electronic line calling at its 1000, 500 and 250-level tournaments, applied from qualifying onwards, which brings the two tours into alignment across almost the whole calendar.

The combined effect is that a professional player on either tour can now spend an entire season, on every surface, without a single human line call, and reach the second week of a Grand Slam having never had cause to raise a finger.

The Grand Slams, one at a time

The four majors are run by four independent organisations and each made its own decision, which is why the transition looks staggered rather than coordinated.

The US Open moved first and moved partially. Its 2020 edition used live calling on every court except its two largest stadiums, which retained line judges, and the following year it extended the system to those two as well.

The Australian Open went further and went faster, becoming the first major to use live calling on every court in place of line judges from its 2021 edition. Its hard courts, its scheduling and its willingness to trial officiating technology had all pointed that way for years.

Wimbledon held out the longest of the three and then moved completely. Its organisers announced in October 2024 that live electronic calling would be used from the 2025 Championships, ending the use of line judges at the tournament for the first time in its history. Around three hundred line judges were stood down. A smaller group of match assistants, reported at roughly eighty, remained on court to support the chair umpires and to step in if the system failed. Coverage of the change put the camera count on each court at eighteen.

That left one.

Roland Garros, the holdout, and what its officials actually said

The French Open has kept human line judges, and has confirmed it will do so again, making it the only major without electronic calling.

The federation's public reasoning has two strands. The first is a straightforward claim about reliability on clay: officials have said the machine is not completely dependable on the surface, and that until it is they will keep placing their confidence in people. The second is institutional pride. The federation's president has argued that France trains and supplies officials to the tour every day of the year and, in his words, is the best country at producing them, while its vice-president has spoken about continuing to display the excellence of French officiating.

Both strands are worth taking seriously and neither is the whole story. The reliability argument is real and is examined below. The institutional argument is also real: a federation with a large, trained officiating corps has something to lose that a federation without one does not, and the honest version of the position is that Roland Garros is protecting a professional community as well as a standard of accuracy.

The president has also acknowledged the direction of travel, saying the intention is to keep line judges as long as possible while accepting that players will influence what happens next. That is not the language of a permanent position.

Why clay is a different problem, and why the mark is the reason

The technical objection to electronic calling on clay is not that the cameras stop working. It is that clay is the one surface where a competing method exists, and where the two methods can disagree in public.

On hard courts and grass a ball leaves no usable trace. There is nothing for a human to inspect and therefore nothing for the electronic ruling to contradict. On clay the ball displaces loose topsoil and leaves a visible mark, which means the chair umpire can walk over and look at the physical evidence. If the electronic system says out and the mark says in, the tournament has an argument on live television with two authorities and no tiebreaker.

The mark is also less definitive than it appears from a distance. Loose surface material sprays on impact and the edges of a mark can be soft, sliding footprints can overlay it, and a heavily topdressed court holds a mark differently from a worn one. That works against both methods rather than one. A human reading a smeared mark is not obviously more reliable than a camera reconstructing the same contact, and the honest summary is that neither approach achieves certainty on clay.

What clay does provide is something no other surface offers: an artefact the players can see, argue about, and photograph. Several leading players have taken pictures of marks on their phones during the European clay season to support a disputed call, which is not permitted as evidence but tells you how much the physical trace still means to the people playing on it. The mark inspection rules, as they still stand

Where line judges remain, the procedure for checking a mark is precise, and it is not a challenge in the technological sense at all.

A player who wants a mark checked has to ask promptly. If the disputed ball ended the point, the appeal is made straight away. If the point is still running, the player must stop playing in order to appeal, and stopping play on a call that turns out to have been correct loses the point.

The chair umpire then descends from the chair and goes to the mark. The player indicates which mark is in question, the umpire examines it, and the umpire rules. That ruling is final and is not subject to any further review. The opponent may not cross the net to inspect the mark, and doing so is treated as unsportsmanlike conduct rather than as a legitimate part of the process.

The umpire is also entitled to decline. If the ball landed clearly inside the line, or if the surface is too churned to yield a readable mark, the umpire can refuse to come down at all, and there is no mechanism to compel an inspection.

When the machine fails

The transition's most instructive moment came on Centre Court at Wimbledon in 2025, during a fourth-round women's match between Sonay Kartal and Anastasia Pavlyuchenkova.

A ball landed out and the electronic system did not call it. With no ruling from the technology and no line judge to have made one, the chair umpire could not determine the point on the evidence available, and ordered it replayed. Pavlyuchenkova, who had won the point as played, said afterwards that the game had been taken from her.

The incident is worth dwelling on for a reason that has nothing to do with the specific error rate. Every officiating system fails occasionally. What differed here was the absence of any procedure for the failure. A wrong human call could be overruled by the chair, appealed by the player, and examined on the replay afterwards. A silent machine offered no call to overrule, no appeal to make and no explanation on the screen, and the only remedy available to the umpire was to erase a point that had already been won.

