Rain, Bad Light and English Playing Conditions

At about half past seven on the evening of 25 August 2013, with a full house at The Oval and England needing 21 runs from 24 balls to win the last Test of an Ashes summer, the umpires took the players off for bad light. The series was already decided at 3-0, so nothing was lost except the ending. The crowd booed for a long time. Jonathan Agnew, commentating, called the finish a disgrace, and he was not the only person in the ground who thought so.

Ten years later, at Old Trafford, the weather did something more consequential. England had made 592 and reduced Australia to 214 for 5 in the second innings, sixty-one behind, needing five wickets to level the 2023 Ashes. Roughly thirty overs were possible across the last two days, the final day produced none at all, and Australia retained the urn on a 2-1 lead. Pat Cummins described keeping the Ashes that way as strange, which was generous.

Weather is not an interruption to English cricket. It is one of the conditions the game here is designed around, and the rules that govern it are older, stranger and more contested than almost anything else in the laws.

Where the light rule came from, and who holds it

Bad light stops play because of danger, not visibility for spectators. A hard ball travelling at speed towards a batter who cannot pick it up early enough is the hazard the regulation exists to prevent, and that is why the decision has never been given to the batting side, the captains or the broadcaster.

For much of the game's history it was partly given to the batters: they could be offered the light and choose whether to carry on, which produced decades of tactical accepting and declining. That was removed at the start of the 2010s. Since then the call has rested with the two on-field umpires, in consultation with the match referee, who must judge whether conditions are dangerous or unreasonable.

They are supplied with light meters, calibrated to a common standard, and the meters are used less as a threshold than as a memory. A reading taken when play was suspended becomes the benchmark for the rest of the match, which is what stops one session being abandoned in better light than another was played in. Where a ground has floodlights, umpires can require them to be switched on so that play continues; this is why a county day in September often finishes under lights that were installed for the twenty-over game.

The regulation is coherent and it is still unpopular, because a rule built around risk cannot distinguish a fast bowler from a spinner. The Oval in 2013 was widely used to argue for allowing spin to continue in poor light, and the counter-argument — that the batting side cannot be made to face a change of bowling to keep a game alive, and that umpires should not be asked to police a graded scale in the dark — has generally held. What the covers do

English grounds carry more rain protection than anywhere else in the game, and the equipment has changed the sport measurably.

The square itself is covered whenever play is not possible. Full covering became compulsory across English first-class cricket at the start of the 1980s, ending the sticky wicket and the particular kind of spin bowling that fed on it; the seasonal consequences of that are set out in the guide to English pitch conditions through the season.

The hover cover changed the response time. Developed by a British canvas manufacturer in the late 1990s and first put to work at Lord's from 1999, it is a long, shallow sheet mounted on a frame with petrol-driven fans at each end; the air cushion lifts it clear of the grass so that two or three people can walk an entire square under cover in a couple of minutes. Lord's, Edgbaston, Old Trafford and Trent Bridge all use them. Before that, covering a square in a sudden shower took a dozen people dragging tarpaulins and a good deal longer.

Getting water off the outfield is the other half. The Super Sopper — a rolling sponge that squeezes collected water into an onboard tank as it is driven along — does the visible work, and beneath several English outfields sits sand-based construction with piped drainage that carries away rain far faster than the old clay-based fields could. The practical effect is that an English ground can now lose two hours to rain and start on time, which flatters the weather rather than improves it.

The arithmetic of a lost hour

A four-day Championship match is not simply shortened when it rains. The playing conditions try to claw time back, and the mechanisms are worth knowing because they decide results.

  • A minimum number of overs must be bowled in a day — ninety for the 2026 season, reduced from the ninety-six that stood before it — with a required rate of sixteen overs an hour.
  • Short interruptions are absorbed rather than deducted. Once a substantial amount of time has gone, the day's allocation is reduced at a fixed rate per minute lost.
  • Play can start earlier or finish later on subsequent days to recover overs, within limits, which is why a rain-hit match often begins at eleven o'clock rather than at the scheduled time.
  • Bonus points for batting and bowling are earned within the first 110 overs of each side's first innings, a limit that has stood since 2010. Rain that removes overs therefore removes points a side had a realistic chance of banking, not just overs.

The knock-on effect is tactical. A captain who has lost a day knows the draw is now the likely outcome, and the incentive shifts towards batting for bonus points and bowling for them rather than towards contriving a result. Limited-overs cricket, and the target that gets rewritten

In the white-ball competitions rain does not shorten a match so much as re-price it. The Duckworth-Lewis-Stern method, revised in the 2010s by the Australian statistician Steve Stern to account for the faster scoring the T20 era produced and renamed for him in 2014, adjusts a target by asking what resources — overs remaining and wickets in hand — each side actually had.

Two features of it matter to anyone watching a wet English one-day game. The first is that a minimum amount of cricket must happen for a result to exist at all; in the fifty-over game each side must have had at least twenty overs. Below that, the match is abandoned. The second is that the method treats wickets as resources, which is why a side that has lost eight wickets can find a rain break barely helps it, and a side batting deep can find that the same break hands it a target it will comfortably beat. Why the draw is not treated as failure here

Visitors to English domestic cricket are often puzzled that a four-day match can end with nothing decided and both sides reasonably content. It follows from the weather.

A competition played in a climate that removes whole days cannot make the outright result the only currency without becoming a lottery. So English first-class cricket has always distributed points across the drawn match, and counties have always been willing to bat through the last afternoon to save one. The counter-position is simpler and rests on climate rather than philosophy. In a country where a September match can lose two days to rain, a system that rewarded only wins would decide a championship on which counties were dry in August.

A wet day at an English ground

The practical experience is specific enough to be worth describing. Play is rarely called off early in the day; ground staff and umpires will keep a match technically alive for hours, with inspections announced at half-hourly intervals, because the covers and drainage now make late starts genuinely possible. Announcements are deliberately cautious. Nothing is abandoned while there is a forecast gap.

What the weather has actually decided

It is worth being precise about the scale of this, because it is easy to overstate. Rain rarely changes who the better side was. What it changes is which of them gets paid for it.

The 2023 Ashes is the clearest modern instance: a series in which England won the last two completed matches they had a chance to win, and still did not regain the urn, because two days at Old Trafford went. A country with reliable sunshine would not have produced a domestic competition obsessed with seam movement, a ball designed to keep swinging, or a first-class structure that treats the draw as a legitimate objective.
