F1 parc fermé rules: what teams can and cannot touch

How F1 parc fermé works: when the car is locked, the permitted works list in full, the front wing exception, pit lane starts, and the post-race impound.

A mechanic reaches for a spanner, stops, and looks up at a camera bolted to the garage ceiling. Somewhere behind him a scrutineer in an FIA tabard is writing on a clipboard. The car in front of them is a machine his team designed and built, and for the next eighteen hours or so he is allowed to bleed its brakes, top up its drink bottle and adjust one bracket on its front wing, and almost nothing else.

That is what the F1 parc fermé rules do. They take a car out of its team's hands at a fixed moment and hand it back only when the lights go out, so that the machine which qualified is demonstrably the machine which races.

The condition is defined in Article B3.5 of the FIA Formula 1 Sporting Regulations, and its core clause is short enough to quote in full: when a car is deemed to be in parc fermé, no part of it may be replaced or modified, and no changes to the setup or configuration may be made. Everything else in this piece is either an exception to that sentence or an enforcement mechanism attached to it.

The moment the car stops belonging to the team

Parc fermé is a state, not a place. The physical compound behind the pit wall matters after the chequered flag, but for most of a weekend the car sits in its own garage, under its own awning, surrounded by its own mechanics, and is nonetheless untouchable.

The trigger is precise. A car is in parc fermé from the instant it leaves the pit lane for the first time during qualifying, and remains so until the start of the race. Not from the end of qualifying, not from the moment the session is classified. From the first time the car turns a wheel in anger on Saturday afternoon.

That has a consequence teams think about constantly. Whatever configuration is on the car when it rolls out for its first Q1 run is the configuration it will race in. There is no later window in which to reconsider. A driver who reports understeer on his first flying lap has a problem that cannot be solved with the tools that would solve it in practice.

There is a tidy piece of drafting for the car that does not run. A team might reason that if the trigger is leaving the pit lane, a car kept in the garage through Q1 escapes the condition entirely and can be rebuilt overnight. The regulations close that door: any car which fails to leave the pit lane during qualifying is deemed to be in parc fermé from the end of Q1 regardless. The same applies to sprint qualifying and SQ1.

The setup sheet that becomes the reference document

Before either car leaves the pit lane for the first time in sprint qualifying or in qualifying, its team must give the Technical Delegate a suspension setup sheet. That document is the baseline. Everything the scrutineers later check for is a departure from it.

This is the quiet piece of the system that makes the rest work. Without a declared reference, proving that a spring rate or a ride height had been altered overnight would mean measuring the car against a specification the FIA does not hold. With one, the check is a comparison rather than an investigation.

The regulations add a physical requirement to reinforce it. Scrutineers must be able to satisfy themselves, by looking, that nothing in the suspension or the aerodynamic configuration can be altered without tools. A car whose ride height could be shifted by hand would be a car whose parc fermé compliance depended on trust, and the sport has decided not to build the rule on trust.

The sequence set out in Articles B3.4 and B3.5 of the 2026 Sporting Regulations. Times are the regulatory limits, not a published schedule for any particular event.

The exceptions live in Appendix B2 of the Sporting Regulations, under the heading Parc Fermé Permitted Works. It runs to twelve headed categories and around fifty individual permissions, and reading it is the fastest way to understand what the rule is actually protecting.

Brakes come first, and the allowance is narrow: friction material may be removed, measured, de-glazed and refitted, and the brake system may be bled. Note what is missing. Nothing about changing brake material specification, nothing about master cylinders, nothing about the balance hardware.

Fluids are treated generously because they are consumables rather than choices. Fuel may be drained or added, compressed gases likewise, and other fluids may be drained and replenished provided the replacement conforms to the same specification as the original. Systems may be bled, samples may be taken for analysis, and leak detection spray may be used. The driver's drinking bottle may be filled at any time, subject to a capacity limit of a litre and a half. Suspension sphericals may be lubricated, which is a maintenance operation with no adjustment attached.

