The most important instrument in a links greenkeeping shed during Open week is not a mower. It is a moisture meter — a probe pushed a few inches into the top of a green, half a dozen times a morning, on the same marked spots each day. The readings it returns decide whether the irrigation runs that night, whether a green gets a hand-watered pass at dawn, and whether the hole location pencilled in for Saturday is still fair. Everything else about the preparation of an Open venue follows from the same instinct: measure the surface, keep it alive, and otherwise leave it alone.

That instinct is what separates a links setup from almost every other championship in golf. The course is not being tuned to produce a target score. It is being kept in a condition that lets the ground, and the weather coming off the sea, do the examining. What follows is how that condition is arrived at, from the fairway mowing lines to the sand in a revetted pot bunker.

The R&A's setup philosophy and why it differs from an American major

The R&A runs The Open through its Championship Committee, and the committee's brief is unusual among major championship organisers: present the golf course as a links, and accept whatever scoring the week produces. A benign week with no wind can yield low totals. A gale on the Friday can leave the cut line a long way back. Neither outcome is treated as a failure of setup.

The contrast with a typical American major is stark and mostly structural. A parkland course prepared for a national championship is generally softened by irrigation and thickened at the edges by primary and intermediate rough, so that accuracy off the tee is enforced by a penalty in the grass. Approach shots are expected to stop where they land. The defence of the course is vertical — height, spin and a hard stop.

A links defends horizontally. The ball lands and keeps going, and the question is not whether you can stop a nine-iron but whether you chose a line thirty yards left of the flag that would let the slope feed the ball in. Setting a links up like a parkland course would remove that question entirely, which is why the R&A is conservative about water, conservative about green speed, and generous about width in places where an American setup would narrow.

What the committee actually controls

The committee's real levers are fewer than spectators assume. It cannot change the wind, the firmness of a dune ridge or the run-off behind a green. What it sets is the mowing pattern, the irrigation regime, the hole locations, the tee markers and the rough management plan agreed with the host club months earlier. Fairway widths, mowing lines and the choice to reward the ground game

Open fairways are usually wider than a first-time visitor expects, and the width is not indulgence. On a course where the ball runs thirty or forty yards after landing, a narrow fairway becomes a lottery: a perfectly struck drive can chase through the short grass into rough that a worse shot avoided. Width restores agency. It lets a player choose a side, and it makes the choice matter, because one side of a links fairway almost always gives a better angle into the green than the other.

Mowing lines are drawn by hand on plans agreed between the R&A's agronomists and the club's course manager, then walked and marked on the ground with paint. They rarely follow the members' lines exactly. A fairway may be pushed out towards a bunker that the club's own setup keeps in rough, so the bunker becomes genuinely relevant to a championship drive rather than decorative. Elsewhere a line is pulled in to bring a run-off into the reckoning.

Cutting height on fairways is kept tight, and the cut is made with a cylinder mower rather than a rotary, because a clean scissor cut leaves a firmer, faster surface than a torn one. Direction of cut matters too. Fairways are often mown in the direction of play, or in alternating stripes, and a following cut speeds the ball up marginally against a cut into the line. On surfaces this firm, marginal is enough to notice.

The wider effect is that a well-judged low runner becomes a legitimate shot again. That is the ground game the R&A protects — a shot close to extinct on tour week in and week out, which returns for one fortnight a year. Rough management, fescue density and the difference between wispy and brutal

Rough at The Open is managed by density, not by height. The two are related, but the number that matters to a player is how many stems the club has to pass through, not how far the top of the grass sits off the ground. A stand of pure fine fescue can be knee-high and still let a wedge through cleanly, because the plants are thin, upright and sparse at the base. A stand of ryegrass and annual meadow-grass fattened by nitrogen can be half that height and stop a club dead.

Achieving the first and avoiding the second is a multi-year agronomic project, not a decision taken in June.

How the density is controlled

The principal tools are impoverishment and removal. Rough areas are not fertilised. They are cut and, critically, the clippings are collected and carted away rather than left to rot down and feed the sward — leaving arisings in place returns nutrients and thickens the stand year on year. Some venues scarify or harrow rough in winter to pull out thatch and open the base. Over several seasons the effect is rough that looks severe from the grandstand and plays honestly.