Other players raised the issue that fortnight in less dramatic terms. Two British players publicly questioned the system's accuracy and reliability during the tournament, which is notable mainly because there was no formal channel through which to raise a specific call. Discomfort with an officiating system with no appeal mechanism ends up in press conferences, because there is nowhere else for it to go.

Gold, silver and bronze, the ITF's tiers

In July 2025 the international federation introduced a three-tier classification for electronic line calling systems, and the reasoning behind it says a good deal about where the technology is heading.

Gold systems are the most demanding, and cover the elite level: the Grand Slams, the two main tours, and the international team competitions. Silver systems are aimed at the second tier, notably the federation's own World Tennis Tour, and require less infrastructure. Bronze systems are intended for national-level competition and are designed to work with minimal setup and without off-court operators at all.

The federation was explicit that the tiering exists to widen access rather than to lower standards, saying the assessment principles remain constant across the tiers: accuracy, reliability, suitability and practicality. The lower tiers ask for less hardware and fewer people, not for a looser definition of correct.

The strategic point is that officiating cost is what has kept accurate line calling inside the top few hundred tournaments. A junior event or a national championship cannot staff a full complement of line judges any more than it can afford a gold-standard camera rig. A bronze system that runs without operators is the first version of this technology that a small tournament could actually deploy, and it would put better line calling into levels of the sport that have always run on the honour system.

What happens below the tours

Almost every discussion of this subject takes place inside the small fraction of tennis that has any officiating technology at all, and the picture outside it is worth stating.

At the lower professional levels, in junior competition, in college tennis and in club and national events, matches have historically been played with few officials or none. A roving umpire may cover several courts at once, and on unofficiated courts each player calls the lines on their own side of the net. That arrangement rests entirely on honesty, it produces disputes constantly, and it is the environment in which most competitive tennis in the world is actually played.

This is where the tiered classification is aimed. A bronze-tier system that needs no off-court operator and modest hardware could put automated calling on courts that have never had a line judge, which would be a larger change to the sport than anything happening on Centre Court. A junior who has spent a career calling their own lines and disputing an opponent's arrives at a professional tournament with no experience of being officiated at all.

The counter-consideration is that self-calling teaches something. A player who has had to make honest calls under pressure, and to accept dishonest ones, has learned a form of composure that a fully automated environment never asks for. Whether that is a virtue worth preserving or a nuisance the sport has tolerated for a century is a genuinely open argument, and the tours have not needed to have it yet.

What the chair umpire still decides

The chair has not been automated, and the list of things it still owns is longer than most viewers assume.

The umpire keeps the score, announces it, and settles disputes about it. The umpire rules on lets and on service lets where no electronic net sensor is in use, on hindrance, on whether a ball was struck twice or touched a player, on whether a player reached over the net, and on every question of conduct: time violations, coaching, audible obscenity, racket abuse and the escalating penalties attached to them. The umpire manages the clock between points, decides when a court is unplayable, and calls for a medical timeout. What the umpire has lost is the overrule, which was the most visible exercise of authority in the job. An umpire who saw a ball differently from a line judge could correct the call on the spot, in public, and take the consequences. There is no equivalent power over a machine, and no umpire is permitted to substitute a personal judgement for an automated call.

What was actually lost

Three things went, and it is worth being precise about which of them matter.

The first is jobs and a pathway. Line judging was the entry point to officiating: several hundred officials worked a single major, and the best of them progressed to the chair. Remove the base of that pyramid and the sport has to invent another way of producing chair umpires, which no tour has yet explained convincingly.

The second is visible accountability. A human error had an author. It could be seen, argued with, overruled by the chair and reviewed on television, and the player had a procedure through which to object. A machine error has no author available on court, no immediate explanation, and no appeal. The argument advanced most persuasively after the 2025 grass season was not that the technology is less accurate, which it probably is not, but that its errors are less legible, and legitimacy in officiating depends partly on being able to see how a decision was reached.

The third is spectacle, and this is the one usually overstated. The uniforms, the postures, the crouch and the outstretched arm were part of the visual identity of the sport's oldest tournaments, and the challenge ritual itself was genuinely popular with crowds. Losing it is a real aesthetic cost. It is also the kind of cost sports absorb regularly, and no player has ever won a match because the officiating looked better on television. How to watch a line call now

A few practical things to look for, depending on where the match is being played.

At any tour event or at three of the four majors, take the automated call as final and watch the players instead. A player who glances at the mark and then at the umpire is doing so out of habit, because the mark carries no standing on a hard court and the umpire has nothing to give. Body language after a close call now tells you about a player's state of mind rather than about a dispute in progress.

At Roland Garros, or at any event still using line judges, watch the appeal timing. A player who plays two more shots and then complains has already lost the right to a mark inspection, and an umpire refusing to come down is usually applying that rule rather than backing an official.

Watch which marks a player selects. On a well-used clay court there are several plausible marks near a line, and indicating the wrong one is the most common way a legitimate appeal fails. Experienced clay players stand over the correct mark and do not move until the umpire arrives.

And listen for the silence. At an event using live calling, a fraction of a second with no call and no shot is the sound of the system not having decided anything, and it is the moment the chair umpire has to become an official again.