Tyres are two lines and no more: wheels, fasteners and tyres may be removed, changed or rebalanced, and pressures may be adjusted. That is why tyre pressure is one of the very few numbers a team can still move on Sunday morning, and why the FIA polices minimum pressures so closely elsewhere in the rules.

Powertrain work is inspection rather than intervention. Engines may be started. Spark plugs may come out for an internal inspection and compression checks. The intake filter upstream of the compressor may be cleaned. Inspection bungs may be removed to put a borescope into the gearbox, with an explicit prohibition on taking the gearbox off the car to do it. The exhaust may be inspected, including by non-destructive testing.

The front wing flap is the last setup lever

One entry in the bodywork section does something the others do not. It permits adjustment of the position of the front wing profiles, where that position is not controlled by the standard ECU, and it attaches a condition: no parts may be added, removed or replaced.

That is the whole of a team's aerodynamic freedom between qualifying and the race. Angle, not geometry. A few clicks on the flap adjuster, changing how much load the front axle generates and therefore where the aerodynamic balance sits, without any part of the car changing identity.

It matters more than its size suggests, because front wing angle is the cheapest available correction for the single most common Sunday problem. A car balanced for one flying lap on new soft tyres is frequently not the car a driver wants for a long stint, and the direction of the error is predictable: as the tyres degrade the balance moves, and the front wing is the one knob left to move it back. The rest of the bodywork allowances are housekeeping. Bodywork other than radiators and heat exchangers may be removed, which is how anyone gets at anything. Components may be inspected using non-destructive methods provided nothing is taken apart. Cosmetic changes and tape are permitted, cleaning is permitted, and consumable fasteners and cable ties may be replaced. There is even a clause for pit stop practice, allowing the front wing, brake drums and wheel nut retention caps to be swapped for practice items, provided the originals stay in the scrutineer's view and go back on afterwards.

Repairing damage without replacing anything

The most delicate exception is repair. A bodywork component may be repaired where the damage is patched, bonded or fixed together, and the regulation then draws a hard line: any such repair must cause no more than incidental changes in bodywork geometry, and no replacement components or sub-components may be used.

Read that carefully and the logic is clear. Gluing a cracked endplate back together is maintenance. Bolting on a new endplate is a specification change wearing maintenance clothing, and the rule refuses to let the two blur.

A separate category covers genuine accident damage, and it defines the term rather than leaving it to argument. Damage from contact with a barrier counts. Damage from contact with another car on track counts. Damage incurred while off the track limits counts, but only where it also produced a significant loss of lap time or a lap time deleted by the Race Director. That last clause is doing real work: it stops a team characterising ordinary kerb abuse on a good lap as an accident in order to open a repair window.

The most extreme permission sits at the far end of the appendix. A complete change of car is allowed where the original has suffered genuine accident damage or a significant failure requiring a change of survival cell. Even then the replacement must be the same in design and similar in mass, inertia and function throughout, and the suspension setup must be the same. A team gets a new chassis, not a new opportunity.

The message that reopens the cooling package

Weather creates the one situation in which the FIA voluntarily unlocks part of the car.

If the Technical Delegate is satisfied that a change in climatic conditions requires a change of specification, every team is sent the same official message: CHANGE IN CLIMATIC CONDITIONS. From that point until the start of the sprint or race, certain items may be altered. Specified cooling components may change. Power unit and gearbox cooling bodywork within defined regulation volumes may change. The settings of bypass valves and flow restrictors in the liquid cooling circuits may be adjusted, but only to adjust power unit or gearbox cooling. The driver cooling scoop may be added or removed.

The design of this exception is worth noticing. It is announced to everyone at once, it names the systems it opens, and it opens them for the purpose of cooling and nothing else. A team cannot use a hot Sunday as a general licence to revisit its bodywork. It can use it to stop the car overheating, which is a safety and reliability question rather than a performance one, even though the two are never entirely separable.