Weather undoes plans. A warm, wet spring produces growth that no management regime fully controls, and in those years the rough is thicker at the base than the setup team wanted, whatever its height. The usual response is to widen the first cut — the intermediate band between fairway and rough — so that a marginally errant tee shot is not punished as harshly as a wild one.

The bands and what each one does

The bands are not uniform around the course. A hole where the architecture already punishes a miss may carry a wider first cut; a hole with a benign approach may have rough tightened right to the fairway edge.

There is a second, less discussed reason for keeping the rough thin: pace of play and ball-finding. Thick, wet rough swallows golf balls, and a field of this size cannot afford several three-minute searches an hour. Wispy fescue conceals a ball poorly, which keeps the championship moving and keeps referees out of lost-ball rulings that nobody enjoys. The severity of a links rough is therefore partly an operational decision, not purely a competitive one.

The other honest point is that the rough is not the primary defence at an Open and has never been intended as one. Dune grasses, gorse and marram do most of the punishing on the wildest misses, and those areas are barely managed at all. The band of maintained rough between fairway and wilderness exists to reduce the difference between a slightly poor shot and a catastrophic one, which is a different job from the one an American major asks of its grass.

Green speed at The Open is a compromise imposed by physics. A links green sits in the open, often raised, and takes the full force of a coastal wind. Roll it to the pace of a sheltered inland championship green and a ball at rest on a slope will start to move on its own in a strong gust, which under the Rules of Golf creates work for referees and, more importantly, makes fair hole locations nearly impossible to find.

So the greens are prepared for trueness rather than pace. The work is done with rolling and light, frequent cutting rather than by scalping the surface, because a green cut too low loses root depth exactly when it needs resilience most. Fine fescue and bentgrass, the dominant species on a well-managed links green, both give a smooth roll at moderate speeds and neither enjoys being shaved.

The practical consequence for the player is that putts break more than the speed suggests. On a fast inland green, pace flattens break. On a slower but heavily contoured links green with wind across it, the ball spends longer on the surface and the slope has longer to work. Reading the wind on a putt is a genuine part of the examination at an Open, and one of very few places in professional golf where a caddie will routinely factor it in.

Speeds are checked repeatedly through the day rather than once at dawn, because sun and wind dry the surface and quicken it between the first tee time and the last. Where a green is drying faster than the rest, a hand-watering pass brings it back into line. Consistency across eighteen greens matters far more than the absolute figure on the Stimpmeter, and the R&A has never treated that figure as a target worth chasing.

Contour, not pace, is the defence

The reason a links can afford moderate speeds is that its greens are rarely flat. Many were shaped by the ground rather than by a designer, and they carry ridges, plateaux and hollows that would be unusable at inland championship pace. A green with a two-tier fall through the middle of it produces genuinely difficult putts at a speed a member could play, because the slope is doing the work. Increase the pace and the same green loses half its available hole positions, which is exactly the trap that has caught inland venues that chased a number.

Rolling, rather than lower cutting, is the tool of choice for finding a little extra pace when the committee wants it. A roller firms and smooths the surface without removing leaf, so the plant keeps its ability to photosynthesise and recover. Cutting height is generally held steady through the week, with the frequency of cut and the roller doing the fine adjustment. It is a conservative approach and it reflects a simple asymmetry: a green that is slightly slower than intended is a minor inconvenience, while a green that has been stressed into losing turf on the Thursday cannot be repaired before Sunday.

Firmness targets, moisture readings and how much water goes on

Firmness is the most closely managed property of an Open golf course, and it is managed by withholding water rather than by adding anything.

The method is unglamorous. Moisture meters are used on fixed sampling points on every green, morning and evening, and the readings are logged. A target range is agreed for the week. If a green drops below the bottom of the range it is in danger of losing turf and gets a measured application — often by hand, with a hose, on the dry areas only. If it sits comfortably inside the range it gets nothing, however firm it looks. Irrigation on a modern championship links is zoned finely enough that individual greens, and sometimes parts of greens, can be treated separately.

Why hand-watering rather than sprinklers

A sprinkler head throws an even pattern over uneven ground. On a links green with a spine through it and a shoulder falling away, the high ground dries several times faster than the hollow, and an even application either drowns the hollow or burns the ridge. Hand-watering targets the dry areas and leaves the rest. It is slower, needs more staff, and is the only way to hold a green inside a narrow moisture band for a fortnight.

