The certified capacity of an English football ground is not the number of seats in it. That surprises people. It is a figure calculated by the local authority, block by block, from the physical space available, the rate at which the ground can be emptied, and a judgement about how well the club runs the place - and it can fall by several thousand after an inspection without a single seat being removed.

Which is why any list of the largest grounds in the country carries an implicit footnote. The rankings below reflect the certified capacities English clubs publish, rounded to avoid false precision, and they shift whenever a stand is rebuilt or a safety certificate is revised. Wembley Stadium sits above all of them at 90,000, and it is owned by The Football Association rather than by a club, which makes it a different kind of object entirely.

The grounds at the top of the list

Old Trafford has been the largest club ground in England for a long time and by a comfortable margin. It holds a little over 74,000, a figure reached through decades of incremental expansion - the quadrants filled in, the North Stand taken to three tiers - rather than a single rebuild. That history is visible from inside: the stand heights do not match, and the ground reads as a series of decisions rather than a design.

Behind it sit a cluster of London grounds. Tottenham Hotspur Stadium, opened in 2019, was purpose-built at close to 62,850 and designed with a single-tier home end intended to concentrate noise. The London Stadium, converted from the 2012 Olympic Stadium for West Ham United, was reconfigured upwards to around 62,500 and carries the well-documented compromise of an athletics bowl adapted for football, with the distance from the front row to the touchline that implies.

Anfield reached roughly 61,000 after the Anfield Road end was expanded, having already gained a rebuilt Main Stand. The Emirates Stadium, opened in 2006, holds a little over 60,700 and has changed very little since, which is unusual for a ground of that age. The Etihad Stadium has moved through several capacities - it began life as a Commonwealth Games venue, was converted for Manchester City, then expanded on the South and North stands - and now sits above 60,000.

St James' Park is the largest ground in the north east at around 52,300, with a distinctive asymmetric profile caused by a listed terrace of houses that prevented one side being raised to match the other. Everton's ground at Bramley-Moore Dock, opened after a long move from Goodison Park, holds around 52,000.

Below that group the drop is steep. Villa Park sits at around 42,600 with expansion long discussed, and after it the list falls quickly into the thirties, where most of the historic English grounds have settled since conversion. There is no English equivalent of the continental pattern where a dozen clubs share a similar large capacity; the distribution here is top-heavy and then flat.

Wembley, and why the national stadium is a category of its own

90,000 seats, a partial roof, and a fixture list that is not a club's. Wembley belongs to The Football Association, which rebuilt it on the site of the 1923 original and reopened it in 2007.

The old Wembley had an official capacity of 100,000 in its final all-seater years, having held far more when standing was permitted on its terraces. The 1923 FA Cup final between Bolton Wanderers and West Ham United - the White Horse Final, named for the mounted policeman who cleared the pitch - recorded an official attendance of 126,047, and the real figure was substantially higher because the gates were breached. Nothing in English football has come close since, and nothing will, because the safety framework that grew out of the 1980s exists precisely to make it impossible.

A national stadium is built for a different problem from a club ground. It hosts a handful of England internationals, the FA Cup final, the EFL play-off finals and a set of neutral semi-finals, plus concerts and other sports. That means it has to work for a crowd that arrives once rather than fifty times a season, with no local knowledge of the transport, and it explains the concourse widths and the circulation design. How capacity is measured, and why the number moves

The Green Guide, published by the Sports Grounds Safety Authority, sets the method. A ground's capacity is not one calculation but the lowest of three.

Holding capacity is the number of people each area can physically accommodate, based on the seats installed or, in standing areas, on an assessed density. Entry capacity is the number who can be admitted through the turnstiles in a reasonable period before kick-off. Exit capacity is the number who can leave in an emergency within the specified evacuation time, given the widths of the gangways, stairs and exit routes. A stand with 10,000 seats and stairs adequate for 8,000 has a capacity of 8,000.

Two adjustment factors are then applied. The (P) factor reflects the physical condition of the ground - the state of the barriers, the surfaces, the structures. The (S) factor reflects the quality of the safety management: stewarding, training, records, the competence of the safety officer. Both run on a scale where 1.0 is unrestricted and anything lower cuts the figure. A club can lose thousands of places because its paperwork and its stewarding have slipped, with the concrete in perfect order.

How an English ground arrives at its certified capacity

That is why capacities published by clubs and capacities on a certificate occasionally differ, and why a ground can be listed at one figure and admit fewer. It also explains the reductions that follow an incident. A local authority can cut a certificate immediately, before any building work is proposed, and clubs treat that possibility seriously.

Safety certificates, and who can close a stand

A general safety certificate is issued under the Safety of Sports Grounds Act 1975 by the local authority for the district in which the ground sits. Not by the club, not by the league, and not by the Football Association. That division of responsibility is deliberate and it is the single most important thing to understand about English stadium capacity.

The certificate names a capacity for the ground and, in practice, for each area within it. It attaches conditions: the number of stewards required, the records to be kept, the tests to be carried out on barriers, the arrangements for medical cover. It can be amended at any time, and a local authority that becomes concerned about a stand can reduce its permitted figure or prohibit its use outright while the concern is investigated.