Driver comfort follows a similar shape. Mirrors, seat belts and pedals may be adjusted freely, and anything beyond those three requires the Technical Delegate's specific permission. If ambient temperature moves significantly, teams are asked to change the head padding the technical regulations require. Padding may be added or removed under supervision, and may have to come off again before the post-race weighing.

Where a heat hazard has been declared, the cooling medium in the driver cooling system may be added, replenished or replaced, and a driver who has elected not to wear the personal equipment that forms part of that system can have the half-kilogram of cockpit ballast fitted instead, under the direct supervision of the Technical Delegate or a nominated representative. These are the clauses that keep drivers functional in extreme conditions, and they sit inside parc fermé rather than outside it precisely so that nobody can use heat as cover for something else.

Asking permission, and the six exceptions a season

Anything not on the list can still be done, but only with the Technical Delegate's approval, following a written request. The standard is that any replacement part must be clearly the same in design and similar in mass, inertia and function to the original, and whatever comes off the car is retained by the FIA.

There is a sensible allowance for urgency. If a team wants to change a part during sprint qualifying, during qualifying, on the grid before the sprint, or between reconnaissance laps and on the grid before the race, it may do so without asking first, provided it is reasonable to believe permission would have been given had there been time to ask, and provided the broken part stays in full view of the assigned scrutineer throughout. That is a rule written by people who have watched a mechanic sprint down a grid with three minutes on the clock.

Then there is the genuinely unusual clause. Six times in a championship, a request for replacement front wing, rear wing, rear bodywork or floor parts of a different design may be considered for approval, provided the replacement specification has already been run in pre-season public collective testing, a sprint qualifying, a qualifying or a race. Six, across a season that can run to twenty-four events.

This is not a setup allowance and should not be read as one. It is a repair valve for the case where a team has genuinely destroyed a part and has no identical spare, and it is rationed hard enough that nobody would spend one lightly. The rule that a driver's qualifying trim and race trim have to be the same car survives the exception intact.

Two locked windows on a sprint weekend

The alternative format splits the condition in half rather than extending it, and the split is deliberate.

The first window opens when a car first leaves the pit lane in sprint qualifying on Friday and closes at the start of the sprint on Saturday. Cars must be covered and ready for seals within two hours of sprint qualifying ending, with the same marketing extension available for one car per team, and the seals may come off three hours before the sprint's formation lap. Everything in Appendix B2 applies in exactly the same way inside it.

The sprint then finishes, and for a few hours nothing is locked at all. That gap is the point. Grand prix qualifying begins no less than three and no more than four hours after the sprint ends, and in that interval a team may change whatever it likes, using a hundred kilometres of race running as evidence rather than an hour of practice as a guess.

The second window then opens on the first lap of grand prix qualifying and closes at the race start, with the standard two-hour covers-on deadline and the five-hour seals-off allowance.

Earlier versions of the format did not work this way. A single unbroken parc fermé ran from Friday to Sunday, which meant a team committed to one configuration on the strength of a single practice session and then raced it two days later with no route back. The current arrangement keeps the qualifying-to-race lock that the rule exists for, and removes a compromise nobody had asked for. Breaking parc fermé costs the grid slot

The penalty is single, blunt and identical in every case: the driver starts from the pit lane.

At a standard weekend that is the whole of it. At a sprint weekend the two windows carry separate consequences. Break parc fermé before the sprint starts and the driver starts the sprint from the pit lane. Break it after grand prix qualifying has begun and the driver starts the grand prix from the pit lane.

The same penalty attaches to the sealing requirement. If a team fails to have its cars covered and ready for seals within the deadline, that failure is treated as a parc fermé breach as well, with a single penalty imposed for the combination of both offences rather than two penalties stacked.

Note the shape of this. It is not a fine, which a well-funded team could absorb, and it is not a grid drop, which can be worth taking on a circuit where overtaking is easy. It removes the driver from the grid entirely. The structure of F1 penalties generally scales the punishment to the offence; parc fermé does not, because the offence it is guarding against is the one that would make the qualifying result meaningless.