Fairways are treated with the same reluctance. Some Open venues barely irrigate fairways at all during championship week, on the grounds that fescue and bent are drought-tolerant, will go dormant and brown without dying, and that brown turf is fast turf. Discoloured fairways at an Open are not a sign of neglect. They are usually a sign the plan is working.

The honest caveat is that this balance carries real risk. Push firmness too far in a hot, dry, windy week and turf is lost, which is a worse outcome than a soft golf course. Course managers tend to describe the job as walking the edge of the cliff rather than standing well back from it, and the moisture meter is the only thing that tells them where the edge is on any given morning.

Pin positions, run-off areas and the shots that get repelled

Hole locations for a championship are chosen in advance as a menu. Agronomy and rules staff walk each green and identify positions satisfying several conditions at once: enough flat ground around the hole for a ball to come to rest, a reasonable distance from the previous day's cup, an approach that is testing from the correct side of the fairway, and — the links-specific one — a position that does not become absurd if the wind swings.

That last condition is why the final call is made daily, usually the evening before, once the forecast is in. A position tucked behind a false front is a fine test into a light breeze and an impossible one downwind on a firm surface.

Run-offs and the shot that never had a chance

The distinctive feature of a well-set-up links green is the collection area — shaved ground beyond and beside the putting surface where an over-hit approach gathers. These are mown at fairway height or tighter, deliberately, because the alternative is rough that stops the ball and removes the consequence. A player who flies a green at an Open is not looking at a straightforward chip out of thick grass. They face a bare, tight lie with a slope between them and the hole, and a choice between putter, wedge and hybrid.

The greens repel more shots than they receive. Approaches landing on the front of a firm green will often chase to the back edge and off it. The playable line is frequently short and to one side, using a slope to feed the ball across. This is the part of the setup most often misread on television, where a shot finishing forty feet away can be a better piece of golf than one finishing fifteen feet from the wrong angle.

Tee flexibility and how forecasts drive daily decisions

Championship tees on an Open venue are built long, which gives the committee a range rather than a fixed distance. Markers are moved every day, sometimes substantially, and the movement is driven almost entirely by wind direction.

The logic is that a hole should present the same question in different conditions, not the same yardage. A par four asking for a driver and a mid-iron into a light breeze needs lengthening if the wind turns behind, or it becomes a driver and a wedge. A long par three into a strong wind may be moved forward so that it remains a shot a professional can hold rather than a hope.

Some holes are shortened for a different reason: to bring a hazard back into range. Moving a par four tee well forward can put the green within reach from the tee and convert a conventional hole into a genuine risk-and-reward decision, with the bunkering around the green suddenly relevant to everyone in the field. It is one of the few overtly theatrical tools the setup team uses, and it tends to appear on a Sunday.

Tee decisions are taken late, and players learn them with everyone else when the day's card is issued. That is a meaningful difference from a championship where the yardages are fixed for the week, and it is why caddies walk the course again each evening rather than trusting the book they made on Monday.

Open championship yardage explained and what the card actually tells you

The total yardage printed on the card at an Open is close to meaningless as a guide to how the course will play, and the R&A knows it.

Two reasons. First, the number is the sum of the back tees on every hole, and the back tees are rarely all in use on the same day. Second, and more significantly, a links played firm gives a great deal of that distance back in run. A drive that carries a certain distance into a soft parkland fairway will finish materially further on links turf, and a downwind drive on a dry fairway can run a very long way indeed. The effective playing length of an Open venue in a dry, breezy week is substantially shorter than the card in one direction and substantially longer in the other.

This is why comparing Open venues by yardage is unhelpful, and why lengthening a links has limits as a defence. Adding distance to a hole that plays downwind on a firm surface achieves very little; the ball simply runs further before it stops. The more effective interventions are angles, bunker placement and green firmness, all of which keep working regardless of how far the field hits it. Bunker revetting, sand type and maintaining a pot bunker face

The revetted pot bunker is the most labour-intensive object on a championship links, and the most quietly expensive.