Special safety certificates cover one-off events at grounds not otherwise designated, which is how a non-league venue hosting an unusually large fixture is dealt with.

What triggers a reduction

Barrier testing is the routine cause. Crush barriers in standing areas and handrails on stairs are load-tested on a cycle, and a failure takes the affected area out of use until it is remedied. Structural surveys are the second - concrete degrades, and stands built in the 1960s have needed serious intervention.

The less obvious triggers are managerial. Because the (S) factor is part of the calculation, a ground can lose capacity through a run of stewarding failures, poor incident records, or a safety officer post left unfilled. Clubs generally do not publicise reductions of this kind, and they are usually resolved before the public notices, but the mechanism is real and local authorities have used it.

The Sports Grounds Safety Authority sits above the process for grounds requiring a licence, with power to advise the local authority and, in a serious case, to require conditions. Between the two bodies, a stand at an English ground can go from operating normally to closed inside a week without any building work being involved. That is the answer to why published capacities and admitted crowds sometimes disagree by a few thousand.

Expansions that moved clubs up the list

The pattern of English stadium growth since the 1990s has been unusual. Very few clubs built a new ground with a substantially larger capacity than the one they left; most rebuilt piecemeal, a stand at a time, financed out of the broadcasting money that arrived after 1992.

Old Trafford is the clearest example of accretion. Its capacity climbed through the 1990s and 2000s in stages, each one adding a tier or filling a corner, with the ground remaining in use throughout. Anfield followed the same logic much later, replacing the Main Stand and then expanding the Anfield Road end, both times building over and around a live stadium on a constrained inner-city site.

The Etihad took a different route again, having been handed a structure built for athletics and then reconfigured for football, with the track excavated and a new lower tier built below the original bowl. Expansions to the stands came afterwards.

Where a genuine new-build happened, the capacity jump was usually modest and the revenue jump substantial. That is the real driver: a new ground earns more per spectator through hospitality, catering and non-matchday use, so the business case rarely rests on the extra 10,000 general admission seats. Why English expansions are so slow

Three constraints bite harder here than in most of Europe. English grounds were built into residential streets in the late nineteenth and early twentieth centuries, so the land around them is owned by hundreds of people rather than by a municipality. Planning permission has to survive local objection on daylight, noise, parking and traffic, and objectors at an inner-city ground are numerous and organised.

Then there is the requirement to keep playing. A club cannot vacate for two seasons, so every expansion is built around a live fixture list, with work confined to the close season for anything that touches the structure of an occupied stand. The Anfield Road expansion is the standard illustration of how long a constrained build takes when the ground has to stay open throughout.

The third constraint is financial and is the one most often ignored. A stand adding 8,000 seats has to be paid for out of the marginal revenue those seats generate, and unless the club can sell every one of them at a premium for twenty-five years, the arithmetic is unattractive. Clubs with genuine excess demand build. Clubs with a full ground and no waiting list generally do not, and they are right not to.

Large grounds outside the top flight

Divisional status and ground size have never lined up neatly in England, because the grounds were built for the crowds of a different era and the crowds did not stay.

Sunderland's Stadium of Light, opened in 1997 to replace Roker Park, holds close to 49,000 and has spent seasons in the third tier. Sheffield Wednesday's Hillsborough is around 39,700. Leeds United's Elland Road sits at roughly 37,600, Derby County's Pride Park at about 33,000, Middlesbrough's Riverside at 34,000. Several of these have been the largest ground in their division for years at a time.

The economics of a large ground in a lower division are punishing, which is worth understanding before treating capacity as a straightforward asset. Business rates, maintenance, stewarding and policing all scale with the size of the structure rather than with the crowd inside it, and a 49,000-seat stadium hosting 24,000 people costs very nearly what it costs hosting 49,000. Several English clubs have found that their ground is the largest fixed cost they cannot reduce.

Historic record attendances at English grounds

The records almost all date from the 1930s and 1940s, and every one of them was set on terraces at densities no longer permitted.

The record for an English club ground is 84,569, at Maine Road on 3 March 1934, for an FA Cup sixth-round tie between Manchester City and Stoke City. Maine Road was also the venue for the record Football League attendance, 83,260, when Manchester United - homeless after wartime bomb damage to Old Trafford - hosted Arsenal there on 17 January 1948.

Other grounds set their own marks in the same period. Goodison Park recorded 78,299 for a Merseyside derby in 1948. Old Trafford's ground record of 76,962 came at an FA Cup semi-final between Wolverhampton Wanderers and Grimsby Town in 1939, a neutral fixture rather than a Manchester United match. Villa Park held 76,588 for an FA Cup tie against Derby County in 1946. Stamford Bridge took 82,905 for a match against Arsenal on 12 October 1935, and Highbury's own record was 73,295 against Sunderland in March 1935.

Two things follow from those numbers. The first is that English grounds in the 1930s held roughly a third more people than their modern replacements do, on a smaller footprint. The second is that they did so with no computed capacity, no evacuation calculation and no certificate, which is the whole reason the current framework exists.