A car starting from the pit lane also loses the start itself. It waits in the fast lane until the pit exit closes before the formation lap, lines up in the order the grid procedure would have given it, and is released after the field has gone. Work in the fast lane is permitted until fifteen seconds before the formation lap begins, restricted to starting the engine and associated preparation, fitting or removing cooling and heating devices, driver comfort changes, changing wheels and tyres, and the same front wing profile adjustment permitted everywhere else.

Choosing the pit lane start on purpose

Because the penalty is fixed and known in advance, it becomes a decision rather than an accident.

A team whose car qualified badly, or whose driver was eliminated early and starts deep in the field anyway, can look at a pit lane start and conclude that it costs very little. From nineteenth on the grid, being released a few seconds behind the pack is a small loss. In exchange the car comes out of parc fermé completely, and everything on the permitted works list stops being a constraint. Wing levels, ride heights, suspension, brake ducts, cooling, the whole configuration can be rebuilt around what the team learned in qualifying and what it expects on Sunday.

The calculation flips as grid position improves. A car starting fifth does not trade fifth for a free hand, because track position on a circuit where passing is difficult is worth more than any setup change available.

This is why pit lane starts cluster at the back of the field and around cars that have already taken power unit component penalties. Once a driver is starting last anyway, the marginal cost of the pit lane is close to zero and the benefit is real. Two things a spectator can infer from a pit lane start: either something went wrong overnight, or the team decided its qualifying position was not worth defending.

One scrutineer, one camera, and covers-on

Enforcement is deliberately overbuilt, because the alternative is a rule that depends on nobody looking.

Each car is assigned its own scrutineer for the duration, whose job is to ensure no unauthorised work is carried out. Each car also has a parc fermé camera, which the team must install in its own garage area, positioned directly above the car with a view of the whole of it. The camera must stay uncovered and operational throughout the event. The team supplies and installs the equipment used to watch it, which is a small and telling detail.

Any part removed to carry out permitted work must stay close to the car and visible to that scrutineer at all times, and must be refitted before the car leaves the pit lane. A list of parts replaced with the Technical Delegate's specific agreement is published and circulated to every team before the race, so each competitor can see what its rivals were allowed to do.

The sealing regime adds a physical layer. Within two hours of the end of qualifying, every car that ran must be covered and ready for FIA seals, with one car per team eligible for a two-hour extension for marketing purposes by prior arrangement. Warming devices may be fitted while cars are sealed. Five hours before the scheduled formation lap for the race, the seals and covers may come off, at which point permitted work can begin, but the cars remain under parc fermé conditions until the race starts.

After the flag, the impound

Post-race parc fermé is the version most people picture, and it is a physical compound with its own set of rules.

Cars go there under their own power where they can, and any classified car that cannot reach it is placed under the exclusive control of the marshals, who take it there. A driver may perform an act of celebration before arriving, within limits the regulations set out. Once the area is in use, parc fermé regulations apply to everything between the timing line and the entrance, which closes off the strip of track where a car might otherwise be tampered with on its way in.

Only officials charged with supervision may enter, and no intervention of any kind is allowed unless they authorise it. The compound must be secured so that unauthorised people cannot get in. A maximum of three team personnel per car may enter, for the sole purpose of fitting cooling fans and doing whatever the supervising officials ask of them. Drivers must stay fully attired, helmet and gloves included, until after they have been weighed, and are told in plain terms not to interfere with parc fermé protocols.

What happens next is the reason for all of it. The classification published at the flag is provisional. It becomes final only after the checks, and those checks are the ones that occasionally rewrite a race result: car mass, fuel sample, plank wear, dimensional compliance, whatever the Technical Delegate has decided to measure that weekend. A disqualification from a finished race almost always originates here, in a compound where nobody from the team has been allowed to touch anything.

Why the rule exists at all

Three arguments, and they carry different weight.

The first is the one the FIA leads with, and it is about the meaning of qualifying. A grid ordered by Saturday's lap times is only informative if the cars that set those times are the cars that race. Without parc fermé, the optimal strategy would be to build a machine for one lap and then convert it overnight into a machine for sixty. The grid would still be a ranking, but a ranking of qualifying specials, and the connection between where a car starts and how fast it actually is would break.