Revetting means building the face of the bunker from stacked layers of turf, each strip laid slightly back from the one beneath so the finished face leans in and holds its shape against wind and rain. A face may be twenty or more courses deep. The turf is cut from a nursery area on site, ideally the same fescue-dominated sward as the rest of the course, and the stacking is done by hand with a mallet and a knife. One deep bunker can occupy a two-person team for a day or more.

Why they are built this way

An unrevetted sand face on a windy coastal site erodes. Sand blows out, the face slumps, and within a season the bunker has lost its shape and its penalty. A revetted wall is stable, holds a vertical or overhanging profile that genuinely prevents a forward escape, and can be rebuilt to the same dimensions each time. It also creates the characteristic Open predicament: a bunker so close to the green that the only shot available is out sideways or backwards.

Sand selection is a separate discipline. Championship bunker sand needs to be angular rather than rounded so that it knits and resists a ball plugging, and it needs a particle size distribution that drains fast in heavy rain without setting hard underfoot. The same sand is used across the course, and depths are checked and raked to a consistent measurement, because inconsistent depths between bunkers is one of the few genuinely unfair variables a setup team can eliminate outright.

Faces are trimmed with hand shears through championship week. Bunkers are raked to a specified pattern — usually smooth rather than furrowed — and the raking is done on foot, by hand, several times a day.

Preparing the course in the months and years before a championship

An Open venue knows it is hosting years in advance, and the preparation runs on that timescale.

The early work is structural. Drainage is reviewed and, where necessary, rebuilt, because the one thing that will ruin a championship links is standing water. Bunkers are surveyed, and any that have crept out of their original shape are rebuilt to a documented profile. New championship tees, if the committee wants them, must be built and grown in with enough seasons behind them to take traffic. Trees and scrub that have encroached on dune systems are often cleared, both to restore the original playing corridors and to improve air movement across greens.

The turf work is slower still. Shifting a green's species composition away from annual meadow-grass and back towards fescue and bent is a project measured in years of overseeding, careful nutrition and reduced irrigation. It cannot be rushed in the spring before a championship, and attempting to rush it is a reliable way to lose turf in July.

Infrastructure planning runs in parallel and belongs to the championship organisers rather than the greenkeeping team. Grandstand foundations, the tented village footprint, crossing points, buggy routes and cabling all have to be sited where they will do least damage and where the ground can carry the load. How agronomy staff and volunteers work through championship week

The host club's greenkeeping team is supplemented for the championship by volunteer greenkeepers drawn from other clubs, often through the professional association, and by R&A agronomy staff. The combined team is several times the size of the club's normal complement, and it works split shifts.

Hole changing follows a plan issued the night before, with the cup cut to a set depth and the old hole plugged so cleanly it will not deflect a putt. Divots on tees are filled with a sand and seed mix matched to the sward. Walkways and crossing points, which take enormous foot traffic over four days plus practice, are repaired continuously and are usually the parts of the site that suffer most.

Rain reorganises everything. Heavy rain on a links normally drains fast, which is one of the format's structural advantages, but standing water on a green requires squeegees and rollers before play can resume, and a suspension for lightning has its own protocol. The decision to suspend or restart play sits with the committee rather than the course team, but the course team determines how quickly resumption is physically possible.

The restoration process once the tented village comes down

The championship ends on Sunday evening. The course does not return to normal for a long time afterwards.

Structures come down over the following weeks, and what they leave behind is compaction. Grandstand feet, vehicle routes, cable runs and the footprint of the tented village all press the ground down and squeeze the air out of the soil. Relieving that is the first job: aeration, deep tining, sand topdressing and, in the worst areas, complete turf replacement from the nursery. Rough trampled flat by spectators has to be allowed to recover, and in places reseeded.

Greens are brought out of championship condition deliberately rather than abruptly. Cutting heights are raised, feeding resumes and irrigation returns to a normal schedule, because a surface held at championship firmness for a fortnight has been under stress and needs to rebuild root depth before autumn.

The club, meanwhile, gets back a course that is usually better than the one it lent out. Drainage improvements, bunker rebuilds and several years of turf management done to a championship standard do not disappear when the grandstands do. That is a substantial part of the bargain a host club makes, and part of why rota venues compete to stay on the list. For members playing the course the following spring, the visible legacy is firmer turf, tidier bunkers and a definition between fairway and rough that took years of restraint to achieve.