Standing capacity in the pre all-seater era

A terrace holds more people than a seated deck of the same size for an obvious reason: a seat occupies a fixed rectangle whether or not anyone is in it, while a standing spectator occupies whatever space is left.

The Green Guide sets out how standing accommodation is assessed and applies a maximum density to it, but the crowds of the 1930s predate any such guidance. Pens were filled by judgement, from the outside, by people who could not see the middle of them. That is exactly the failure Lord Justice Taylor identified after Hillsborough, and it is why the all-seater direction under the Football Spectators Act 1989 required top-flight and second-tier grounds to be seated by 1994.

The consequence for capacity was immediate and large. Converting a terrace to seats typically cost a ground somewhere between a third and a half of the places in that area, and grounds that had held 55,000 in the 1970s emerged from conversion holding 35,000. Clubs did not generally rebuild to recover the difference, because the money in English football was moving towards broadcasting and away from the gate.

Grounds that shrank, and the ones that disappeared

Highbury is the sharpest illustration. A ground that held 73,295 in 1935 finished its life as an all-seater holding around 38,000, hemmed in by terraced streets and a listed Art Deco stand, with no realistic route to expansion. Arsenal moved a few hundred metres to a site that could take 60,000. The old pitch is now a residential development with the East Stand facade preserved.

Stamford Bridge went the other way for a different reason - a huge open bowl with an athletics and greyhound history, holding 82,905 in 1935, redeveloped into a compact all-seater of around 40,000 constrained on every side. The site is one of the most awkward in English football and has defeated several expansion schemes.

Maine Road, Roker Park, Ayresome Park, The Dell, Filbert Street and the Baseball Ground have all gone. Most were replaced by out-of-town grounds with better parking, worse pubs and considerably less character, which is a trade a lot of supporters would not have made if asked. There is a pattern in which grounds shrank and which did not. Those hemmed in by Victorian terraced housing had no room to rebuild upwards without buying and demolishing streets, so they converted within their existing footprint and lost the difference permanently. Those with open land on at least two sides - often the ones that had space for a greyhound track or a cinder running surface in the first place - could rebuild larger. Geography set in the 1890s determined which English clubs would have a 60,000-seat ground a century later, to a degree that has very little to do with how successful any of them subsequently became.

Atmosphere against size

A bigger ground is not a louder one, and the acoustics of English stadium design have not always helped.

Noise depends on the roof, the rake of the stands, the distance from the crowd to the pitch and the way supporters are distributed. A steep single tier under a low roof, with the front row close to the touchline, produces far more sound than a shallow bowl of the same capacity with a running track's worth of dead space around the pitch. That is the structural criticism of converted athletics venues and it is not a matter of opinion; it is geometry.

Selhurst Park, at around 25,000, is regularly described as one of the better atmospheres in the country and would not make the top fifteen by size. Old grounds with tight stands and low roofs punch above their capacity for exactly this reason, which is one argument for ground hopping rather than only visiting the biggest names.

Modern design has started to take the point seriously. Single-tier home ends, roofs pulled low over the seating rather than left high for daylight, and rail seating blocks placed where the loudest support already stood are all attempts to engineer back something the 1990s rebuilds lost.

The distribution of supporters matters as much as the architecture. A 60,000 crowd containing a large proportion of first-time visitors, corporate guests and tourists behaves differently from a 30,000 crowd of season ticket holders who have sat in the same seats for fifteen years and know each other by name. Big grounds attract the former by definition, because the demand that justifies the capacity comes partly from outside the immediate area. Clubs that have moved their most vocal support into a designated single-tier end are, in effect, rebuilding a small ground inside a large one.

Visiting the largest grounds as a neutral

The practical problem with the biggest English grounds is that they are the hardest to get into. Clubs with a capacity of 60,000 generally have season ticket waiting lists longer than the ground, and general sale for a league fixture is rare.

Cup ties are the usual route. Early rounds of the League Cup, and FA Cup ties against lower-division opposition, sell far more slowly than league matches and are often the only fixtures a non-member can buy for. Prices are lower too, and the crowd is typically several thousand below capacity, which changes the experience but at least gets you inside.

Stadium tours are the other option and are more worthwhile at the historically significant grounds than at the new ones. A tour at Anfield or Old Trafford includes a museum with genuine depth; a tour of a stadium opened in the last decade is largely a walk through corporate boxes.

A word on the neutral's practical experience at a very large ground. Arrival times matter more than they do at a 25,000-capacity stadium, because the queue at a turnstile serving 6,000 people does not clear in five minutes, and the walk from the nearest station is often twenty minutes rather than five. Getting out is worse than getting in, since 60,000 people leave within about ten minutes of the whistle and the local rail network was rarely built for it. Add an hour to whatever you assumed.

Segregated entry also means the gate printed on an away ticket is frequently on the opposite side of the ground from the gate nearest the station, and stewards will not let you cut through. Check the block letter against the ground plan before you travel rather than after you arrive.