The second is cost. Overnight rebuilds mean more parts, more personnel and more hours, in a sport that has spent the last several years trying to cap exactly those things. A rule that makes Saturday night rebuilds illegal removes an entire category of spending that every team would otherwise be forced into by every other team doing it. That interacts directly with the F1 cost cap and the way it counts personnel and components.

The third is less often stated and is arguably the most important. Parc fermé forces a single compromise. A team must decide, before qualifying, what balance it wants between a fast lap and a good race, and it must live with the answer. That decision is a genuine competitive variable, and the strategists who get it right earn something. Delete the rule and the decision disappears, because a team could simply take the best of both. The sport would lose a real contest and gain a logistics exercise.

The counter-argument is that the rule punishes bad luck. A team that mis-set its car in the last minutes of final practice is stuck with the error for two days, and a driver can spend a race fighting a machine everybody knows is wrong. That is true, and the answer the sport gives is that the alternative is worse: a discretionary escape valve would be exploited within a season, and a rule that can be argued around is a rule that will be argued around every weekend.

What to watch on a Saturday evening

Four habits make parc fermé legible from the outside.

Watch what the mechanics do not do. A garage under parc fermé looks busy and is mostly inspecting. If you see a car up on stands with bodywork off, that is almost always access for a permitted check rather than a change to anything.

Treat a pit lane start as information. It tells you the team judged its grid slot cheaper than its setup, or that something failed overnight. Where the driver had qualified before the change usually tells you which.

Look at the front wing on the grid. It is the one component with visible, legal, last-minute adjustment. A crew making changes to it in the final minutes is reacting to track temperature or to what the driver reported on the reconnaissance laps.

Do not treat the flag as the final result. Cars sit in the compound for a reason, and the provisional classification stays provisional until the checks are done.

Parc fermé is a rule about identity rather than about performance. Its whole function is to make one claim true: the car that qualified is the car that raced. Everything else, the appendix, the camera, the scrutineer, the seals and the pit lane start, exists to keep that claim honest. Common questions

When does parc fermé start in F1?

A car enters parc fermé the moment it leaves the pit lane for the first time in qualifying, and stays there until the race starts. On a sprint weekend there are two such windows, one running from the first lap of sprint qualifying to the sprint start and a second running from the first lap of grand prix qualifying to the race start. A car that never leaves the pit lane during the session is deemed to be in parc fermé from the end of the first segment anyway.

What can teams change under parc fermé?

Only the work set out in Appendix B2 of the Sporting Regulations, plus anything the Technical Delegate specifically approves. That covers brake bleeding and friction material, fluids, tyres and wheels, engine starting, electronics and camera equipment, driver comfort items and repairs to genuine accident damage. The one aerodynamic adjustment allowed is the angle of the front wing flap.

Why do F1 drivers start from the pit lane?

Because their team has broken parc fermé, or has chosen to break it. Any breach of the parc fermé articles carries a mandatory pit lane start, so a team that wants to make a setup change it is not entitled to make will accept the penalty in exchange for a car it prefers. Starting from the pit lane also lets a car be worked on in the fast lane until fifteen seconds before the formation lap.

Can F1 teams change the front wing under parc fermé?

They can change its angle but not its parts. Appendix B2 permits adjustment of the position of the front wing profiles, provided nothing is added, removed or replaced, which is why the front wing flap is the one setup lever left open between qualifying and the race. Replacing the wing itself needs the Technical Delegate's approval and must be a part of the same design.

What happens to F1 cars after the race finishes?

They go straight into a secured parc fermé area where only officials may intervene. Three team members per car may enter to fit cooling fans and carry out work the officials ask for, drivers must stay in their full kit until they have been weighed, and the FIA carries out the checks that turn a provisional classification into a final one.

Does parc fermé apply to sprint weekends differently?

Yes.
